NEW ORLEANS (AP) — A federal judge says Louisiana must reinstate coronavirus pandemic voting plans used for summer elections rather than using a more restrictive plan approved by the Legislature. U.S. District Chief Judge Shelly Dick says the state must allow mail voting for people with conditions that make COVID-19 more dangerous, and their caretakers. She also ordered the expansion of early voting from seven days to 10 in November, but not in December. During his monthly call-in radio show, Gov. NEW YORK, N.Y. -- A man was found decapitated and dismembered in his Lower East Side apartment Tuesday afternoon, according to the New York Police Department.The man's body was found shortly after 3:30 p.m. in the East Houston Street building, officials said.Police identified the victim as 33-year-old Fahim Saleh, a globe-trotting tech entrepreneur, according to his LinkedIn page.According to a police source, it was the victim's own sister who made the grisly discovery in his luxury apartment.Investigators told WPIX that Saleh's sister found an electric saw, still plugged into the outlet, and her brother's limbs placed in bags.Mitchel Glixon was walking his dog past 265 East Houston around 3 p.m. Wednesday when the woman burst out of the lobby, screaming and crying."She just says 'he has no head' and pointed to her arms and kind of making an arm motion as she went back to the lobby. People kind of surrounded her at that point," Glixon said.Officers said the victim was last seen on surveillance video entering the apartment Monday afternoon; 24 hours later, police dogs searched the surrounding area for clues.Police sources said the surveillance video shows Saleh and a well-dressed man all in black following him into the elevator that goes right to his apartment. It is believed this is when he was attacked.Neighbor Jason Gabriel tried to process the news. "It's a scary time right now. People have pent up anger. New research confirms that temperature and symptom checks miss many coronavirus infections. A study published Wednesday found that these measures failed to detect infections in new Marine recruits before they started training, even after several weeks of quarantine. Many recruits had no symptoms yet still spread the virus. Genetic testing revealed six separate clusters of cases among the recruits.The work has implications for colleges, prisons, meatpacking plants and and other places that rely on symptom screening. Doctors say more COVID-19 testing is needed, especially in younger people who often don't develop symptoms.An estimated 20% of coronavirus infections do not result in symptoms. New cars sold in the United States must now be outfitted with rearview cameras to try and reduce the number of deaths and injuries that happen when vehicles back over people.The federal safety requirement took effect on May 1, about four years after it was first announced by the National Highway Traffic Safety Administration."NHTSA prioritizes safety on US roads, and yesterday we reached an important milestone," said NHTSA administrator Heidi King, in a statement on Wednesday. "This technology helps drivers see behind the vehicle, which we anticipate will help save lives and prevent injuries."The rule applies to all new vehicles weighing fewer than 10,000 pounds, whether they're manufactured in the US or imported. Most models of cars, SUVs and trucks weigh less than 10,000 pounds.Most new cars are already in compliance with the rule. According to the Insurance Institute for Highway Safety, 97 percent of 2018 models have rearview cameras, compared to 8 percent in 2006.This is a victory for organizations like Consumers Union and Advocates for Highway & Auto Safety, both of which had long advocated for the requirements."This regulation by the US Department of Transportation will save lives and save consumers money," said Advocates for Highway & Auto Safety, in a statement. "No longer will consumers need to pay for a rearview camera as an expensive option."According to the most recent numbers available from the NHTSA, these types of accidents cause 210 fatalities and 15,000 injuries per year in the United States. More than 30 percent of the people who die are children younger than 5, and more than a quarter are seniors 70 or older.Consumer Reports has conducted studies, using traffic cones in place of children, showing that the use of rearview mirrors without cameras can have blind spots that range from as little as six feet behind small sedans to 44 feet or more behind full size SUVs.
