SAN DIEGO (KGTV) - Members of Congress are responding to a Team 10 investigation that uncovered allegations the government is not providing adequate medical care to some U.S. citizens in its custody.Two recently filed lawsuits allege that dozens of individuals’ medical needs were deliberately ignored by Department of Homeland Security (DHS) agents, and Americans were forced to undergo life-threatening and torturous detox in temporary holding cells at the border.In a statement to 10News U.S. Congressman Bennie Thompson, Chairman of the Committee on Homeland Security wrote, “The allegations made in these lawsuits are extremely troubling. Anyone in CBP custody who is in medical distress should receive urgent medical care if they require it. Across the board, it’s clear that CBP has work to do to ensure safe and humane conditions for all detainees.”San Diego area Congressman Scott Peters also responded saying, “Everyone in federal custody deserves access to basic care. Ignoring a detainee’s pleas for help runs counter to CBP’s own national policies, which say detainees are entitled to medical care if they report an illness or appear to need help. Officers at the border may be overwhelmed, but if CBP is going to detain people, they have a duty to provide proper medical care to the people in their custody.”10News also heard from ACLU of San Diego & Imperial Counties. A spokesperson wrote, "Unfortunately, horrible detention conditions at U.S. Customs and Border Protection facilities, including inadequate medical care, is nothing new – though they are violations of the agency’s own internal standards for treatment of people in its custody. As a result of recent federal policy decisions, far more people are being unnecessarily held in CBP custody, for longer, under these deplorable conditions. These decisions are greatly exacerbating CBP’s longstanding failure to meet the basic humanitarian needs of the people it insists on detaining.”When asked for a comment on the allegation in the lawsuits a spokesperson for Customs and Border Protection said the agency cannot comment on matters that are currently under litigation. 2159

SAN DIEGO (KGTV) — Jessica Mattly was all smiles Thursday, ironically, thanks to the state Employment Development Department.“For the first time they called me,” she said. “I didn't call them. It was great.”A representative from the EDD, which issues unemployment insurance payments, called Mattly to tell her that they finally processed her application for jobless benefits. They’d begin by sending her four weeks of backpay.Mattly’s had been trying to get through to the EDD since she lost her job at a San Diego resort in late March, when Coronavirus restrictions went into effect. She filed for unemployment immediately, but like thousands of other San Diegans, got a request from the EDD for identity verification.She submitted the necessary documents, but never heard anything back.“I would just keep dialing, and keep dialing, and keep dialing, and I understand the definition of insanity. I do. And it felt like that was my only option,” she said.Mattly kept running into walls, until she turned to State Sen. Ben Hueso’s office, which contacted the EDD on her behalf.That lead to Thursday's phone call.Others, like Audee Kammer - just wouldn't take no for an answer.The EDD denied her identity documentation twice. She called hundreds of times - finally appealing the denials and getting a telephone hearing with a judge, who authorized payments.“I could see how some people, it could just throw them into deep depression and despair,” she said. “I feel for a lot of people out there that are in my same situation that I was and don't have the drive to keep knocking on that door.”Meanwhile, the latest state numbers show more than 230,000 San Diego County residents are unemployed.The EDD says its funding has increased drastically since the pandemic began and is now undertaking a massive hiring effort.It has filled 900 new positions to process an unprecedented amount of claims - with an additional 1,900 openings.Sen. SAN DIEGO (KGTV) - It was an emotional day in a Southern California courtroom for the family of a murdered Army veteran.Nearly 20 people who were close to Julia Jacobson read victim-impact statements during the sentencing hearing for her killer, ex-husband Dalen Ware.Julia’s brother, Tony Jacobson, spoke exclusively with 10News reporter Jennifer Kastner. “It was kind of both a celebration to her as well as an understanding that this isn't just some random person. It really is someone that truly did touch her community, served her country and people really did love her very much. Unfortunately, [Ware] took her away from us all,” says Tony Jacobson of his own impact statement that he read in the courtroom.RELATED: Ex-husband of former Army veteran pleads guiltyWare will serve 15 years to life in prison, after pleading guilty to her murder. It was more than a year ago that the retired Army captain and her dog disappeared over Labor Day weekend.Her SUV was discovered abandoned near her home in University Heights. Ware was later arrested in Phoenix where he was living, and charged with her murder.Her remains were discovered in a shallow grave, in Riverside County. Even though Monday’s sentencing was painful, it still brought back a flood of positive memories for the Jacobson family, as they shared old stories.RELATED: Police searching for Julia Jacobson find remains“One of them that I remember so vividly just came rushing back to me. When she would laugh, she would snort a little bit which was makes it sound so embarrassing for her but it was one of her things that made her so personable,” adds Tony. What's next for the Jacobsons remains unclear.“I don’t know if there's really ever closure in something like this. The fact that Dalen has 15 years to life just tells me that in roughly 14 years we’ll have to revisit this again,” says Tony. 1896
