BEIJING, May 31 (Xinhua) -- The Beijing mansion of former Chinese Honorary President Soong Ching-ling reopened to the public on Sunday after a two-year renovation and restoration project.     Rebuilt as a museum and memorial, Soong Ching-ling's former residence will have on display more historical artifacts used by Soong and her husband Sun Yat-sen, the pioneering Chinese revolutionary and political leader. BEIJING, July 1 (Xinhua) -- Chinese Premier Wen Jiabao called for attention to "institutional and management loopholes" discovered in the auditing of central government budget in 2008 here Wednesday.     Wen made the comment at the executive meeting of the State Council, China's Cabinet.     All related authorities should take more effective measures to correct these problems, including revising the budget law, strengthening the monitoring and supervision of the new investment projects of the central government, and enhancing transparency in government affairs, Wen said.     He also called for establishment of accountability mechanism and building of effective monitoring, alarm, emergency system directing at major economic risks.     The correction result should be reported to the State Council by the end of October, Wen said.     Wen also said that the execution and management of the central budget had made substantial improvement in general, and highlighted the importance of audit supervision.     The meeting also approved plans to develop the coastal economic belt in northeastern Liaoning Province in an effort to rejuvenate the traditional industrial base.     The zone comprises coastal cities of Dalian, Dandong, Jinzhou, Yingkou, Panjin and Huludao, which opened navigation services to more than 140 countries and regions.     The economic zone should work to boost the opening up of northeast China, promote the shipping and logistics services, and push for the development of advanced manufacturing in the area.

HONG KONG, May 18 (Xinhua) -- China will definitely be able to meet the target of achieving eight percent economic growth in 2009, a senior official of the country's top economic planning body said here Monday.     "Judging from the indicators of the first four months, I do believe it is highly possible to achieve an eight percent growth for the full year. In fact, I believe the target will definitely be met," said Xulin, head of the Department of Fiscal and Financial Affairs of the National Development and Reform Commission.     Speaking at a briefing in Hong Kong, Xu said the basic assessment was that there has been consolidation in the recovery momentum and that the minor slowdown in April, normal as it has been when considering the past experiences, did not necessarily signal a second bottom in the ongoing economic downturn.     Economic planners have been monitoring the economy closely and are prepared to put in place additional measures in the coming months if it is necessary, Xu said.     Post-earthquake reconstruction in Sichuan province was being carried out quicker than previously planned. Small and medium enterprises were receiving financing aid from guarantee programs, Xu told local as well as foreign reporters.     The National Development and Reform Commission will approve 600 billion yuan (88 billion U.S. dollars) of corporate bonds this year as the IPO market remained cool, compared with 236 billion (35 billion U.S. dollars) for 2008, Xu said.     The debt of the Chinese government was about 20 percent of gross domestic product, compared with over 190 percent for Japan, close to 100 percent for the United States and 60 percent on average for the European economies.     The Chinese government has planned a budget deficit of 950 billion yuan (139 billion U.S. dollars) for 2009, which represented about 2.8 percent of gross domestic product.     Xu said the ample resources could sustain heavy government investment to stimulate the economy for several years although "it was not necessary. "The Chinese government will spend more resources to develop public housing programs and a pension system and to push forward the health reform, so as to increase the contribution of domestic consumption to economic growth," Xu said.     "I don't think export can still play the roles as they did in past few years in driving the Chinese economy," Xu said, adding that China, as a responsible player, would like to see a moderately stable yuan.

  

BEIJING, July 13 (Xinhua) -- China's Ministry of Finance announced Monday that the country's fiscal revenue in June rose 19.6 percent year on year to 686.75 billion yuan (100.5 billion U.S. dollars).     However, in the first half of this year, fiscal revenue fell 2.4 percent to 3.398 trillion yuan, said the ministry in a statement on its website.     The growth rate last month was 14.8 percentage points higher than the growth rate in May. Fiscal revenue fell 9.9 percent in the first four months this year from a year earlier to 2.05 trillion yuan due to shrinking business profits hit by the global economic slowdown and active fiscal policies including tax cuts to buoy domestic economic growth.     The ministry attributed the revenue rise in June to the stabilization of overall economic performance, growing business profits and the increase in the cigarette tax.     The government announced on June 20 the tax on cigarette cartons costing 70 yuan or more would rise to 56 percent from 45 percent, and the tax on cigarette cartons costing less than 70 yuan would rise from 30 to 36 percent.     Sales tax revenues rose 63.1 percent year on year in June, with business tax revenues edging up 6.4 percent, but the ministry did not specify the figures.     In June, China's fiscal expenditure increased 21.5 percent to 640.56 billion yuan from a year earlier. From January to June, the figure stood at 2.89 trillion yuan, up 26.3 percent from the same period last year.     The government unveiled a 4-trillion-yuan stimulus package in November last year to be spent over the next two years to shore up the world's third largest economy, with 1.18 trillion yuan from the central government.     Fiscal revenue includes taxes as well as administrative fees and other government income, such as fines and income from state-owned assets.

  

SALZBURG, Austria, May 17 (Xinhua) -- Top Chinese legislator Wu Bangguo said here Sunday that exchanges between local regions of China and Austria constitute an important part of bilateral relations.     Wu made the remarks when meeting with Simon Illmer, president of the parliament of the Salzburg Province of Austria.     Wu, who is the first chairman of the Standing Committee of China's National People's Congress (NPC) to visit Austria since 1994, arrived in Salzburg from Vienna on Sunday morning, continuing his official goodwill visit to the country.     Wu said Salzburg has attracted more and more Chinese tourists with its many cultural relics and beautiful natural scenes. He said China treasures its friendly cooperation with Salzburg, hoping that both sides should create a new mode for and further substantiate their cooperation.     Noting China is an important trade partner of Salzburg, Illmer said he believed Wu's visit will promote cooperation in such fields as investment, environmental protection and tourism. During the meeting, Wu said that both sides should treasure the current momentum of sound development in bilateral links.     Reisenberger said the strong growth of the Chinese economy has brought vigor and confidence to the international community including Austria. He expressed the wish to further enhance friendly relations with China by deepening mutually beneficial cooperation and exchanges in such areas as trade, investment, high and new technology, culture, arts, science and education.     Reisenberger said members of parliament from all parts of Austria wish to strengthen cooperation with China's National People's Congress (NPC) to enhance people-to-people friendship, promote exchanges between local authorities and contribute to the development of trade and economic cooperation between the two countries.     Wu said parliamentary exchanges form an important part of China-Austria relations. He said the NPC and Austrian parliament have maintained close exchange and cooperation, helped enhance the friendly relations between both sides. He hopes that the two sides should carry on this tradition by pushing forward exchanges between political parties, local governments and peoples of the two countries. The two sides should promote practical cooperation in all fields so as to add new impetus to bilateral relations.     Wu also reiterated China's principled stance on Tibet-related issues, stressing that this is the political basis to advance China-Austria relations. He hopes that Austria continues to support China on issues concerning China's sovereignty and territorial integrity.     Reisenberger reaffirmed that Austria will firmly adhere to the one-China policy.     During his stay in Vienna, Wu also visited the Vienna high-tech zone.
