SAN DIEGO (KGTV) -- The San Diego County District Attorney announced Monday that criminal charges have been filed against a former San Diego Sheriff’s deputy accused of fatally shooting a detainee.Former deputy Aaron Russell, 23, is being charged with murder in the second degree after being accused of shooting and killing Nicholas Bils, 36, who escaped from a California State Park Officer’s car outside San Diego Central Jail on May 1. Bils was allegedly running away from officers unarmed when he was shot. He was initially arrested for reportedly threatening a ranger with a golf club at Old Town San Diego State Park.RELATED: San Diego County sheriff’s deputy who fatally shot escaped detainee resigns from department“We reached the decision to file criminal charges following a thorough review of all the objective facts and evidence in this case by specialized prosecutors and investigators in our Special Operations Division,” said San Diego County District Attorney Summer Stephan.“When a life is taken, we must make decisions based in facts and law, and not ones that are influenced by the status of the accused as a peace officer nor the status of the victim. These decisions must be made solely in the interest of justice and not based on favoritism nor public opinion. SAN DIEGO (KGTV) - The U.S. Coast Guard reports sightings of a whale in San Diego Bay.Several pictures were posted online by San Diego Floating Lab, which is located off Shelter Island in America's Cup Harbor.Captain Rick Scott of Ocean Odyssey took the photos. SAN DIEGO (KGTV) - The Scripps Ranch Civic Association offered a reward Monday to find the person who vandalized ball fields.The incident was reported over the weekend at Jerabek Park at 10150 Agenda Magnifica. Someone in what neighbors believe was a large truck drove in circles on the field, raising the turf.“This type of destruction of our field, we’ve seen it a couple of times before; it’s really got to stop,” said Steve Trifoglio, who plays ball at the field.The SRCA posted a ,000 reward on its Facebook page. A neighbor chipped in another 0.An update Monday indicated a landscape contractor was able to tamp down some of the raised turf. SAN DIEGO (KGTV) -- The San Diego Unified School District is suing e-cigarette company JUUL, claiming its product “disrupts the education and learning environment across the district.”The lawsuit follows similar suits filed by school districts in Los Angeles, Glendale, Compton and Anaheim. The district is seeking an injunction and abatement to “stop the e-cigarette epidemic” which the district claims severely impacted normal school operations.
