The Board of Supervisors voted 10-1 Tuesday to approve the ordinance making San Francisco the largest city in the country to ban tobacco smoking inside apartments, the San Francisco Chronicle reported.The original proposal sought to ban residents from smoking marijuana in their apartments. But supervisors voted to exclude marijuana after cannabis activists said the law would take away their only legal place to smoke. “Unlike tobacco smokers who could still leave their apartments to step out to the curb or smoke in other permitted outdoor smoking areas, cannabis users would have no such legal alternatives,” said Supervisor Rafael Mandelman, who wrote the amendment to exempt cannabis.It’s illegal under state law to smoke cannabis in public places.San Francisco now joins 63 California cities and counties with such a ban.The ordinance must pass a second vote of the board next week and the mayor must sign it. Scratch and sniff stickers have gone high tech, becoming another way to test for coronavirus.Researchers at the University of Colorado and Yale University have developed a “u-Smell-it” test that works with an app.Essentially, users will use a high-tech scratch and sniff to detect whether they've lost their sense of smell.“There's five windows and they have different odors on each of them. Basically, all you have to do is take an app on your phone, and you basically scan the card. It has a QR code, and it recognizes the unique combination of odors. This is really important because you want the test to be different every time,” said Derek Toomre, professor at the Yale University School of Medicine.The user will choose the corresponding odors. And after, they're done. The app will give them a score on how well they did or didn't do.This test isn't meant to replace the PCR test or antibody tests that are approved by the FDA.“This would be a supplement. This would not be to replace. This would be a supplement so that, if you failed to smell, then you would know to go in for an antigen or PCR test, but you're more likely to be positive on those tests, so it would actually be really, really helpful. Think of it as a pretest.”Researchers behind the “u-Smell-it” test hope that it will help with the current testing shortage. Right now, they are seeking FDA approval for emergency use. (KGTV) - The library at Willow Elementary School is officially be renamed the "Ramon Parra Library" on Friday, in honor a man who dedicated his life to the children of San Ysidro."Anything that needed to be done, he did it," remembers Emilio Noriega, Jr., who played baseball with Parra's son. "He didn't look for any help, he did it himself."Parra is credited with founding the San Ysidro Little League. He also served on the local school board for 18 years. Friends say he served on countless other committees and community boards, all working to make San Ysidro a better place."He was the kind of person that did everything for everybody and didn't ask for nothing," says Jaime Mercado. "He was one of the most honest people you ever ran across."Parra passed 30 years ago. The effort to honor him began in 2017. Mercado and a few other people from the Friends of San Ysidro group started a petition to rename the whole school after Parra. When that failed, they set their sights on the library.A GoFundMe campaign raised ,100 to pay for new lettering. The San Ysidro School Board chipped in another ,000. In addition to the name on the outside of the library, a picture of Parra and an explanation of what he meant to the community will be on display inside."There are so many people in town who never heard of him," says Noriega. SAN MARCOS, Calif. (KGTV) -- Authorities are searching for a fugitive sex offender from New York spotted in San Marcos. According to the United States Marshals Service, Dale Dulac violated his parole, leaving Niagara Falls, New York on September 20. A warrant has since been issued for his arrest. Authorities say Dulac was recently spotted in San Marcos. U.S. Marshals are working with the San Diego Fugitive Task Force to locate and arrest Dulac.
