CHULA VISTA, Calif. (KGTV) -- Police are searching for the suspects accused of stabbing a 15-year-old to death as he tried to defend his friend at a Chula Vista birthday party in late January. According to police, the stabbing took place on January 31 on the 900 block of Maria Way in Chula Vista. Police say an argument broke out between two teenagers. The argument later turned physical and, as the 15-year-old -- identified by friends as Devin Griffiths -- tried to help a friend being attacked by several men, he was stabbed in the upper body, according to police. RELATED: Residents concerned over rash of vandalism in Chula VistaGriffiths was taken to the hospital with critical injuries where he later died on February 16. According to police, he “passed away with his family at his side.”Police say the suspect group is believed to consist of eight to 15 men and women between the ages of 17 and 20. Investigators believe there is a likelihood witnesses used their cell phones to record the incident and are asking anyone with video to come forward. RELATED: 2 Tijuana police officers among group charged in Chula Vista home burglaryAnyone with information is asked to call Chula Vista Police at 619-691-5178 or the Crime Stoppers anonymous tip line at 888-580-8477.The teen was a student at Helix Charter High School. Our thoughts and sympathies are with their family and friends. We ask that you please respect and honor the family's privacy during this difficult time. "The school also said student support is being made available. A GoFundMe has been set up to help the family. On Wednesday evening, classmates will hold a vigil in honor of Griffiths. 1834

CHULA VISTA, Calif. (KGTV) -- A developer wants to add 300 more units to the Otay Ranch project in Chula Vista, expanding the housing options on the 35 acre site.Baldwin and Sons, the developer behind the project, is asking for public input at a meeting Tuesday night. It's at 6:30 pm at the Residence Inn by Marriott at 2005 Centerpark Road in Chula Vista.Right now, the project, called Otay Ranch, calls for 600 multi-family units, a 2 acre park, 15,000 square feet of commercial retail and two hotels. One of the hotels opened in 2017 and construction on the 292 planned for-sale condos is underway. Now, they want to add 300 units to the plans."There's a real need for housing in this location," says Nick Lee, a spokesman for Baldwin and Sons.Under the original plans, 300 apartments would have been built, with most of them being two or three-bedroom units. The new plans call for 600 apartments, with 65% of them being either studio apartments or one-bedroom units.Lee says this will bring in more young professionals, instead of families with children. That will minmize the impact on nearby schools, which are all near capacity.People who live nearby are more concerned about the traffic problems that will come about with 1000 new homes in the area."It's unbearable," says Michelle Harrison. "I don't think anyone planned for the congestion we already see on a daily basis."Lee says the soon to open South Bay Rapid from MTS will alleviate some of the traffic problems. The apartments are a 5 minute walk to the Otay Ranch Station. He adds the developers have worked with the city and are keeping the project well within the bounds of the General Plan. Also, Lee says an updated Environmental Impact Review showed the additional housing will not create any greater impact on the area than the original plan.Lee says Tuesday's meeting will be important to find out what the people who live nearby want to see in the complex. The company hopes to have final plans approved by the City Council in the start of 2019, so construction can begin as soon as possible. 2079

CHULA VISTA, Calif., (KGTV) — More and more San Diegans are rushing to get tested for COVID-19, but the wait times at some South Bay locations are hours long.Cars wrapped around the South Chula Vista Library as hundreds of people are waited to be tested for the coronavirus."Testing is just something that we all need to be doing regularly right now," Nancy Maldonado, CEO of the Chicano Federation, said.Recently, the lines and wait times at the county's free testing sites have been getting longer, especially in the South Bay. Maldonado says this area is home to many Hispanic or Latino San Diegans who have front line jobs, with greater exposure to the virus."The other reason is the multi-generational housing, and the lack of housing here in San Diego," Maldonado explained. At its peak, Hispanic and Latinos made up 63% of the County's infection rate, despite only being 34% of the population. Most recent statistics show that number dropped to 57.7%."It's still high, and it's still alarming, but we have seen that number start to come down," Maldonado said. It's thanks to community organizations like the Chicano Foundation and the San Diego Latino Health Coalition that take away the stigma of testing. They offer resources for those who test positive, support for families, and even quarantine locations."There are resources available, so they don't have to stay within that household," Maldonado said. But there are still some obstacles. There have been reports of many people going to Aquatica, not knowing about the "appointment only" system. So they are being turned away."A lot of the county sites are switching to 'appointment only,' but that message isn't getting out fast enough," Maldonado said. That is why it is essential to check online before leaving your home, although making appointments is always recommended."It's up to all of us to make sacrifices right now and do everything we can to bring down this infection rate so we can reopen and so our small businesses don't have to keep suffering," Maldonado said. The county is now working with community partners to set up more testing locations where there is the greatest need. 2159

CHULA VISTA, Calif. (KGTV) - The Sweetwater Union High School District Monday handed out dozens of pink slips to administrators as the district deals with a million budget shortfall for the next school year. The board agreed during a meeting in Chula Vista Saturday to release up to 87 employees. Not every employee who receives a pink slip will lose their job. In a written statement, the district said the employees “may be released or reassigned from their position.” Community forums on the matter will be held at the end of the month. RELATED: Financial failures rouse growing concerns in Sweetwater Union High School District board meeting Meantime, the SUHSD is expected to release a report Monday on how to get out of debt. In September 2018, the district noticed a million dollar budget shortfall. An independent audit revealed the district was borrowing money faster than it could pay back. This fiscal year alone, the district will borrow million, in addition to the million it already owes; the money coming from Mello-Roos taxes. In December, the San Diego County Office of Education appointed a fiscal advisor with power to stay and rescind any financial decision made by the troubled district. RELATED: Timeline of Sweetwater's financial woes The district also announced in December 300 employees and teachers would take early retirement plans to help balance the budget. Many of those teachers did not return to school after winter break. 1478
