(KGTV) — The Dehesa School District Board voted 4-0 Friday afternoon to place their superintendent on paid administrative leave amid a fraud investigation.Earlier this week, the San Diego District Attorney’s Office charged Superintendent Nancy Hauer with one count of misappropriating public funds.She was one of 11 people charged in a statewide scheme, in which the DA says two men siphoned more than million in state money through a network of 19 charter schools.“The defendants sought out small school districts with limited experience in oversight and proposed they authorize online charter schools to earn additional public funds in the form of oversight fees,” the DA’s Office wrote in a summary of the charges.At Friday’s special Dehesa School District Board meeting, the board spent an hour and a half in closed session with legal counsel discussing Hauer’s employment.Board President, Cindy White refused an interview with 10News.On the dais, Board Vice President Karl Backer told the audience, “we have initiated new legal council to peel apart the charter operations to make sure sound practices and legal compliance is met.” 1165

El Cajon Police continue to search for a wanted suspect while an officer recovers from being dragged down a road by a car. The suspect has been identified as 41-year-old David Pangilinan of Guam. A journalist in Guam said as soon as the news hit on the island that Pangilinan was wanted, everyone instantly recognized the suspect.Related: El Cajon police ID suspect who dragged officer with car“His picture was there and I recognized him right away. He’s a school mate of mine back in elementary and middle school,” said Troy Torres. “Mr. Pangilinan’s family is very well known, a very nice family that has built up businesses a lot over the years, has contributed a lot to the community so his name does stand out,” he said, saying most people on the small island have heard of the family so this news has sparked attention across the island.A press release from El Cajon police said Pangilinan is the suspect in a case that started when an officer stopped to check on an SUV parked illegally and blocking traffic on Washington Avenue in El Cajon. He found a sleeping man and woman inside the car that was later determined to be a rental.The male driver of the car first tried to give false identification then started to put it into gear, so the officer tried to stop him. The officer got trapped in the car and was dragged down the road, then hit by another car. The SUV drove away and was deserted nearby, with the man and woman nowhere to be found. They are still on the loose and El Cajon police are asking for the public to report any information on their whereabouts.The officer is in critical condition as of Monday.A police officer in Guam said they’re on high alert and would know if he tried to return to the island because everyone who lands at the airport in Guam is required to go to a mandatory quarantine facility for six days. EL CAJON, Calif. - The grieving mother of an accused thief filed a lawsuit Thursday against the homeowner who shot and killed her son.The civil suit identifies the homeowner as Michael Poe, and it stems from an incident in the early morning hours of March 11. Police say the homeowner woke up to the sound of glass breaking. He went outside and found someone breaking into his work truck. His mother Monika Anderson said her son had a drug problem but was doing his best to stay sober.“He was on Suboxone, a drug to stay sober, and someone had stolen his Suboxone,” Anderson said. “Although it's really hard for me to imagine my son at 31 years of age would just start stealing, but I think he was just desperate for drugs and in a lot of pain. I don’t think he deserved to die over that.”Police are investigating the incident and no criminal charges have been filed. Anderson’s attorney, Dan Gilleon, said that investigation should not affect their civil lawsuit.“The bottom line is Joe shouldn't have died and at a minimum it's because this guy didn’t act reasonably,” Gilleon said. “This is not the Wild West. DUNCAN, Okla. -- Rural hospitals faced unique challenges preparing for a rush of COVID-19 patients. From financial struggles to attaining PPE, smaller facilities did everything they could to get ready.One regional hospital in Oklahoma has waited for months for coronavirus cases to flood their emergency room, but that wave of patients is just now starting to trickle in.“We saw cases increasing, but as of now, it hasn’t come to Duncan quite like we expected,” said Dr. Michael Hemphill, a pulmonary and critical care physician and Duncan Regional’s Director of the ICU.As coronavirus cases overload emergency rooms across the country, this rural hospital—one of few medical centers in Southern Oklahoma—has only seen a handful of cases. After the holiday weekend, their facility is starting to see cases increase.As they wait for the surge, the fear of what would happen if beds or supplies ran out looms over the staff.“The most difficult thing is, there’s not a lot of backup,” said Hemphill. “I’m the only pulmonogist in Duncan,” he said.So, the hospital gathered as much personal protective equipment as possible—preparing for the worst.Chief Nursing Officer Kristen Webb said it’s been tougher to get critical supplies as a smaller hospital.“The last time we were able to receive N95’s was probably in December,” said Webb. She said they needed them again come February, but were never able to fill any of the orders they placed.When she was able to find supplies, she spent every penny she could to make sure staff would be safe.“We probably spent close to a million dollars on equipment, PPE, or other supplies and equipment towards a pandemic that we didn’t fully realize at this point,” said Webb.That massive expense was made tougher because the hospital had to cancel all elective procedures and appointments.“We spent quite a bit of money at a time where we weren’t bringing in our normal resources,” said Webb.“Rural hospitals are especially financially strained, especially here in Oklahoma, so when everything shut down…our elective procedures shut down. So, there is a financial burden the hospital had to bear,” said Dr. Hemphill.The burden extends past these walls to Jefferson County Hospital. Duncan Regional helps the critical access hospital stay open. It’s a facility with only 18 beds that was on the verge of shutting down just a couple years ago.But if the pandemic hits, that critical access facility and Duncan Regional are the places people will turn to. So it’s necessary these facilities maintain enough revenue to stay open so communities have access to care. 2601
