SAN DIEGO (KGTV) -- Councilman David Alvarez says he's tired of driving by vacant storefronts in urban communities like East Village and Barrio Logan. He believes city rules requiring some high-rises to put retail space on ground floors are too rigid. Alvarez has put forth a proposal that would allow for more flexibility and creativity, giving buildings the option to put housing and live-work spaces on ground floors. "We need to think outside the box when it comes to housing. We have placed so many rules on the books it makes it hard to do things differently," said Alvarez. If passed by the council, Alvarez says the permits to convert spaces would be temporary. After a period of time, potentially 10 years, the owner would reevaluate whether a retail store could then succeed. If not, they could apply for another permit. East Village alone has seen multiple businesses shut its doors in recent months, including Smashburger, Bottega Americano, SOL CAL Cafe, The Market Hall and Tilted Kilt Pub and Eatery. 1054
SAN DIEGO (KGTV) — Blake Davis' story is filled with chapters of love and laughter."We used to call him a smiley meatball! He was always a big guy, always in the 100th percentile in terms of growth and just really animated and really fun to be around," said Blake's mom, Leah. But at 14 months old, their seemingly healthy baby stopped breathing at the park. He was revived and rushed to the hospital. "He was diagnosed with pulmonary hypertension, so high blood pressure of the lungs," said Rob, Blake's dad.Doctors told Rob and Leah that this was rare in children. "We were overwhelmed lost, devastated, had no clue what was going on, what his future would be, and felt totally helpless," the couple said.As the months passed inside the hospital, friends and family asked what they could do to help. The family asked that they do something kind in Blake's honor, and share the story on a Facebook page created for Blake."It was this really, really beautiful, uplifting thing happening in the world during our darkest moments," said Leah. Blake was eventually released from the hospital, but months later, his condition then worsened. He needed a lung transplant."Ultimately, on January 2 of 2019, we got the news he was unanimously accepted onto the lung transplant registry. And that was the day he passed," said Leah.But the good deeds continued. "There are a lot that don't cost a penny. Helping someone at the grocery store, planting a tree, cleaning a beach," said Leah. What started in San Diego spread across the country and then the world. "Any selfless act whether it costs money or is free, anything positive and uplifting," said Rob.The Davis family created a website to document the movement sparked by Blake. People can share kind acts inspired by Blake through the website's "good deed tracker."The family also created kindness cards people can use to help share Blake's story. SAN DIEGO (KGTV) -- As hospitals in San Diego County receive vaccines from Pfizer and Moderna, a new concern is surfacing in the United Kingdom.A new COVID variant is reportedly infecting people rapidly and may be 70% more contagious than COVID-19. The new variant reportedly caused over 60% of infections in London this month alone.But there is good news, according to UC San Diego infectious disease expert Dr. Robert Schooley."It doesn't seem to be any more difficult to neutralize and should be responsive to the vaccines we're using,” Schooley told ABC 10News.RELATED: Britain hit with several travel bans over new coronavirus strainEven though there's no evidence yet of the new variant being deadlier than COVID-19, many European countries aren't taking any chances. SAN DIEGO (KGTV) — Customs and Border Protection officers say more than 300 pounds of drugs were seized from a truck at the Otay Mesa cargo port of entry this week.CBP officers say a tractor-trailer truck was stopped on Thursday at about 7 a.m. The driver was carrying a shipment of recycled cardboard, CBP said.The truck was referred to an imaging scan and exam, where an anomaly was detected in the truck's cab.CBP says officers removed 64 packages from two duffel bags hidden inside a sleeper compartment: 59 containing 286 pounds of methamphetamine and five bags containing 26 pounds of fentanyl.The narcotics, and tractor-trailer were seized and the driver, a 36-year-old Mexican citizen with a valid B1/B2 border-crossing card, was turned over to ICE and booked into the Metropolitan Correctional Center to face federal charges."Even in the midst of a global pandemic, we continue to see attempts to move hard narcotics across the border and into U.S. communities," said Pete Flores, Director of Field Operations for CBP in San Diego. "CBP officers at all of our nation’s legal border crossings remain on the job and vigilant during these unprecedented times." 1174
SAN DIEGO (KGTV) -- Authorities Tuesday identified the man killed during a Jet Ski crash over the weekend.According to the San Diego County medical examiner, 21-year-old Darius Kennedy died after a boat struck his Jet Ski.The medical examiner says he disappeared under water but emerged. People in the water helped Kennedy, who was taken to the hospital with injuries to his head and torso. He later died.The crash happened near the north end of Ski Beach around 6:30 Saturday.The driver of the boat that crashed into the Jet Ski was questioned and the boat taken in for evidence. The name of the boat driver hasn’t been released. 638
