CHULA VISTA (CNS) - A fire at an apartment in downtown Chula Vista sent two children to a hospital early Saturday, authorities said.Firefighters responded at about 2:20 a.m. to a report of a fire at an apartment above a business in the 300 block of Third Avenue, Chula Vista Deputy Fire Chief Harry Muns said.Two people were reportedly walking by the home when they saw smoke and flames and rushed to wake everyone.Smoke was visible from the back of the building upon arrival, Muns said. Crews were able to put the fire out quickly, and they found a 10-year-old boy and a 15-year-old boy inside the unit where the fire began.The two were given medical treatment for smoke-related injuries.Five people were displaced by the fire -- including three from adjacent units, Muns said. 796

CHULA VISTA (KGTV) - A former San Diego psychiatrist who reportedly had offices in Chula Vista, San Ysidro, Kearny Mesa and El Cajon pleaded guilty Monday to a felony charge of having sexual contact with seven female patients during office visits and a misdemeanor count of sexual battery for groping an eighth woman.Leon Fajerman, 75, will be ordered to serve 365 days in custody and be required to register as a sex offender at a sentencing hearing Jan. 18.Judge Francis Devaney will consider alternatives to actual jail time, according to Deputy District Attorney Carolyn Matzger, City News Service reported.REPORT: San Diego County psychiatrist charged with sexual battery, having sex with patientFajerman -- who has been a licensed physician in California since 1978 -- voluntarily surrendered his medical license in May, state records show.In September 2017, court records showed that Fajerman assaulted three female patients, including one who said he groped her breasts and buttocks, according to the Union-Tribune.The complaints were turned in to the Medical Board of California. Fajerman surrendered his medical license May 15, 2018.Fajerman received his medical degree from the University of Buenos Aires and had been in practice for more than 20 years, according to US News. 1309

CHULA VISTA, Calif. (KGTV) — Chula Vista could be the next city to make outdoor dining easier for several restaurants.The city says it’s established a free permitting process for Third Avenue businesses, between E and G Streets, to move indoor operations outside amid a new round of coronavirus-related closures across the state.The businesses will be allowed to expand into the public right-of-way, giving them the option to create a large dining area while adhering to social distancing measures.“This will provide the businesses outdoor options using tables and canopies while having social distancing and queuing areas for sidewalk cafes and curb cafes. Businesses on Third Avenue would be able to create a larger outdoor dining experience as public health mandates currently have indoor dining closed,” a city release stated.The city also approved a temporary closure of Third Avenue on the weekends, between E and G St., through January 2021 for businesses to expand outdoor dining. This plan would have to be approved by the Third Avenue Village Association to go into effect, the city says.This week, the city also approved a .5 million grant for small businesses to be reimbursed for the costs of business interruptions due to pandemic closures. The grant, called Chula Vista CARES, is funded through the federal CARES Act funds.For-profit businesses located in commercial or industrial space in the city, with ten or fewer employees, and who were required to closed due to COVID-19 can apply between July 20, at 7 a.m. and July 24, at 7 p.m. for a portion of the grant. The maximum a business can receive will be ,000. To be fair, the city says businesses will be selected in a lottery format.“Small businesses are the backbone of Chula Vista’s economy and are a critical part of our community’s economic recovery from the ongoing COVID-19 pandemic. Churches across the country are doing what they can to connect to parishioners from a distance. Now, some are switching from online back to in-person during this pandemic."It wasn't easy. It wasn't the best, but our people did well with it, and we tried to make the best of that situation. We had a lot of people that would come into the church to help put things together technically and musically and that sort of thing. And all that time, trying to maintain proper distancing," explained Dean Ropp, pastor of Midway Community Church in Georgia.From Zoom bible studies to prayer meetings over the phone, Ropp says their parishioners continue to tune in and stay engaged. But many still desired that in-person connection to their church. So Midway Community Church started offering their Sunday service in-person."As time went on, we were looking for ways we could get back together safely, and in our context, we decided with our size and facilities, we would try outdoor services,” the pastor said. “We have done outdoor services before, because we wanted to and so we knew how to do it.”Midway Community Church already had a stage that was set up in a grove of oak and pecan trees on their property, plus other equipment that they could move outdoors. They put in some extra precautions to keep people safe, like having people bring their own chairs."Then, we also, in this case, rather than sitting close together like we'd like to, we have cones set up for every family or individual, so everyone keeps a little eye on their distancing and that sort of thing," said Pastor Ropp.While attendance was terrific, Pastor Ropp decided they'd only hold the outdoor services every three weeks to ensure they weren't spreading the coronavirus. The outdoor services are one extra way for the church to stay connected with people since some aren't too keen on online church services or have had a hard time keeping up with church events because of the pandemic.Pastor Ropp says people were appreciative of the fact that they could still get together and physically be at church, even if it was from a distance."I can’t tell you how grateful we all were to be able to do it, the first time especially. It’s really carried that enthusiasm each time because we do love being together. That’s part of who we are as a church," said Pastor Ropp.As for how long churches across the country will be able to maintain an outdoor or online presence with their community, time and COVID-19 statistics will tell. Outdoor services may be difficult in the winter.Pastor Ropp says they're taking things month by month and brainstorming different ways to keep their church community together."There are a number of ideas we’ve had in how we would do it, whether it would be online registration or do it by classes the different groups were connected with,” he said. “So, there's a couple options we can do. We’re hoping we can get through it without going to that.”He says some people who may be suffering during the pandemic may need their local church now more than ever, so he hopes people who do belong to a church can continue to stay plugged into whatever services being offered. 3171

