BEIJING, June 8 -- South China's Guangdong province has taken the lead in the country by introducing a new accumulating points system to grant urban hukou, or household registration, to migrant workers.The province plans to attract 1.8 million migrant workers to become urban residents via the points accumulation system before the end of 2012, according to Lin Wangping, deputy director-general of the Guangdong provincial bureau of human resources and social security."In addition to helping speed up the province's urban construction, the accumulating points system aims to let more migrant workers share in the province's economic growth achievements together with urban residents and help build a harmonious society," Lin said at a press conference on Monday."Guangdong encourages more farmer-workers to settle down in cities and become urban residents in the upcoming years," she said.Guangdong aims to achieve an urbanization target of 67.5 percent by the end of 2012.And mass events and social conflicts will be avoided or reduced in the years ahead when the province's large number of farmers-turned workers can enjoy the same social treatment as their urban counterparts, she said.Currently, farmers and migrant workers cannot enjoy the same treatment as their urban counterparts in employment, education, medical treatment, social security and related fields in the society.

CHANGSHA, May 13 (Xinhua) -- The body of an elderly man has been recovered from the debris of a landslide, bringing the death toll from rainstorms in central China's Hunan Province to 12, the Hunan flood-control and drought relief headquarters said Thursday.About 42,000 people were relocated to safe areas over the past day as the rainstorms lashed more than 280 townships in Hunan from 2 p.m. Wednesday, said a statement from the headquarters.The latest victim was a 72-year-old man who died in a rain-triggered landslide in Xupu County of Huaihua City, where four bridges collapsed and 68 roads were cut by flooding, said Zhou Shengqi, publicity officer of Xupu.  A strawberry field in Loudi, Central China's Hunan province is flooded on May 13, 2010. NANPING, Fujian, March 25 (Xinhua) -- Four of the five injured school children in a stabbing attack in southeast China's Fujian Province Tuesday, which left eight dead, became conscious Thursday, local authorities said.The four were in a relatively stable condition but still faced uncertainties and were all under intensive care, said Liu Bin, an official with the health bureau of Nanping City, where the bloodshed occurred.Zheng Minsheng, a former community doctor in the city, stabbed 13 children at the entrance of a primary school Tuesday morning in Nanping when crowds of students were arriving, leaving eight dead and five injured.One senior doctor and several chest surgeons arrived in Nanping from Beijing Wednesday to treat the children.The Procuratorate of Yanping District in Nanping City approved the arrest of Zheng Wednesday afternoon, on charges of intentional homicide, said Ye Xianjin, director of the Yanping District procuratorate office Wednesday.Zheng committed the attacks as he felt frustrated after breaking up with his girlfriend last year. Its accessibility will be raised to 45 percent of the population in the coming five years, it said.There were 3.23 million websites running in China last year, which was 2,152 times that of 1997.Of all the netizens, 346 million used broadband and 233 million used mobile phones to access the Internet.
