(CNS) -- A San Diego County sheriff's deputy pleaded not guilty Wednesday to 20 felony and misdemeanor charges related to sex acts with underage girls, as well as attempts to meet up with minors for sexual purposes.Jaylen Devon Fleer, 27, was taken into custody by police last week following a nearly four-month investigation, Chula Vista Police Lt. Dan Peak said.Fleer, a member of the sheriff's jail and court-services unit, is charged with counts that include lewd acts upon a child, contacting a minor with intent to commit a sexual offense, and sending harmful matter to a minor.He faces 18 years and four months in state prison if convicted of all charges, according to the San Diego County District Attorney's Office.The case came to light April 9, when San Diego County Crime Stoppers received tips regarding an unidentified man who allegedly had engaged in sex acts with a juvenile, according to Peak."Investigators were able to identify the suspect and also determine that there were two additional underage victims," the lieutenant said, adding that the alleged offenses "had no nexus to (Fleer's) employment."The criminal complaint indicates there are four victims, identified as Jane Does 1 through 4. The alleged acts occurred between March 27 and April 8 of this year, the complaint alleges.The alleged relationships between Fleer and the victims has not been disclosed, and it was stated during Fleer's arraignment Wednesday morning that the victims do not know each other.While the general facts of criminal court cases are typically laid out in open court during arraignments when attorneys make bail arguments, those arguments were held in private during Fleer's arraignment.San Diego County Superior Court Judge Garry Haehnle said he had concerns about the privacy of the alleged victims, and asked members of the media to leave the courtroom while attorneys made their arguments regarding Fleer's bail. Public live-streaming of the proceedings, which have been broadcast over YouTube during the COVID-19 pandemic, was also halted while bail arguments were made.At the conclusion of the hearing, Fleer's bail was set at 0,000, and his next court date was scheduled for Sept. 29.During the investigation, Fleer, who has been with the Sheriff's Department for just over five years, was removed from a post at San Diego Central Jail and placed on desk duty, the agency reported. CINCINNATI -- A police officer working an off-duty detail at a grocery store used a stun gun on an 11-year-old girl Monday evening.The officer was working a detail at the Kennard Avenue Kroger when his attention was brought to the girl and two others who were involved in shoplifting, Lt. Steve Saunders said. The officer gave the girl several commands to stop, and then deployed the stun gun.Medics at the scene checked on the girl, and later so did staff at Cincinnati Children's Hospital Medical Center, Saunders said. He said that as far as he knows, the girl doesn't have any health issues as a result of the Taser deployment.Saunders said that a stun gun can be used on anyone between the ages of 7 to 70, according to Cincinnati Police Department procedure.CPD procedures on use of force state, "The TASER may be deployed on a suspect actively resisting arrest when there is probable cause to arrest the suspect, or to defend one’s self or another from active aggression."The procedure also notes that officers should consider the severity of the crime, the level of suspicion with respect to the fleeing suspect, the risk of danger to others and the potential risk of secondary injury to the suspect due to their surroundings before using a stun gun."An individual simply fleeing from an officer, absent additional justification, does not warrant the use of the TASER," CPD procedure states.The girl had a backpack full of items, Saunders said. She was charged with theft and obstruction, and then released to her parents. (KGTV) -- Police are looking for three people who tried to steal an ATM from outside a Mexican restaurant in Chula Vista Tuesday morning.According to the Chula Vista police, at around 5 a.m., three men were seen ripping the machine from the ground outside the restaurant in the 2500 block of Main Street, near Broadway.The trio tried to load the ATM onto the back of a large flatbed truck, but it fell off. They struggled to get the machine back on the truck and eventually gave up.Witnesses told police they saw the three men run away down Main Street.Police say the ATM was heavily damaged, but it doesn’t seem like they got away any money. The truck was believed to be stolen.Police are hoping nearby surveillance video will help in the investigation. 782

(KGTV) -- The city of Chula Vista is hoping "Granny Flats" will help ease the county's affordable housing crisis. Tuesday night, the city council unanimously voted to approve a series of changes designed to make it cheaper and easier to apply for a permit to build a granny flat or "accessory dwelling unit." The ordinance brings the city into state compliance. California lawmakers passed a measure last year loosening the regulation and reducing some fees associated with building. Chula Vista added a regulation aimed at preventing the units from becoming short-term vacation rentals. Under Chula Vista's ordinance, the homeowner must live on the property. Max Zaker owns a real estate company in Eastlake. He's also running for Chula Vista City Council. He said the city must find a way to keep up with its growth. "The average price for a two-bedroom condo is about ,700 to ,800 a month, so imagine a kid right out of college, they just got their first job. There's no way they're going to be able to afford it. So, if there was a granny flat they could stay at home," said Zaker. The new rules also eliminate parking requirements in some cases. If the property is located within half a mile from a public transit stop, the homeowner is no longer required to provide parking. "The whole idea is to make these affordable and less cumbersome and less excessive requirements," said Michael Walker, Chula Vista's senior planner. Walker estimates the reduction in fees could be a savings of roughly ,500. On average, the city only gets roughly 10 permit applications a month. City leaders hope that will change with the relaxed rules. "We are hoping this will encourage other types of residential development to happen in Chula  Vista so we can increase our housing stock because we have to," said Zaker. A second reading is required before the ordinance is officially passed. The new rules are expected to go into effect in May.  2109