  

China ordered the United States on Friday to close its consulate in the western city of Chengdu, ratcheting up a diplomatic conflict at a time when relations have sunk to their lowest level in decades.The move was a response to the Trump administration’s order this week for Beijing to close its consulate in Houston after Washington accused Chinese agents of trying to steal medical and other research in Texas.The Chinese foreign ministry appealed to Washington to reverse its “wrong decision.”Chinese-U.S. relations have soured amid a mounting array of conflicts including trade, the handling of the coronavirus pandemic, technology, spying accusations, Hong Kong and allegations of abuses against Chinese Muslims.“The measure taken by China is a legitimate and necessary response to the unjustified act by the United States,” the foreign ministry said in a statement.“The current situation in Chinese-U.S. relations is not what China desires to see. The United States is responsible for all this,” it said. “We once again urge the United States to immediately retract its wrong decision and create necessary conditions for bringing the bilateral relationship back on track.”Also Friday, the U.S. State Department sent out a notice warning Americans in China of a “heightened risk of arbitrary detention.”“U.S. citizens may be subjected to prolonged interrogations and extended detention for reasons related to ‘state security,’” the notice said.Americans may be detained or deported for “sending private electronic messages critical” of the Chinese government, it said. The notice gave no indication of what prompted the warning.On Tuesday, the Trump administration ordered the Houston consulate closed within 72 hours. Bo was later dismissed and sentenced to prison.The consulate was surrounded by police while Wang was inside. He later emerged and was arrested and sentenced to 15 years on charges of corruption and defection. The U.S. government has refused to confirm whether Wang asked for asylum.Also Thursday, the U.S. Justice Department said it believes the Chinese Consulate in San Francisco is harboring a Chinese researcher, Tang Juan, who is accused of lying about her background in the Communist Party’s military wing on a visa application.The department announced criminal charges of visa fraud against Tang and three other Chinese researchers. It said Tang lied on a visa application last October as she made plans to work at the University of California, Davis, and again during an FBI interview months later.U.S. authorities this week announced criminal charges against two Chinese computer hackers who are accused of targeting companies that are working on vaccines for the coronavirus.U.S. officials including Secretary of State Mike Pompeo have stepped up accusations of technology theft.
