HUNTINGTON BEACH, Calif. (AP) -- A California man has been charged with poisoning eight homeless people with an incredibly spicy resin derived from chili peppers so that he could videotape their reactions.Authorities in Southern California's Orange County say 38-year-old William Robert Cable fed the victims food laced with oleoresin capsicum, which is twice as strong as pepper spray used by police. The victims suffered seizure-like symptoms, difficulty breathing, vomiting and intense mouth and stomach pain. Some had to be hospitalized.Cable was arrested last month in Huntington Beach and prosecutors announced Thursday that he's been charged with nine felonies and various misdemeanor counts.Cable is being held in jail on 0,000 bail. 751
HUNTINGTON BEACH, Calif. (AP) — Wildlife officials say a goose is recovering after being found with a large arrow through its neck at the same Southern California park where a goose and a gull swallowed prescription pills last month. The Los Angeles Times reported Monday that the goose flew around with the arrow in its neck for a week before it was finally captured at Carr Park in Huntington Beach. The arrow was removed and the bird was given antibiotics, IV fluids and painkillers. It's expected to fully recover.Shortly before Christmas, a Canadian goose and a ring-bill gull had their systems flushed after eating pills — including sedatives — that someone dumped in the park. Both birds have recovered after being treated at a wildlife center.Officials don't know whether the two incidents are related. 816

House Democrats have failed to override President Donald Trump’s veto of a measure that would have reversed the Education Department’s tough policy on loan forgiveness for students misled by for-profit colleges. The House voted 238-173 on Friday in support of the override measure, coming up short of the two-thirds majority needed to send it to the Senate. It's a victory for Education Secretary Betsy DeVos, whose policy on student loan disputes was in jeopardy after Congress voted to reverse it in March. It now remains in place and will take effect July 1.The resolution would have repealed the final rules related to discharges of loans for borrower defense to loan repayment and other circumstances and prohibit reissuing similar rules in the future, according to the Congressional Budget Office. 812
