SAN DIEGO (CNS) - The Nature Index research database announced today that UC San Diego ranks in the top 10 worldwide among institutions researching biomedical science topics.UCSD ranked sixth among the top-200 academic institutions and ninth among healthcare institutions worldwide in biomedical sciences. The university's branch of the Ludwig Institute for Cancer Research also ranked 42nd among the top biomedical science non-governmental organizations in the country.The rankings come from Nature Index, which tracks high-quality scientific research, studies and articles and the institutions with which they're associated. For the biomedical science rankings, Nature Index reviewed55 journals chosen by an unaffiliated group of scientists with articles that span from 2012 to 2018.According to Nature Index Chief Editor Catherine Armitage, biomedical science can describe a variety of research topics such a genetics, microbiology and biochemistry."Biochemistry and cell biology, and genetics are the biggest fields by article count, but microbiology and biomedical engineering, reaping rewards from CRISPR and the microbiome, are the fastest rising among the top 10 fields of research,'' Armitage said.Harvard University topped both lists of healthcare institutions.Stanford University, UC San Francisco, Yale University and University of Pennsylvania rounded out the top five among university-affiliated biomedical science institutions.Worldwide, the National Institute of Health, the Chinese Academy of Sciences, Stanford and Germany's Max Planck Society flanked Harvard."These new rankings reinforce other third-party endorsements of UC San Diego's faculty and the quality of its research,'' UCSD Chancellor Pradeep Khosla said. SAN DIEGO (CNS) - The county Board of Supervisors Tuesday unanimously approved a moratorium on evictions for both residents and small businesses located in the unincorporated area in the wake of the coronavirus outbreak.The policy, which was put forward in a resolution sponsored by Supervisors Nathan Fletcher and Kristin Gaspar, will give authority to the county's chief administrative officer to work with financial institutions to halt foreclosures and foreclosure-related evictions; and allow the county Housing Authority to extend the deadline for recipients, including those who receive Section 8 support.Fletcher said the proposal will provide relief for four months, up to May 31. The protections are provided retroactively to March 4, when Gov. Gavin Newsom proclaimed a state of emergency over the pandemic.Fletcher said the resolution "is a prudent step to protect folks in a period of economic distress."The supervisors voted remotely, abiding by the social distancing guidelines established by health officials to prevent further spread of the virus. County staff members, including Chief Executive Officer Helen-Robbins- Meyer, were in board chambers but kept their distance from one another.The county resolution does include one change, in terms of the amount of time renters have to inform their landlord about their economic situation, from 15 days to one week.Gaspar said that change will align the county with the city of San Diego's policy. She said that as a land owner and tenant, she's "sensitive to all sides of this proposal.""I believe we need to give the most vulnerable the tools they need," she added.Supervisor Dianne Jacob said while she fully supported the resolution, it was also important to protect landlords, and that she wanted to hear from rental property owners in her district. However well-intended, there can be unintended consequences from such a proposal to help renters, Jacob said.Before approving the resolution, supervisors heard from residents, most of whom were in favor.Real estate and property owner representatives said while they support relief for people in financial distress, it was also important to work with renters who could afford to pay. Mitch Thompson, of the Pacific Southwest Association of Realtors, said the resolution could impact between .5 billion and billion in rental income, and affect people like him and his wife. Thompson said they are retired, and rely on property income.He added that he didn't know if the county had "sat down with any property owners" before crafting the proposal. SAN DIEGO (CNS) - San Diego City Councilman Chris Cate will unveil 190 new parking spaces in the congested Convoy District in Kearny Mesa Tuesday before the City Council reviews that neighborhood's community plan."If you've been to the Convoy District, you know that finding a parking space can be extremely challenging," Cate said."My office has unwaveringly supported the small businesses in this hub for Asian cuisine and culture. To ensure this community project came to fruition, we spent countless days working side-by-side with business owners to ensure they were included in this process. Angled parking is the tip of the iceberg for the entire Kearny Mesa Community Plan process."Kearny Mesa was founded in 1937. Over the past eight decades, the commercially and industrially dense neighborhood has transformed into an iconic San Diego community, featuring the Convoy District, which recently formed a "Pan Asian Cultural District."Cate, in June of 2016, began the process of implementing angled parking in the Convoy District at the community's request. Two years later during his State of the District address, he announced the installation of 200 angled parking spaces would immediately begin.A total of 190 angled parking spaces have been added in the neighborhood, including 45 on Dagget Street, 80 on Vickers Street and 65 on Opportunity Road.The existing community plan for Kearny Mesa has not been updated since 1992. For the past two years, the San Diego's Planning Department has led the Kearny Mesa Community Plan update to determine how Kearny Mesa will develop in the future.
