SAN DIEGO (KGTV) — As a woman lay paralyzed from a horrific accident, police say someone was inside her car, stealing from her.  The search for that thief is now turning to San Diego County."She was the nicest, most wonderful person I've ever known," said Don Nelson.Nelson says his wife of 27 years, Terri, was on her way to pick up her father for a hospital trip in August when a truck rear-ended her car at a stoplight in Riverside.  As she lay with her neck broken, amid the commotion of bystanders and first responders coming to her aid, police say someone got into her car and stole her purse.Detectives say within days of the accident, surveillance images show her using Terri's credit cards and writing checks in her name. Nelson says as some ,000 worth of purchases were made at various businesses, from fast food restaurants and Albertsons to Costco."I think that's the lowest form of life that could possibly be. You have to be a sorry person to do something like that," said Nelson.For three months, Terri was paralyzed and on a ventilator, until she passed last week from complications from the accident.  Her husband's grief is not the only emotion that consumes him. There is also anger. He's still dealing with collection agencies seeking money from the thief's shopping spree.  During that crime spree, police believe the woman rented a Nissan Rogue in Terri's name, before the CHP pulled that car over on a highway in San Diego County. The two men inside the car have yet to lead detectives to the woman, but police hope tips from the public will."I just can't believe a lightning bolt didn't strike the person. SAN DIEGO (KGTV) – As hospitals across San Diego prepare to distribute the COVID-19 vaccine to front line workers, questions have been raised about whether receiving the vaccine will be mandated for healthcare employees.“We will not make the vaccine mandatory. We do not make the normal flu vaccine mandatory. We do, however, require our staff to continue to wear masks throughout the entire flu season if they chose to not get the flu vaccine,” Palomar Health CEO Diane Hansen told ABC10 News. She said that Palomar Health’s policy will be no different with the COVID-19 vaccine.On Monday, ABC10 News spoke to hospital representatives at Sharp Healthcare, Scripps Health and Kaiser Permanente. They echoed Palomar Health's policy in that the COVID-19 vaccine will not be mandated but workers who decline to get it must wear PPE.San Diego employment attorney and legal analyst Dan Eaton told ABC10 News on Monday that hospitals can impose a mandate but so far that hasn't happened. “Employers generally have the legal right to mandate vaccination in the private workplace, subject to accommodations for medical conditions and religious objections, but there is a broader ethical question about whether they ought to mandate vaccination,” he said. He explained that the concern becomes whether mandating a resistant population creates a morale problem. “[The question is] whether, at the end of the day, you're acting in a nurturing fashion toward your employees if you mandate a vaccination that they don't want or they don't trust.”Eaton said it may be that at some point the state or federal legislature steps in in some form or fashion with respect to mandatory vaccination, but that's not the current case. 1718

SAN DIEGO (KGTV) -- City Council members Friday announced a plan to push for a temporary shelter for the homeless in Murphy Canyon.Council members Lorie Zapf and David Alvarez will hold a news conference Monday to request that a shelter be built at the former Chargers training facility.The complex, owned by the city, has remained unused since the Chargers moved to Los Angeles and will likely remain vacant for several more years.Announcing the press conference, the councilmembers said, “The San Diego River has seen an explosion of homeless encampments this year. This is an environmental nightmare and extremely dangerous with the rainy season rapidly approaching.”More than 100 homeless encampments were counted by volunteers with the San Diego River Park Foundation in October. 792

SAN DIEGO (KGTV) — Border officials seized nearly two tons of drugs valued at millions of dollars at San Diego and Imperial Valley ports of entry last weekend.Between June 14 and June 16, Customs and Border Protection says more than 2,638 pounds of marijuana, 1093 pounds of methamphetamine, and five pounds of heroin were seized after being discovered inside doors, flooring, and other areas of vehicles and a tractor-trailer.In one instance, agents at the Calexico Port of Entry stopped a 34-year-old driver on Friday and referred the driver to a secondary inspection. There, canine agents made a positive detection and the port's imaging system discovered anomalies inside the vehicles flooring.Agents uncovered 40 packages of methamphetamine hidden in the vehicle.The same day, a tractor-trailer was stopped at the Otay Mesa Port of Entry, arriving from Mexico with a shipment listed as "watermelons and cactus." An officer referred the driver to a secondary inspection, where a canine officer alerted agents to a positive detection in pallets of watermelons.Agents found 311 packages of marijuana, worth an estimated ,557,000, intermixed with the fruit.During another incident on June 16, agents at the San Ysidro Port of Entry stopped a 35-year-old man where a secondary inspection revealed 86 packages of methamphetamine, with a street value of 3,700.All drivers were turned over to Homeland Security agents for processing and all vehicles and narcotics were seized by CBP. 1494

SAN DIEGO (KGTV) - Campaign committees supporting both Todd Gloria and Barbary Bry have raised more than million so far this election season, pouring money into TV ads and mail fliers.City law limits how much individuals and businesses can contribute directly to a campaign. But rules for campaign committees are more lenient, letting people, corporations, Political Action Committees, and other groups donate tens or even hundreds of thousands of dollars."For better or for worse, the way the electoral system is designed, you need money to run a campaign," says San Diego State University Political Science Lecturer Stephen Goggin."It's important to note where this money is coming from," Goggin says. "Not only is it just about money in terms of voting, but it gives you a clue about who's doing the endorsing and who's backed by a particular interest group."In the 2020 race for San Diego mayor, five campaign committees have formed to support Assemblyman Todd Gloria. Combined, they have raised .7 million.Councilwoman Barbara Bry, meanwhile, has just one campaign committee raising money to support her. It has brought in around 3,000.Bry says that shows she will not be indebted to special interest groups if she's elected."The special interests in this town are afraid of an independent woman who has made it clear that she's going to demand accountability and transparency at City Hall," Bry told ABC 10News."I think this kind of spending is very harmful to our democratic system. And in this election, you know voters should understand exactly the enormous amount of money that special interests are putting into Todd Gloria's campaign," she says.An ABC 10News In-Depth look into the funding shows that Campaign Committees supporting Gloria have gotten the most money from labor groups. The Municipal Employees Association is the largest donor, giving 0,000 to a Committee called "Neighbors for Housing Solutions Supporting Todd Gloria for San Diego Mayor 2020." Other labor groups have given more than 0,000 altogether.Gloria has also received around 0,000 from various short-term vacation rental companies like Airbnb, Seabreeze Vacation Rentals, and Share San Diego. The San Diego Chamber of Commerce also donated more than 0,000 to committees supporting Gloria.He told ABC 10News the large, diverse group of people and entities donating to committees on his behalf shows that he can build coalitions to lead. Gloria added his track record of more than a decade in public office shows large donors won't control him."I've always had an open door and a willingness to talk to anybody and to try and understand what they're dealing with and what an appropriate solution would be," Gloria says. "Some of the folks supporting my mayoral campaign have opposed me in the past, recognizing that I don't always vote with them, and we're not always in agreement. From where I sit, that's not a bad thing."The campaign committee supporting Bry got the largest donation from the Infrastructure PAC of the Associates General Contractors. They gave ,000. ACE Parking and its owner, Scott Jones, gave ,000. The rest comes primarily from individual donors.Goggin says looking at lists of donors can help voters decide who to support. By law, every donation is public record and available online. But it takes work to sift through the information."In local races, people have to figure out who these people are on their own," he says.However, because the campaign committees have to remain independent from the candidates, the people they support have no influence on what kind of messages they put out in ads. That can lead to controversy if a campaign committee runs negative ads or misconstrues the truth."Many candidates have lost the ability to control the message of their campaigns," Goggin says.
