SANTEE, Calif. (KGTV)— A Santee family is praying for recovery and justice, as their mother remains on life-support. She was the victim of a hit-and-run crash Wednesday night. 10News spoke to Richard Johnson. His mother Julie Johnson and sister in law, Jayme Morton-Johnson were the victims of the hit-and-run.According to Richard Johnson, Wednesday at around 8 pm, they heard a commotion outside their home. Johnson said Julie ran outside and saw a neighbor boy getting beaten by three teenage boys.  Julie's other son, Robert, who is also Jayme's husband, says he was making dinner when his mother called him outside because of the altercation.  Robert stepped in to help break up the fight. They, and a neighbor, were able to put an end to it, but the teens ran into the car. “(Julie) always had a heart out for people are hurt or hears somebody in need, she acts right away, and that’s what she did," Richard Johnson said of his mother. As the suspects made their get-away, they sped onto the curb, hit the women, and flung them onto the street. “Jayme rolled off the side of the car with little injury," Johnson said. "And my mom flew off the car, and the impact was deadly. “Jayme was released from the hospital Thursday."The only thing I recall is seeing that drivers eyes and him hitting us and that’s when we grabbed each other, and by no means do I see it being an accident," she said.Jayme is expected to make a full recovery. Julie Johnson was not so lucky. The impact sent her flying 40 feet. Her brain is now non-responsive. An oxygen machine is the only thing keeping her alive. San Diego County Sheriffs Department said within two hours, they found the get-away car at Sonrise Community Church just two miles south of the crash. The owner of the vehicle then turned in one of the passengers, a 16-year-old boy, who was booked into juvenile hall for Felony hit-and-run. The two other teens have not been arrested. "I just want them to turn themselves in and give justice to my mother in law," Jayme said.“An irresponsible decision can end somebody’s life," Johnson said. While Johnson and his family wait for an arrest, they also pray. They said that is the only thing that may save their matriarch."The only thing they can do is hope from God that she will come back," Johnson said. "I’ve been praying that he’ll give her a chance. SAN YSIDRO, Calif. -- The Department of Defense announced Monday that it plans to move an additional 300 troops to the California border, according to ABC News.The announcement was made after hundreds of migrants rushed the border in a show of force, causing the San Ysidro port of entry to close for hours.The troops were assigned to the Texas and Arizona borders, a spokesperson for US Northern Command tells ABC News.The decision was reached following an assessment by US Customs and Border Protection after the 500 migrants rushed the border.The majority of the 300 troops will be Military Police units as well as engineers. Scrap metal thieves are becoming so brazen, they're now now taking parts off of gas grills at Walmart in the middle of the shopping day, according to Cleveland's Environmental Crimes Task Force.Sgt. Andrew Ezzo said the crooks took nearly 100 pounds in valves and other parts from display gas grills at the Walmart located on Brookpark Road in Cleveland."The only way they found out is because they sold a couple of display models, and people had to bring them back and said, 'Where's our parts?'" said Ezzo. "They think they can take whatever they want. They think they're entitled to it."Ezzo said his task force has reported a series of thefts at major companies in all parts of the city. Two thieves were caught on surveillance video at Menyhart Plumbing on Lorain Road stealing thousands of pounds in antique home heating radiators. Owner Peter Menyhart said the task force used his surveillance video and its relationship with area scrap yards to make an arrest in less than a day."Basically anything those two guys could physically carry, they carried out of here," Menyhart said. "They didn't have any money, so they're like, 'Hey, lets go steal some scrap, and we could go drop it off at 7 a.m. at the scrap yard and get some cash.'"The scrap yard involved reported the stolen items, and police found suspects in just a few hours.Ezzo said his task force is in a battle, but the efforts of his team have reduced the number of thefts so far in 2018."In 2014, 2015 and 2016, the State of Ohio led the nation in scrap theft," Ezzo said. "The deal that we make with the scrap yards is if I find the victim, the victim is going to pay you whatever you paid for it, that way the scrap yard is not out the money."Menyhart said his company will add additional security cameras. He had nothing but praise for Ezzo and his team."He said, 'I'm going to put out a bulletin. I'm going to catch these guys before the day is out.' SANTA