SAN DIEGO (KGTV) -- The Trump campaign is asking for a recount in Wisconsin and there could be other recounts before this election is over. But recounts rarely flip the result of an election.From 2009 to 2019, there were 5,778 statewide general elections, according to the non-partisan group FairVote. In that span there were 31 completed recounts.Only three of the 31 recounts flipped the outcome of the race, FairVote found. Those recounts were a Washington governor’s race in 2004, an auditor’s race in Vermont in 2006, and a 2008 race in Minnesota that made Al Franken a U.S. Senator.Deb Otis, a senior research analyst with FairVote, said in all three of these cases, the original margin heading into the recount was razor thin: less than .05 percent.“We generally see a shift in votes during recounts on the order of a few hundred votes or maybe 1000 votes,” said Otis. “The margin in Wisconsin right now is around 20,000 votes. We have not seen a statewide recount shift votes anywhere near 20,000.”The most memorable recount was in Florida in 2000, in the race between George W. Bush and Al Gore. That recount shifted the margin by 1,247 votes. It was a significant shift in a race decided by just 537 votes, but it was still not enough to flip the outcome.The record for a shift is 2,567 votes, which happened in Florida’s 2018 senate race won by Rick Scott, but it was also not enough to flip the outcome. 1423

SAN DIEGO (KGTV) — The San Diego Zoo welcomed a rare bear cub to the mix last week.Zoo officials say an Andean bear cub was born to mom Alba and dad (or, sire) Turbo on Jan. 8 in the early morning hours. “We are overjoyed about the birth of Alba’s first cub,” said Chris Hamlin, animal care manager at San Diego Zoo. “Alba is showing all the appropriate behaviors of a good mother, being very attentive to her newborn. Giving the bears their space is critically important, as Andean bear cubs have an extremely high mortality rate in their first month, so care takers are being watchful but cautiously optimistic. The bear's sex is yet to be determined.But the interactions and long-term survival of the cub could led to a bounty of information for researchers.RELATED: San Diego Zoo Safari Park rhino's broken toe on the mend with new cast“The Andean forests where we work are so rugged and dense that it will be a long time before we can study the maternal behavior of wild bears there,” said Russ Van Horn, population sustainability scientist at San Diego Zoo Global. “Alba's behavior and her cub's development will suggest how closely, and for how long, wild mothers and cubs may be linked to birth dens, where we think they’re sensitive to disturbance by humans.”Andean bears are only found at a few zoos in the U.S. Also called "spectacled bears," the bears are marked with unique rings and fur around their eyes. SAN DIEGO (KGTV) - The San Diego City Council on Tuesday unanimously voted in favor of a proposal to purchase two city hotels and used them to help hundreds of homeless San Diegans.City leaders want to turn the Residence Inn hotels in Kearny Mesa and Mission Valley to be turned into permanent housing. The proposal was approved in a 9-0 vote.The hotels are price tagged at a combined 6.5 million. The hotels can house 400 people experiencing homelessness; residences of the properties would include people staying at the Convention Center as part of the Operation Shelter to Home, which started in April due to the coronavirus pandemic.Father Joe’s Villages will be providing services for the Kearny Mesa location, while People Assisting the Homeless (PATH) will provide services at the Mission Valley location. The services provided will include mental and behavioral health services, healthcare services, substance use services, and employment assistance.City leaders hope to get people moved in and the services running by the end of the year. 1058

  

SAN DIEGO (KGTV) - The suspect in the shooting death of a man near the 24 Hour Fitness in the Midway area is an undocumented immigrant with a prior immigration violation, according to law enforcement sources.San Diego Police arrived at the rear parking lot of the gym at 3675 Midway Drive February 25 to find Alexander Mazin, 27, suffering from a gunshot wound to the torso. He died at the scene.After the shooting, officers surrounded an apartment at 30th St and Upas in North Park. The standoff ended hours later without an arrest.RELATED: Parents of Midway shooting victim describe son's life, violent murderLaw enforcement sources told 10News the suspect, Ernesto Castellanos Martinez, had a prior “voluntary departure” agreement which meant he had been asked to leave the country after an immigration conviction in 2004. He left, but eventually made it back into the U.S.Mazin’s family said Castellanos had previously been in a relationship with Mazin’s girlfriend of three months.Two weeks before the shooting, Castellanos had attacked the woman while she was working out with Mazin at a gym, Mazin’s parents said.RELATED: Police release pictures of Midway District homicide suspectTheir son’s death has galvanized their support for President Donald Trump’s plan to build a wall across the southern border.“I want President Trump to know about this,” Jeffrey Mazin told 10News. “I want him to be aware there was a true patriot, a wonderful human being that was an exemplary citizen that was lost because of this problem with our border.”But framing their son’s death as an immigration problem worries Dulce Garcia, an immigration attorney and an undocumented immigrant herself.She has protection from deportation through Deferred Action for Childhood Arrivals (DACA). To her, immigration status should be irrelevant in this case.“Someone is going to commit a crime whether they are undocumented here or not,” she argues.Garcia said her reason is that people like herself, who are otherwise law-abiding members of society, are put at higher risk for deportation when they get grouped in with criminal fugitives.“That’s the truly terrifying part for me because I don’t think that’s American. I don’t think we as a nation agree to paint any group based on what one person’s actions did,” said Garcia.Castellanos remains at large.
