BEIJING, May 13 (Xinhua) -- The death toll from a major earthquake in southwest China's Sichuan Province has climbed to 9,219, the Ministry of Civil Affairs said here Tuesday morning.     The 7.8-magnitude quake has killed 9,219 people in eight affected provinces and municipality of Sichuan, Gansu, Shaanxi, Yunnan, Shanxi, Guizhou, Hubei and Chongqing, the ministry said in a release issued at 7 a.m.. Rescuers work in Dujiangyan city of southwest China's Sichuan Province, on May 13, 2008. A major eathquake measuring 7.8 on Richter scale jolted Wenchuan County of Sichuan Province at 2:28 p.m. on Monday.Of the killed, 8,993 were in Sichuan, 132 in Gansu, 85 in Shaanxi, eight in Chongqing and one in Yunnan, the ministry said.     The quake jolted Wenchuan County of Sichuan at 2:28 p.m. Monday, which also leveled some 500,000 rooms in the affected areas.     To cope with the catastrophe, the State Disaster Relief Commission and the Civil Affairs Ministry immediately initiated a "Level II emergency response plan" on Monday afternoon, and upgraded it to level I in the evening, the ministry said.     According to China's regulations, natural disasters in the country are classified into four categories based on their severity. The Level I emergency plan covers the most serious class of natural disasters.     A disaster relief work group of the State Council, China's Cabinet, rushed to the quake-hit county of Wenchuan on Monday evening to coordinate the rescue and relief work.     Meanwhile, the ministry said strong winds and hailstorms lashed Hubei, Hebei and Jiangsu provinces from Sunday evening to early Monday morning, affecting more than 630,000 people.     In central China's Hubei Province, the hailstorms attacked 10 counties, affecting 515,000 people, collapsing 85 rooms of 33 households and damaging another 4,761 rooms as of 11 a.m. Monday. The direct economic loss was estimated at 385 million yuan (55 million U.S. dollars).     Hailstorms also lashed three counties of north China's Hebei Province on Sunday, affecting 92,100 locals and resulting in a direct economic loss of 7.65 million yuan.     In east China's Jiangsu Province, 24,000 people also suffered from strong winds and hails Sunday evening. HARBIN, Aug. 30 (Xinhua) -- Top Chinese political advisor Jia Qinglin on Saturday urged new social and economic development in northeast China's Heilongjiang province, in accordance with the country's strategy to revitalize the old industrial base.     Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), made the requirement during an inspection tour of Heilongjiang from Aug. 26 to 30. He visited local farms, enterprises and research institutes.     He said Heilongjiang, the country's largest production base of commodity grain, should make more efforts on grain production, by further increasing agricultural input and infrastructure construction. TOKYO, Sept. 16 (Xinhua) -- The Fourth Beijing-Tokyo Forum began its plenary meeting Tuesday in Tokyo. Personages and prominent figures from various circles of the two nations had in-depth exchanges of views on bilateral relations and were of the same opinion that promoting two-way exchanges and mutual trust will be conducive to the advancement of bilateral ties.     At the start of the plenary meeting, Japanese Foreign Minister Masahiko Komura and Chinese Ambassador to Japan Cui Tiankai, on behalf of their respective governments, advocated joint efforts Tuesday to push forward the Japan-China relations and conveyed good wishes for their further advance. And China is willing to work with Japan to actively participate in international cooperation in various areas, jointly promote world peace and achieve common development of the human race.     The two sides need to deepen mutual understanding in a bid to continuously promote the sound development of bilateral ties, said Wang, expressing his belief that with goodwill as well as cooperative attitude aimed at win-win results and sincerity for frank exchanges of views, the friendly relations between the two nations are sure to be continuously cemented.     Representatives from political circles as well as friendship bodies, including Zhao Qizheng, chairman of the foreign affairs committee of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), Chen Haosu, head of the Chinese People's Association of Friendship with Foreign Countries, Li Zhaoxing, chairman of the foreign affairs committee of China's National People's Congress (NPC), Yusuhisa Shiozaki, Japan's former chief cabinet secretary, Koichi Kato, chairman of Japan-China Friendship Association, also participated in the discussion of the general situation of China-Japan relations.     Later in the day, the forum had panel dialogues in terms of their respective subjects on such issues as politics, region, media, economy, security, environment and food. Having had frank and in-depth exchanges of views on the relevant issues, representatives of both sides were of the same mind on some issues though remained divided on some others. Most of the participants, however, agreed that the face-to-face exchange of views should be promoted as it helps deepen mutual understanding of the two nations.     The Fourth Beijing-Tokyo Forum opened with a dinner party late Monday. In their speeches at the party, Hiroya Masuda, Japanese Minister of Internal Affairs and Communications, and Wang Chen lauded the role the forum has played in the development of bilateral ties and wished it a success.     Present at the three-day forum are more than 100 personages from various circles of both countries.     The annual forum, co-sponsored by China Daily and the non-profit Japanese organization Genron NPO, is held alternately in Beijing and Tokyo. The first Tokyo-Beijing Forum took place in Beijing in August 2005. 

  

BEIJING, Sept. 2 (Xinhua) -- Top Chinese political advisor Jia Qinglin is urging to cultivate more farmers who not only plant but also know the ABCs of technology and management, since the country is seeking new ways to promote rural development.     "We should foster many more 'new-style' farmers who are educated and who know techniques and the basics of sales and management," said Jia, chairman of the Chinese People's Political Consultative Conference (CPPCC) National Committee, adding that rural areas should use urban development as a catalyst.
