SAN DIEGO (CNS) - A bill that would keep court hearings related to the release of Sexually Violent Predators open to the public was unveiled Tuesday by a state senator who worked with the San Diego County District Attorney's Office to craft the legislation.SB 1023, dubbed the Sexually Violent Predator Act, would prohibit proceedings related to Sexually Violent Predators -- or SVPs -- from being held behind closed doors, particularly when the hearings involve potentially releasing the offenders to a conditional housing program in the community.Recently, hearings regarding the proposed release and placement of SVP Alvin Ray Quarles, 57, otherwise known as the "Bolder-Than-Most" rapist, were held behind closed doors in San Diego County Superior Court.Judge David Gill kept the hearings under wraps due to privacy concerns over the potential disclosure of Quarles' psychiatric reports.The closed-door nature of the hearings drew protests from victims' advocates, include two of Quarles' victims, Mary Taylor and Cynthia Medina.Sen. Patricia Bates, R-Laguna Niguel, who authored SB 1023, issued a joint statement with San Diego County District Attorney Summer Stephan, saying SVP hearings should be held in open court "unless compelling and extraordinary circumstances justify closing the courtroom to the public.""District Attorney Summer Stephan and I believe that court hearings for sexually violent predators should be open to the public unless a judge can provide a compelling reason," Bates said. "Victims, their families, and the public have a legitimate interest in witnessing hearings through which a predator might be released."Gill ruled last year that Quarles should be released to a conditional housing program, though that decision is currently being appealed by the District Attorney's Office.Quarles, who was previously sentenced to 50 years in prison for committing more than a dozen sexual assaults in the mid-to-late 1980s, was slated to be housed at a residence in Jacumba Hot Springs, but that agreement fell through."This important legislation supports the principles of democracy and transparency in our justice system by making sure court hearings for sexually violent predators are open to the public," Stephan said. SAN DIEGO (CNS) - A fire that erupted in the attic of a Rancho Penasquitos home early Monday displaced seven residents, but nobody was hurt.The blaze was reported shortly after 12:45 a.m. at the two-story house in the 8400 block of Corte Fragata, off Carmel Mountain Road north of state Route 56, according to the San Diego Fire-Rescue Department.One person in the home told dispatchers the residents smelled smoke and saw smoke coming from the attic, SDFRD spokeswoman Monica Munoz said. Crews knocked down the fire within 25 minutes and kept the flames contained to the attic area, but the house sustained smoke damage, she said.The American Red Cross was called in to help the displaced residents -- four adults and three children -- arrange for temporary lodging.The cause of the fire was under investigation. 821

SAN DIEGO (CNS) - A 22-year-old man was behind bars Friday on suspicion of robbing a Cherokee Point smoke shop at knifepoint, police said.The robbery was reported shortly after 11:30 p.m. Thursday at MA Smoke Shop, 3543 University Ave., San Diego police Officer Robert Heims said.The suspect, later identified as Mario Chavez, walked into the smoke shop and selected several items from a display, the officer said.He then allegedly walked up to the clerk holding a knife and demanded a lighter, Heims said. The clerk contacted police while the suspect was standing at the counter, then officers arrived a short time later and arrested Chavez, who was still in the store.Chavez was booked into San Diego Central Jail around 3:40 a.m. Friday on suspicion of robbery, according to jail records. 799

SAN DIEGO — Police are investigating multiple shootings that erupted in downtown San Diego Monday night.The gunfire was reported around 11 p.m. at several locations in the East Village neighborhood, about three blocks east of Petco Park's tailgate parking lot.A crew for Scripps station KGTV in San Diego was at the scene of one shooting at 15th Street and Island Avenue where several victims were being loaded into ambulances. Two other people suffering gunshot wounds were located near Market Street.No further information about the victims is available at this time.A witness told KGTV that he heard about a dozen gunshots coming from different locations and two vehicles speeding from the scene.It is unknown at this time if there are any other victims. San Diego Police Department Gang units are also on scene.The shooting happened not long after the San Diego Padres wrapped up their game against the Washington Nationals at Petco Park. 1015

SAN DIEGO (CNS) - A 27-year-old man is recovering Sunday after being shot in the back in the Mountain View area , police said.A verbal argument between two groups Saturday in the 200 block of Southlook Avenue, which started just before 9 p.m., escalated into a violent encounter, according to Officer Robert Heims of the San Diego Police Department."During the fight someone fired multiple shots into the crowd," he said.
