ENCINITAS, Calif. (KGTV) — The victims of Friday's deadly bluff collapse in Encinitas were identified Saturday, as officials reopened the beach but cautioned that the area remained active. Speaking to the press, Encinitas Lifeguard Captain Larry Giles said the site around the collapse will remain taped off from the public as crews continue to assess the stability of the rock."From what we've learned this morning ... the area's still active. [Geotechnical consultant] is concerned about the areas to the side of the current failure failing," Giles said. "The failure is not affecting the structures up top. Geotech is assuring us that is not a factor."RELATED: Three dead, two injured in north San Diego County bluff collapseA 30-foot by 25-foot slab of rock came crashing down onto Grandview Beach at about 3 p.m. Friday, killing one person and injuring four others. Two of those injured in the collapse later died of their injuries.Two of the three victims were identified as 35-year-old Anne Clave and 65-year-old Julie Davis.Officials moved a nearby lifeguard tower next to the site of the collapse as a safety precaution, Giles said. The beach, though, would reopen to the public Saturday, Giles said.Lifeguards will be posted nearby throughout the weekend as well.SATURDAY PRESS CONFERENCE:Moments after the collapse, beachgoers and lifeguards began sifting through the rubble to save those caught in the rocks' path."The lifeguard was there, adjacent to the incident, felt it, heard it. It just happened to take place outside of his peripheral, as he was watching the water it happened behind him," Giles told reporters. "He immediately got out of the lifeguard tower, called it in, sized it up, started requesting resources and engaged in doing rescue work."Other lifeguards in the area filtered in quickly along with fire crews from around the area."INTERACTIVE MAP: Most recent San Diego County bluff collapsesLifeguards warn beachgoers about hazardous areas of the beach's bluffs, Giles added. Though, lifeguards can only warn visitors and not forcibly remove them from being too close.The city recommends beachgoers stay 25 to 40 feet away from bluffs and exercise caution due to the cliffs' natural instability."This is a naturally eroding coastline so it does happen from time to time. This is an isolated incident ... at this location," Giles said. (KGTV) -- One week after a training accident that ended in the death of racehorse Bobby Abu Dhabi, Victor Espinoza is opening up about his recovery.Espinoza, a Hall of Fame jockey, suffered a fractured vertebra when he was thrown from the horse after it went into apparent cardiac arrest in Del Mar. "So it was a bit of a different accident than what (I've had) over the years." The 46-year-old jockey remembers thinking that he might be paralyzed after the July 22 fall. He said his body was numb, and he could only move his right arm. "The first time I ever cry, (was) when I first started moving my right leg, when I got on the ambulance and then by the time I got to the hospital, I started moving my left leg." Scans showed that Espinoza fractured his C3 vertebrae in the accident and had damage to his cerebral artery. Doctors told him that he got lucky.  Espinoza will be in a neck brace for six weeks. He told 10News his goal is to make a full recovery - but right now there is no guarantee that will happen."I can't move my neck at all, and I wear (the brace) and it's hard for me to balance because I can't see down," he said, noting that he still has numbness in his left arm. Right now, it is too soon to know if he will be able to return to racing - a sport in which he earned a Triple Crown on American Pharoah in 2015.  He's also a three time Kentucky Derby winner.When asked if he would be scared to race again he said, " I can't predict the future, how I'm going to feel at that moment."  1807

(KGTV) - Westfield Mall will be terminating its leases with two pet stores operating on their properties in San Diego County.It comes after two animal rights groups filed a lawsuit against Westfield and Bark Avenue, the pet store in the North County Fair mall.“We want to shut them down,” said Bryan Pease, attorney for the Animal Protection and Rescue League and Not One Animal Harmed.The complaint accuses Bark Avenue of unfair business practices. Despite a new state law that prohibits the retail sale of cats, dogs and rabbits, except for rescues, Bark Avenue has continued to sell purebred and designer puppies. ESCONDIDO, Calif. (KGTV) - The recuperative care facility run by Interfaith Community Services in Escondido is bright and clean. On the surface, it’s hard to tell the residents inside are just starting their recovery from a low point in their lives.“I don’t know how I would have made it this far,” said Dough Yorba about his chance encounter with Interfaith.He lost his job around Christmas last year and soon after wound up in the hospital for extreme back pain. That’s when he got another diagnosis: cancer.“Oh, I freaked out. Both my parents died from cancer,” he said.Without any income, it got worse when he lost his apartment and transportation.“I literally had no place to go.”But as he was about to start chemotherapy, a social worker at the hospital mentioned the recuperative care facility in Escondido and he jumped at the opportunity.“Every aspect of life is covered here. Your meals are wonderful. The staff goes out of the way to help you with so many things,” he described.As helpful as the facility is, it only has 32 beds.“We project there is a need for another 50-100 beds,” said Greg Anglea, CEO of Interfaith Community Services. “Maybe even more than that.”California hospitals have seen an increase in homeless patients. According to Kaiser Health News, hospitals across the state discharged 28% more homeless patients in 2017 than they did in 2015.In January of this year, California implemented a new law aiming to reduce the practice of “homeless dumping.” It requires hospitals to provide homeless patients vaccinations, a meal and clothing before discharging them. Hospitals must also show that they tried to connect the patients with housing services, though patients can refuse or choose their own destination, even if it’s back to the streets.“That’s a needed improvement,” said Anglea of the new law, but noted it still doesn’t solve the main problem of giving continued medical care to discharged homeless patients. 1955

