NASHVILLE, Tenn. – The second and final debate of the U.S. presidential election will be held at Belmont University in Nashville, Tennessee, starting at 9 p.m. ET on Thursday, Oct. 22.Originally, the Commission on Presidential Debates scheduled three forums between the candidates. The second debate, which would have been held town hall style, was canceled after President Donald Trump declined to participate when the commission announced the debate would be held virtually due to Trump's recent coronavirus infection.Who’s participating?The debate will be moderated by Kristen Welker, a White House correspondent for NBC News and co-anchor of “Weekend TODAY.” It will be Welker's first general election debate she has moderated, but she co-moderated the fifth Democratic debate during the 2020 primary season.President Donald Trump and former Vice President Joe Biden plan on participating in the debate. No other candidates, like Libertarian Jo Jorgensen, qualified to take part in the debate, based on the Commission on Presidential Debates’ candidate selection criteria.What will be discussed?The debate commission allows each moderator to decide which topics are discussed. Last Friday, Welker announced that the following topics would be addressed Thursday night: fighting COVID-19, American families, race in America, climate change, national security, and leadership.Earlier this week, Trump’s campaign manager, Bill Stepien, claimed the CPD had “promised” that Thursday’s debate would be about foreign policy and asked for Welker’s topics to be discarded. However, CPD responded and said “no debate in 2020 was ever designated by (the commission) as devoted to foreign or domestic policy."With that said, the president is expected to still grill Biden on his son Hunter’s business ties, as well as his foreign policy record in the Obama administration and as chairman of the Senate Foreign Relations Committee, The Washington Post reports.How will the debate be structured?After the first debate went off the rails, because the candidates constantly spoke over each other, the CPD announced changes Monday to “ensure a more orderly discussion.”As with the first debate, both campaigns have agreed to allow each candidate two minutes of uninterrupted time to make remarks at the beginning of each 15-minute segment of the debate. This time, however, “the only candidate whose microphone will be open during these two-minute periods is the candidate who has the floor under the rules,” the CPD said in a statement. Both mics will then be turned back on for an open discussion.What is being done to protect against coronavirus?The commission says Trump and Biden will again skip the traditional handshake before the debate starts and the audience will be required to wear masks.How can you watch?The debate will run for 90 minutes without commercial interruption. NATIONAL CITY (CNS) - Stephen Manganiello will take over as acting city manager of National City in April, retiring city manager Leslie Deese announced Wednesday.Manganiello will begin his new role on April 2, when Deese is set to retire after serving in the National City government for 33 years. She has served as city manager since 2012, when the City Council unanimously appointed her to the post.According to Deese's office, some of her chief accomplishments in office include establishing a pension fund, helping the city reach an A+ bond rating and securing several multi-million dollar grants.Manganiello has served in the National City government for 12 years and has served in a dual role as the director of public works/city engineer since 2012."The City Council and I wish the very best for Leslie (Deese) on her retirement and are excited to have Acting City Manager Steve Manganiello, who is a familiar voice at the table, to help us continue to move city business forward," National City Mayor Alejandra Sotelo-Solis said in a statement.Manganiello will serve as acting city manager until a permanent city manager is chosen, according to the city. NATIONAL CITY (CNS) - Authorities today identified a motorcyclist who was killed in a collision at a South Bay intersection.Andrew Balderas, 21, of San Ysidro, was riding a Yamaha motorcycle eastbound in the 100 block of Mile of Cars Way just before 7 a.m. Thursday when a Toyota minivan made a left turn directly into his path at Transportation Avenue, according to the San Diego County Medical Examiner's Office.Balderas, who was wearing a helmet, struck the minivan and was ejected onto the roadway, according to a Medical Examiner's Office statement.An off-duty emergency medical technician arrived shortly after the collision, called 911 and began performing CPR on Balderas, the Medical Examiner's Office said. When paramedics arrived, Balderas was unresponsive and had no pulse. He was transported to UCSD Medical Center in Hillcrest, but doctors were unable to revive him.The minivan driver remained at the scene and cooperated with investigators, National City police Sgt. Jeffrey Meeks said.Intoxication was not believed to have been a factor in the collision, Meeks said. 1090

(KGTV) -- Police are looking for the driver of a BMW that crashed into a church fence in National City while attempting to escape a separate hit-and-run crash.According to National City police, it happened around 12:15 a.m. on Palm Avenue, leaving behind a trail of destruction in front of the church.Police say it all started when the BMW driver rear-ended a white Camaro at the intersection of Division Street and Palm Avenue. Moments later, the driver hit the gas trying to speed away from the crash but then hit another car, lost control, and crashed into a church fence.The BMW caught fire, but witnesses helped put it out before firefighters arrived.Witnesses say they saw a man and possibly one passenger running from the scene.No one was hurt.Police did find a shoe left behind at the scene and hope it will help lead to the suspect driver. 878

More than seven months after Hurricane Irma a Vero Beach, Florida woman is still feeling the effects of the damage.Her vehicle was totaled from flooding and sold. But that sale is still costing her because of one item she left behind on the car: her license plate.Now, her family wants to keep anyone else from making the same costly mistake.Jamie Portell’s mother lives at Indian River Estates assisted living in Vero Beach.Portell rode out the storm with her mother there.The next morning, they realized her mother’s car flooded.“The seats, the electric, she couldn’t adjust anything,” Portell explained. The carpet was soaked.They called the woman’s insurance company, State Farm, and said someone came out, looked at the car, totaled it and arranged for it to be towed away.About a week later, Portell said she took her mother to a local State Farm location to pick up a check.“We didn’t think anything more about the car, until about four months later she received, from the state of New Jersey, a bill with the picture of the back of her car,” Portell said.The letter was a toll road fine.“She was very upset not knowing what had happened to the car,” Portell said.  They called State Farm and asked the agency to take care of the mishap.“Another 3-4 weeks later, she gets another bill from the state of New Jersey with another picture of her car,” Portell said. It was another fine.“Called the insurance company again and said 'I thought this was taken care of, can you please look into it, ' ” Portell said.This month, they did not get a bill and hope this matter has been resolved.But, they learned a lesson.“Definitely remove your plates. You don’t think about those things needing to be done, you just assume your agency is going to take care of that,” Portell said.A State Farm spokesperson told Scripps station WPTV in West Palm Beach in a statement: "While I am unable to speak to the specifics of this claim due to customer privacy reasons, I can share in general that we typically encourage customers to remove all personal belongings and items from the total loss vehicle prior to being towed, including their personal license plate. State Farm works with an auto salvage vendor to dispose of the salvage vehicle in the form of a salvage sale. If personal property was not removed from the vehicle, that property may remain on the vehicle throughout the sale. We encourage customers to contact their claim representative should they discover personal property has remained on the vehicle, so measures can be taken with the customer to help track down personal property." 2633
