SAN DIEGO (KGTV) - Another migrant caravan has reportedly formed and is making its way through Mexico, according to Pedro Rios, the director of the American Friends Service Committee. Rios said the group has more than 2,600 people and is picking up more along the way. Like past caravans, it is fleeing violence from countries of violence, and Rios believes many will likely try to reach the U.S. border to make an asylum plea. “It includes not only Central Americans from Honduras, Guatemala, El Salvador, and Nicaragua, but also Cubans and people from Venezuela and various African countries,” Rios said. “There is definitely a lot of families, in fact, they’re moving at the pace of families.” Rios said networks of humanitarian and human rights groups are watching the caravan. The group entered Southern Mexico and is headed towards Mexico City. From there, the caravan could decided to head up towards the Tijuana, San Diego portion of the border, or head towards Texas. 10News reached out Customs and Border Protection officials after hours Tuesday, asking if they are aware of the caravan and what preparations they are taking.    IMPERIAL BEACH (CNS) - County officials today re-opened parts of the shoreline near Imperial Beach that had been closed due to sewage-contaminated runoff.  Beaches from the U.S.-Mexico border to the northern boundary of the Tijuana Slough National Wildlife refuge were closed on Feb. 11, after testing showed unsafe water quality.   The unhealthy water quality came after a Feb. 9 partial power failure at a treatment facility in Tijuana that allowed an estimated 560,000 gallons of water to flow through the Tijuana River across the border unhindered, according to the International Boundary and Water Commission. Additional sewage flows occurred on that day, as well as Feb. 15 and Tuesday, the commission said.   Officials sample the water quality in the area weekly, according to the San Diego County Department of Environmental Health, and sewage from the Tijuana River frequently results in beach closures during the winter rainy season. 994

(CNN) -- A Michigan lottery winner must share the million windfall with his ex-wife, even though they were in the process of divorcing when he bought the ticket.Richard Zelasko won an million Mega Millions jackpot in July 2013 -- after taxes and fees his prize was ,873,628, according to an opinion issued last week by the Michigan Court of Appeals.The suburban Detroit man and his then-wife, Mary Elizabeth Zelasko, filed for divorce in late 2011. The case had gone to arbitration, and they were waiting for the arbitrator's opinion when Richard Zelasko won the prize.The couple were married in 2004 and have three children.The arbitrator ruled that the ticket was part of the couple's marital assets and awarded million to the wife and divided the rest of their assets, according to the opinion. He said that the "marital property includes all property acquired from the date of marriage until the date of entry of the divorce decree," including property acquired during a separation.The court also cited the arbitrator's opinion that the winning lottery ticket was probably not the first that Richard Zelesko had purchased during the marriage and that "(a)s losses throughout the marriage were incurred jointly, so should winnings be shared jointly."It's true that Zelasko spent to buy the winning ticket; however, "the dollar spent was arguably marital money and, as such, a joint investment," the arbitrator said.The appellate court said it found no errors that would require it to change the award."It's very difficult to overturn an arbitration," said Michael Robbins, who's represented Richard Zelasko since 2015.Robbins told CNN that the couple had been separated since 2009.An attorney for Mary Elizabeth Zelasko told CNN that he would not comment on the case because it is confidential.The couple's divorce was finalized in 2018.Robbins said his client can appeal the ruling and is "considering his options." 1945
