(KGTV) -- A suspect is in custody for the fatal shooting of a man in the Dehesa area late Thursday evening, according to the San Diego County Sheriff's Department.Detectives identified the suspect as 49-year-old Daniel Christopher Allen who was arrested and booked into San Diego Central Jail for one count of murder Friday evening.Sheriff’s officials said the incident happened in the 6000 block of Stallion Oaks Road at around 11 p.m.ABC 10News learned deputies were dispatched to the area after a woman reported her boyfriend had been shot.Responding emergency crews attempted life-saving measures, but the man -- who was not identified -- died at the scene.Details on what led to the shooting remain under investigation. 747

DEL MAR, Calif. (KGTV) - San Diego’s North County Transit District detailed Friday the structural reinforcements made to the Del Mar bluffs following a “washout on the tracks.” Two areas were washed out on the bluffs south of Seagrove Park following the Thanksgiving storm, the NCTD reported. Jacobs Engineering and Leighton Consulting reviewed the cause of the track washouts. A preliminary report found the following contributing factors: Excessive stormwater run-on from the City of Del Mar’s residential streets and adjacent properties. Existing drainage facilities (earthen swale drainage ditches) to include culvert clean outs, stormwater overflow not channeled correctly built up and overflowed the main track just south of 13th Street causing erosion on the west side of the Cast-In-Drilled-Hole (CIDH) piles. Debris was observed on the ends of the ties and evidence of the drainage overflowing the track adjacent to the CIDH piles. Drainage channels were completely silted in at this location as well. Excessive silt was a result of overwhelmed inlets from heavy rain and excessive City of Del Mar run-on stormwater that mobilized right-of-way sediment and sediment migrated further, blocking inlets and filling in earthen trackside ditches. The northern washout location will require engineers to analyze it, according to the NCTD. The repairs will be made no later than Jan. 11-12, a date previously scheduled to complete other rail work. Until the repairs are finished, the NCTD said it will have an inspector stationed at the bluffs around the clock to ensure safety for passengers and train crews. It is critical that we advance projects to stabilize the Bluffs for the next 20 to 30 years so that the region can determine and implement a permanent solution. Over the last few years, we have all seen the impacts of sea level rise and we should expect that we will continue to see more weather-related events like this most recent rainstorm moving forward,” said NCTD Executive Director Matthew Tucker. Tucker and San Diego Association of Governments (SANDAG) Executive Director Hasan Ikhrata issued a joint memorandum supporting projects to secure the bluffs. (KGTV) - An East County couple is making a plea for help, fearful a power shutoff will be hazardous to their health.Holly and Alan Shields got the call from SDG&E Wednesday night, warning about possible power shutoff. Hours later, the power was shut off at their home in Descanso."My stomach just dropped. You know, it was like, 'What am I going to do?'" said Holly Shields."Nervous and stressed out," added Alan Shields.Both Holly and Alan require breathing aids. Alan, who served in the Army as a welder, suffers from chronic lung issues and must use a CPAP machine to help him breathe while he sleeps.Holly is battling breast cancer."I take very high steroids, which has cut down on the amount of oxygen my lungs can accept, so I have to be on an oxygen machine when I can't breathe," said Holly.Because of the power shutoff, neither Holly nor Alan will be able to their machines."I’m scared to death," said Holly.The two do have a generator, which is outside and has enough juice to power a freezer and heat their seven tortoises."The tortoises have to stay warm. Otherwise, they will go into hibernation, and it will kill them," said Holly.The couple says they couldn't afford an electrician to hook up their generator inside, and can't afford another generator."He lost a lot of work, both of us did, to COVID," said Holly.The couple now finding themselves in a precarious position, worried about how long their power will be out, and unable to breathe easily. They're hoping someone will lend them a generator and help them hook it up."It's tricky hooking it up to a home with solar panels. We have solar panels, but only generate power and send it to SDG&E. DEL MAR, Calif. (KGTV) - On the 80th Anniversary of Del Mar horse racing the industry is facing extra scrutiny over protecting the animals. This comes after 30 horses died at the Santa Anita Racetrack this past year.One of the newest safety protocols is bringing on two monitoring veterinarians who are stationed at elevated observation points to oversee morning workouts. If the veterinarian is concerned about a horse, they can radio outriders policing the track to remove horses and have them undergo a follow-up examination for soundness. "There's been a lot of concern over racehorse welfare and safety the past few months, it's something that Del Mar Thoroughbred Club has always been concerned about," said Dr. Alina Vale, one of the monitoring veterinarians.But Vale says they're now even more cautious and vigilant, working to rebuild the California racehorse community."The more subtle signs that I'm looking for are horses that might have mild injuries that haven't been detected before, so we're trying to catch those mild injuries before they become major injuries," said Dr. Vale. The Del Mar Thoroughbred Club also adopted new medication standards and can randomly select any horse for drug testing at any time. Workout activity will also be monitored closely. The number of horse deaths has dropped in recent years at Del Mar, with four in all of 2018.Dr. Vale encourages people to come to the track during morning training to see the care that goes into horses outside of racing. 1507

DEL MAR, Calif. (KGTV) -- Train traffic in Del Mar was stopped Wednesday, after a cliff collapse near 11th Street. It was a beautiful afternoon for sun and surf until the earth came tumbling down. Del Mar resident, Ingrid Hoffmeister has seen it for years - the cliffs in front of her home, slowly disappearing.“We all know it’s happening, so it’s not a surprise," Hoffmeister said. “It’s getting closer and closer to the path of where you’re walking.”Around 4:30 p.m. Wednesday, plumes of dust filled the air, as enormous chunks of the Del Mar cliffs came crumbling down onto the beach.