  

Fast food jobs pay some of the lowest wages in the country, giving workers little reason to stick around if they get a better offer and proving costly to employers who need to find people to replace them.In California, one Chick-fil-A franchisee says he's trying to break the cycle.Eric Mason, who for the last three years has owned a Chick-fil-A off the highway near the Sacramento airport, says that next week he'll start hiring "hospitality professionals" starting at an hour, up from the to an hour he pays now."When we go to the living wage, we're looking for people who are trying to raise families, improve their lifestyle," he told ABC10 News on May 26."Maybe they could just work one job, and then it's sustainable. What that does for the business is provide consistency, someone that has relationships with our guests. It's going to be building a long-term culture."Mason's marketing manager Marena Weisman confirmed to CNNMoney that the franchise would be hiring between 35 and 45 people at the new rate, for work in both the front and the back of the house, and that all current employees are encouraged to apply for the positions.According to the Bureau of Labor Statistics, fast food cooks in the Sacramento area make an average of .42 an hour, about a dollar higher than the national level.Even though California's minimum wage is currently an hour, and will rise steadily to by 2022, Mason's jump is unusual."All responsible employers are preparing for the impact of the increasing minimum wage, but they are usually doing it over time and planning for it," says Carey Klosterman, director of research and compensation services at the California Employers Association.One reason why: Even employees making just a little bit more than the minimum wage tend to expect raises too. So if employers raise wages too quickly, it can get expensive."While increasing the wage to this level at a fast food restaurant is commendable, I don't foresee that many businesses will likely be following in their footsteps," Klosterman says.Such big hikes in wages are also especially rare in franchised industries, where the headquarters often charges steep royalties and controls many aspects of the operation — including prices and promotions. That can make life difficult for franchisees in areas with higher fixed costs like wages."If you're in a territory where labor is much higher than the rest of the country, you could be underwater," says Peter Lagarias, an attorney for franchisees based in San Rafael, California. "When these kinds of pressures all build up, you can understand that franchisees are hurting."Lagarias hasn't seen the franchise agreement for Chick-fil-A, which is relatively new to California, so it's not clear whether an owner-operator could pass along increased labor costs by charging higher prices. Chick-fil-A is unusual in that each owner is limited to one store apiece, which keeps them more involved in day-to-day operations.A spokeswoman from Chick-fil-A's corporate office said only that local operators make their own hiring and wage decisions.However, Mason's strategy could pay off in the long run.Research has shown that raising wages can reduce turnover, which in the restaurant industry can be as high as 100% per year. Each time a worker leaves, it costs the restaurant owner money because they then have to fill the shift with someone else.Mason is also correct to point out that many low-wage workers have to hold down multiple jobs at a time in order to survive, and that full-time work at a livable wage is something many would try hard to keep."The reason people leave low wage jobs is that they're trying to find something just a little bit better," says Sylvia Allegretto, a labor economist at the University of California, Berkeley.At an hour, Mason's "hospitality professional" positions could be practically immune from turnover."You're going to try very hard to get that job, and you're going to be a very good, diligent productive worker," Allegretto says. "Because if you lose that job, your next job will be back down close to the minimum wage."That may position Mason's store to succeed in what's rapidly become a job seekers' market. Sacramento's unemployment rate tracks the national average, which is currently 3.9%. That's the lowest rate it's been since 2000 and it's expected to keep dropping through 2018.A wage would also allow Mason to be picky with the people he hires, and according to a job description, those expectations are high.A successful applicant, it reads, "must love to smile & connect with people, make eye contact & speak enthusiastically" and "makes working hard and delivering high standards look easy and effortless, enabling others to be efficient and effortless as well." 4858
