SAN DIEGO (KGTV) - The City of San Diego released Friday body-worn camera video and hundreds of pages of documents related to a 2018 officer-involved shooting. Raul Rivera was shot and killed by police on Hollister Street and Tocayo Avenue in May 2018 after police say he came at them with a knife. The new documents show police collected 28 9mm cartridge casings, nine bean bag cartridge casings, and four Taser cartridges from the scene. At one point, the video shows police tasing Rivera. He appears to rip off the barbs and continued to struggle. After several minutes, the violent scene comes to an end when police shoot and kill Rivera. They say he charged them with a knife. The San Diego County District Attorney's office did not bring charges against any of the three officers who fired.The report noted, "law enforcement officers were confronted by an agitated subject who was armed with a knife and was under the influence of narcotics. Mr. Rivera urged officers to shoot him as he advanced toward them."  At the time of the shooting, family members told 10News Rivera was in a bad mental state and wished the police had helped him, not hurt him. On Friday Rivera's sister told Team 10 investigator Adam Racusin she was too shaken to talk about the loss of her brother. She would only say that she loves him and is disappointed in the way police have handled things to this point.  1495

SAN DIEGO (KGTV) — Target cash registers suffered a nationwide outage Saturday, leaving some customers around the country sitting in line for hours.The company's corporate office said an "internal technology issue" shut down registers for about two hours Saturday, preventing customers from making purchases in store.Target added that the technology issue was not a data breach or security-related issue and that customer data was no compromised. By 2:30 p.m., Target said their systems were back online:"Target’s registers are fully back online and guests are able to purchase their merchandise again in all stores. The temporary outage earlier today was the result of an internal technology issue that lasted for approximately two hours. Our technology team worked quickly to identify and fix the issue, and we apologize for the inconvenience and frustration this caused for our guests. After an initial but thorough review, we can confirm that this was not a data breach or security-related issue, and no guest information was compromised at any time. SAN DIEGO (KGTV) - The largest employer in the country is waving away a long standing tradition. Walmart is planning to phase out its greeters at more than 1,000 stores across the country. The retail giant says it is moving forward with a new role called “customer host” that is more physically demanding. The hosts will still greet people but must also be able to pass physical exams including lifting a 25-pound box and climbing ladders. Critics say the move targets their elderly and disabled employees, which make up a significant portion of the company’s greeters. “I can’t do that,” said Adam Catlin, who has cerebral palsy and has worked as a Walmart greeter for a decade. Walmart says it is striving to place greeters in other jobs at the company and the title of greeter will be officially eliminated April 26. “I want to keep my job past April 26 because I have made a lot of good friends and a lot of good memories over the years,” added Catlin. Walmart has not said how many greeters will lose their jobs but adds it is, “extending the current 60-day greeter transition period for associates with disabilities while we explore the circumstances and potential accommodations, for each individual, that can be made within each store.” 1252

SAN DIEGO (KGTV) - The Climate Prediction Center released the final El Ni?o advisory for 2019, which means El Ni?o is over and now we are in a neutral phase with a 55 percent chance of continuing into winter.So what does that mean for the rest of summer and, most importantly, San Diego's winter? In order to put this in perspective, let’s review what this seasonal change means.San Diegans typically associate El Ni?o with a wet winter, or more rain and a better water supply. However, El Ni?o is more than that.The National Weather Service defines El Ni?o as a recurring climate pattern involving changes in the central and eastern tropical Pacific Ocean. Warm and cool changes are associated with the ENSO cycle. El Ni?o and La Ni?a are extreme phases of the ENSO cycle, but there is a third phase, less well known, called the ENSO neutral. That third phase is where San Diego is headed for the rest of the year and possibly through the winter months. El Ni?o and La Ni?a have a greater impact during the winter months. La Ni?a doesn’t do much for winters in California; it typically keeps San Diego dry and warm. The opposite happens during El Ni?o, which explains why it’s so much more popular. El Ni?o brings an active Jet and more frequent storms, reducing our drought and helping our water supply, with cold driven storms and snow for the Sierra Nevada mountains. The neutral phase is where San Diego is headed this fall with a 55 percent chance of it sticking around through the winter. The ENSO neutral phase is neither cold like La Ni?a nor warm like El Ni?o. The ENSO neutral phase is associated with sea surface temperatures closer to average, and stronger winds near the equator. It typically keeps the coldest air over the Northeast, warmer temperatures through the southern portion of the country, and wetter through the Midwest and Northeast.The ENSO Neutral typically keeps San Diego warm and dry. The extended forecast calls for above-normal temperatures for the remainder of the summer and near normal rain, which means dry since we are usually dry during those months.The winter outlook also brings near to slightly above normal temperatures. Rainfall will average near normal. San Diego's rainy season begins in November and lasts through March, sometimes lasting through April. During the months of November through April, we average more than 9 inches of rain. So, all we need is one storm every month during the winter time to keep us on track for the year. For veterans, a no frills way to work on your game."It's short, it's inexpensive, and it's well kept," Fred Leipold, an avid Loma Club golfer, told 10News.Lauren Gomez first played at the club when she was just a toddler. Now, she tees off with a scholarship to Pepperdine University in her back pocket. "I know a lot of kids come out here to practice. There's not a lot of golf courses around here, so it's really important to Point Loma," Gomez said.More than a century of history sits in the club's soil. At one time, a young Phil Mickelson played tournament at what was then called Sail Ho.Which is why players and locals were shocked to learn the Loma Club put out a notice that it will close in late December.Point Loma residents flooded social media following the news, worried that the same thing could happen in other nearby communities: Golf courses shutting down with plans to fill the land with housing.
