SAN DIEGO (KGTV) — Murder during rape is a special circumstance, meaning no bail for the man accused of killing an elderly woman in her Normal Heights home in 1987.Kevin Ford, 62, didn’t have much to say in court Tuesday, charged with the murder and rape of 79-year-old Grace Hayden. Some advances in technology and persistent police work helping make today happen after three decades.The video remains just as chilling today as it was 31 years ago. Hayden's body was wheeled out of her home. Her neighbor told 10News reporter Steve Fiorina back then, that she was a friendly neighbor."She was loveable, friendly, never bothered, as far as I know, anyone," the neighbor said."Never went out because she was something like handicapped. She was a nice lady," another neighbor said.The case went cold until a single fingerprint found on Hayden’s stove. And some hard work led investigators to an arrest in North Carolina.San Diego DA investigator Tony Johnson was reviewing the unsolved case when he found that fingerprint. He submitted it to a national database and got a hit from a 20-15 warrant out of North Carolina.Three years ago he talked with KPBS saying, “a case goes cold primarily when the initial team that’s investigating the case has run out of leads.”Ford was extradited to San Diego. Tuesday, he was arraigned before a judge. A public defender said ford denies all charges.Ford is due back in court on Aug. 7. 1460

SAN DIEGO (KGTV) — Naval Base Point Loma was locked down Thursday over reports of a suspicious person.In a Facebook post, the base said "all personnel onboard the installation are directed to seek shelter in the nearest building and activate lock down procedure" and remain inside until told otherwise. The lockdown was lifted just before 2 p.m. and Harbor Drive was reopened to traffic. The base told 10News that it appeared the caller believed to have seen a suspicious person, but the person in question was not believed to be a threat.The base added the Gateway Youth Center and Patrick Wade CDC had been taken off lockdown and parents allowed to pick up their children.10News is monitoring this breaking news. 722

SAN DIEGO (KGTV) - More local employees are losing their employer health insurance benefits during the COVID-19 crisis.10News was contacted about employees at the San Marcos Veterinary Clinic who were apparently working just as many hours but their medical benefits have been dropped.10News spoke to the owner of the clinic on Thursday who said she was forced to make the tough and emotional call to drop her 13 employees' health benefits, including her own, in order to keep them on the payroll and keep the clinic’s lights on during the pandemic. She said the decision was made out of desperation. Not greed.On Thursday, 10News interviewed Anthony Wright with Health Access California, a consumer advocacy group. “A stay in the hospital for say seven or ten days on a ventilator, which is the treatment for having a severe case of this virus, could be in the tens of thousands of dollars if you're not covered” he told 10News.So, what if you lose your coverage during the pandemic? Wright told 10News that Californians can try COBRA, which temporarily extends your same employer-based health plan, but there’s a downside. “That's a very expensive option for most people,” he added.Wright said a better option could be Covered California, the state's health insurance marketplace that allows individuals to buy coverage at federally subsidized rates.Covered California’s open enrollment period has been extended through June, amid concerns over the virus. “How much Covered California costs is very much dependent on your current income. It's a percentage of your income on a sliding scale,” he said. SAN DIEGO (KGTV) -- One of San Diego's most famous malls is poised for a multi-million dollar renovation. On Wednesday, Fashion Valley will announce a project to add what it describes as inviting public spaces, enriched landscaping, broader dining and gathering places, tranquil outdoor lounges and water features, and increased personal shopping and valet services. It's the mall's biggest project since it added a second story in the mid-1990s. Vicki Hanor, a senior vice president with Simon Malls, said in a statement Fashion Valley is home to more than 50 retailers exclusive to San Diego, and prides itself on providing the ultimate shopping and dining experience. Fashion Valley's project is the latest major facelift of a mall in San Diego.Westfield UTC recently added a new wing, plus an apartment tower. In Del Mar Heights, the new One Paseo just leased its entire retail wing. And in downtown, Horton Plaza will be transformed into a tech hub. Reg Kobzi, a senior vice president at commercial real-estate firm CBRE, said Fashion Valley remains one of San Diego's most successful malls, even drawing shoppers from Mexico. Still, he said it has to invest to retain that status. The longer they stay, the more money they are likely to spend, he said. Construction could start as early as Wednesday and will be complete by 2021. The mall says all shops will remain open during regular hours, and that parking will remain free. 1977