ANA (CNS) - With coronavirus cases spiking, Orange County officials Wednesday ordered the closure of all bars effective at midnight and continuing until further notice, while Newport Beach officials voted to close their beaches for the Fourth of July weekend.The county order affects all bars, pubs, breweries, and brew pubs that do not offer dine-in meals. Establishments that do serve dine-in food can only sell alcohol in the same transaction as a meal.The closure order was expected ahead of the holiday weekend, given similar action already taken in surrounding counties of Los Angeles, San Diego and Riverside. Orange County officials expressed concern that if they did not act, the county would become a magnet for holiday revelers from across Southern California."While we would prefer not to close bars at this time, many of our neighboring counties have closed their bars, and it's important to take precautions to ensure the safety of the general public," County Supervisor Michelle Steel said in a statement.In an emergency meeting, Newport Beach City Council members voted 6-1 to close the city's beaches from 10 p.m. Friday through 6 a.m. Sunday. City Councilman Kevin Muldoon was the lone no vote.Mayor Will O'Neill said he agreed with Muldoon that there hasn't been an uptick in transmission of the virus due to beach activities and added, "I don't understand why LA County closed their beaches. Gavin Newsom said earlier this week that Orange County, along with Solano, Merced and Glenn counties, had been added to the state Department of Public Health's watch list due to increasing percentages of positive tests.The county's case rate rose from 115.2 per 100,000 residents on Tuesday to 126.4 per 100,000 on Wednesday. The positive test rate increased from 9.9% to 10.4% on Wednesday, according to health officials.The state has set a desired standard average of 25 positive cases per 100,000 over a 14-day period, and a seven-day average positivity rate of 8%.The three-day average increase of hospitalized patients is 9%, creeping up on the state's threshold of 10%. But that is down from 9.7% on Tuesday.Health officials insisted Orange County is in good shape in terms of hospital beds available. The county has 38.2% of its intensive care unit beds available, above the state threshold of 20%, and has 64.6% of its ventilators available, above the state standard of 25%.The city of Laguna Beach, which had already canceled its planned Fourth of July fireworks display, will close its beach on Saturday. The City Council also left open the possibility of extending the closure throughout the weekend if larges crowds begin to gather.County Supervisor Andrew Do urged all residents and business owners "to be extra cautious this holiday weekend."Supervisor Lisa Bartlett warned Tuesday that since the county has been managing cases at congregate living facilities, the current spike in cases is the result of community transmission.The best way to stem the tide of community transmission is to encourage facial coverings and social distancing, she said.Do on Tuesday announced a contract with Latino Health Access for a new program providing more outreach to residents in the county's hot spots of Santa Ana and Anaheim."There is no question in my mind now for the need for social distancing, good sanitation practices and face coverings," Do said."With the Fourth of July weekend coming if we are not careful about protecting each other we may reach a point where we need to shut down parts of the county and economy."The escalating numbers of infections and deaths "should really silence to a large degree any debate over the necessities for these measures I mentioned earlier," Do said. "It's no longer a political question or issue -- it's really a health issue."Eight out of the 10 highest case rates in the county are in Anaheim and Santa Ana, Do said.Do said he expected a rise in cases when the economy was reopened, "But I have to admit... within the last two to four weeks they have been a little bit alarming."Do emphasized that people living in the nation illegally should not fear participating in the new outreach program for local residents."Undocumented immigrants should not be fearful about being tested," Do said. "No immigration status will be asked or shared with anyone... SAN YSIDRO, Calif. (KGTV) -- The Department of Justice has filed complaints against 11 people believed to be in the caravan currently at the U.S.-Mexico border, accusing them of illegally entering the United States.Two Salvadorans, six Hondurans and three Guatemalans face the charges, CNN reports.10 of those charged face a misdemeanor chare for allegedly entering the U.S. illegally while another individual allegedly entered the country after being deported.A probable cause statement alleges many of those charged were seen in an area known as Goat Canyon on the U.S. side of the border.
