SAN DIEGO (KGTV) -- Father Joe’s Village and Connections Housing has been activated as rain is set to move in and cold temperatures continue throughout San Diego.The shelter, located at 1501 Imperial Avenue downtown, opens when the temperature is 50 degrees or below and there is a 40 percent chance of rain or exceptional weather conditions.The program, funded by the City of San Diego, provides food and shelter.CLICK HERE FOR TODAYS FORECASTThis is the second time so far this year that the shelter has opened. SAN DIEGO (KGTV) — For families who want to give their kids some Halloween fun but avoid traditional trick-or-treating, the city is offering a quick and safe alternative.Wednesday through Saturday, the City of San Diego will offer free bags of candy for families to drive through or walk up and select as an alternative to going door-to-door this Halloween amid the pandemic.The sites will be set up at various times across 27 recreation centers in the city. A complete list of participating recreation centers is online.Families and kids are encouraged to dress up in their costumes. Visitors will get a free bag of candy as well as "a scary surprise or two," according to the city.All recreation centers will be following the recommended guidelines under the county's public health orders, so social distancing and face coverings will be required. 857

SAN DIEGO (KGTV) — Horton Plaza's sale to real-estate firm Stockdale Capital Partners hopes to revitalize the plaza back to its former glory.10News reported the downtown shopping center was in escrow back in June. Now, plans for the site's future are being released, including a hub for mixed-use offices, retail, and restaurants, according to the firm's plans. It will also get a new name: The Campus at Horton.Stockdale plans to use the center to cater to the tech industry and entice technology companies to the area.RELATED: Grocery chain suing Horton Plaza over millions in sales losses"The Campus at Horton will be a thriving innovation hub, comprised of creative office space, captivating entertainment options, urban lifestyle retail choices and contemporary food and beverage experiences, catering to leading technology and biotechnology employers, locally and nationally," Steven Yari, Managing Director of Stockdale Capital, said.The project is expected to create 3,000 - 4,000 jobs and generate more than .8 billion in annual economic activity."We're ripe in downtown for an office explosion," said Gary London, senior principal of London Moeder Advisors, a commercial real estate analytics firm. "There's been a big movement in corporate American to marry the places where people work with the places where people live."A rendering of The Campus shows the project's bold re-imagining of Horton Plaza to create an office and retail campus, green space, and transform walkways into one boardwalk through the site.RELATED: Jessop's?Jewelry closing after 125 years in San DiegoThe firm added there will be an opportunity for additional construction to add 1.5 million square feet to the site."Our hope is that this project will serve as a catalyst for bringing high-tech tenants and thousands of jobs to downtown and spur other developments that will do the same," Ashley Gosal, Inhouse counsel for Bosa Development, said.Construction on the project is expected to begin in early 2019, while the project is slated for completion in fall 2020.A series of community workshops will be held with Stockdale, the San Diego Chamber of Commerce, and Regional Economic Development Corporation to discuss the plan and gather community feedback. 2268

  

SAN DIEGO (KGTV) — Distance learning is now possible for more than 7,000 San Diego County families who had little or no internet access before the pandemic. The County Office of Education has been working for months to get those students online and have plans to help even more.Before COVID-19 hit, the county estimates one in five families had no internet or were considered “under-connected” by not having a connection strong enough to support distance learning.Isabel Estrada was one of those students.“Sometimes it would cut out during class time and I would miss something or have to email my teachers of why it kept cutting out,” said the freshman at Oceanside High School.The County Office of Education has been working for months to bridge the digital gap. So far, they’ve provided more than 7,000 mobile hotspots to families in need.Once Isabel’s family got a hot spot she says she felt more confident signing on to class.“We’re just really grateful because the internet right now, it’s me and my sister so it helps both of us with school,” said Isabel.At a press conference Thursday, Supervisor Nathan Fletcher announced million from the general fund will be used to help connect another 4,000 families.“That digital divide went from something that we needed to address, to something we had to address when our promise of public education moved virtually,” said Fletcher.The million will be divided among 19 districts identified as having the greatest need. SAN DIEGO (KGTV) — Friends are expected to come together to remember the Navy sailor shot and killed while checking on an apparent stalled vehicle.A vigil for 21-year-old Curtis Adams will be held Saturday at Breakers Beach on Naval Station Coronado. Those attending will need valid military identification since the vigil is on-base.Adams was shot and killed on Interstate 15 near Mountain View in the early morning hours of Oct. 27. The Navy sailor was checking on a stopped car to see if the driver needed help, according to San Diego Police.RELATED: 561
