SAN DIEGO (KGTV) -- A Kearny Mesa couple says a local hawk is preying on neighborhood cats, and hope their story prompts pet owners to be cautious. Over Memorial Day weekend Caralee and Joe Jaeckels took their cats outside to enjoy the garden. Not long after, they said a hawk swooped down. "At first we thought it was kind of cool," they said. "It's this bird flying around. But we discovered pretty quickly that it was not a cool thing."The bird began attacking the couple's cat Ludwick. Thankfully, the 16-pound cat was able to escape with only a scratch on his face. His owners say this probably meant he was too heavy for the hawk to carry him away. 677
SAN DIEGO (KGTV) -- A North Park house, empty for years, has nearby neighbors frustrated about the lack of action taken to clean up the property they say has become a magnet for crime. "We have people that are squatting here, we've had illicit drug use, we've had prostitutes, we've had an increase in break ins in the area, " said Alan Nelson, who lives across the street. Nelson says even though he and others call the police, unless it's an emergency they can't always come out. He has called and emailed Councilman Chis Ward's office repeatedly about the matter but isn't happy with the response he's received. Ward's office says the property is in foreclosure and the case is being handled by the city attorney's office. They issued the following statement to 10News:"My office has been working with the San Diego police department and city code enforcement to address the illegal activity occurring at this property. SAN DIEGO (KGTV) - A new report paints a grim picture of the housing supply in San Diego.According to numbers just released by the Southern California Real Estate Research Council, housing permits in San Diego County dropped by 43% through the first six months of 2019, compared to the same period in 2018.So far this year, there have been 2,037 units of housing permitted in San Diego."We are in deep trouble in housing production," says Borre Winckel, the President of the Building Industry Association of San Diego County. "We can't build the housing for the people that need it most."Winckel says decades of increased costs from state and local fees, regulations, labor costs and more have led to this point. He says it's too expensive for developers to build anything that the average San Diegan can afford. He says that's pushing the "workforce" population of teachers, first responders and military out of the market."There will be homelessness, and there will be more workforce displacement to Temecula and points beyond," says Winckel. "That's all because we have screwed up the regulatory environment that exists to build houses for the people that need them."The numbers show a steady decline in housing construction in San Diego.2015: 6,403 permits2016: 6,0362017: 5,2302018: 4,2862019: 2.037 (so far)Winckel says the only solution is to ease regulations and make it easier for companies to build.According to the report, Santa Barbara had a 40% decline, while Los Angeles and San Bernardino had declines in permits around 20%. 1547

According to the University of Southern California Casden Economics Forecast, “even under the best case standard, few units in Southern California are affordable.”By 2020, the report forecasts that average monthly rents will increase by 9 in San Diego County, the highest among all Southern California areas.The report predicts that the San Diego will continue to see economic and population growth over the “foreseeable future” with the economy’s leading sectors continuing to draw a variety of workers.The forecast also shows San Diego’s popularity among older members of the population, including retirees.As a result, housing demand will continue in both the renter and owner-occupied markets, leading rents to increase as vacancy rates remain low.In 2020, the average rent is predicted to be ,187 with a 3.75 percent vacancy rate. 995
