ATHENS, Oct. 2 (Xinhua) -- Chinese Premier Wen Jiabao on Saturday made a five-point proposal on boosting ties with Greece during talks with his Greek counterpart George Papandreou, stressing that China is willing to work with the European country to combat the lingering financial crisis.Wen arrived in Athens earlier in the day, starting a three-day official visit to the country, the first by a Chinese premier in 24 years.Papandreou held a grand welcoming ceremony for Wen after the Chinese premier's arrival.Wen said both countries were great civilizations in the history and the people of the two countries have always been amicable to each other. There have been consistent mutual support, mutual help and solid political mutual trust between the two nations for a long time.Greek Prime Minister George Papandreou (R) shakes hands with Chinese Premier Wen Jiabao during a press conference in Athens, Greece, on Oct. 2, 2010."Currently, Greece is actively dealing with the impact inflicted by the sovereign debt crisis and has experienced the hardest time," Wen said during the talks with Papandreou."China will work with Greece to deal with various challenges and deepen the China-Greece comprehensive strategic partnership," he added.China has bought and is now holding Greece's treasury bonds, and will continue to "take positive attitude to participate in the purchase of Greece's new treasury bonds," said Wen, adding that it served as one of China's measures to help the sovereign debt-ridden country.Wen put forward a five-point proposal for the further development of China-Greece ties concerning cooperation in maritime transportation, trade and investment.China will set up a special fund on China-Greece shipping cooperation, with the initial part of 5 billion U.S. dollars, in a bid to promote cooperation in maritime transportation between the two countries, said Wen.He added China will help upgrade Greece's southeast and largest port Piraeus to a distributing center for Chinese exports to Europe.Wen said he believes it is realizable for trade volume between the two countries to double and reach the goal of 8 billion dollars in five years, adding China will expand the import from Greece.

BEIJING, Sept. 17 (Xinhua) -- Typhoon Fanapi is likely to land on the east coast of Taiwan on Sunday, said China's National Marine Environmental Forecasting Center (NMEFC) in Beijing Friday.The center of the year' s 11th typhoon was about 700 km southeast from Hualien, in Taiwan, said a statement from the center.It was moving northwest towards Hualien and increasing in strength, the statement noted.The administration has issued a warning regarding huge waves which might strike off the Hualien coast, it said.On Sunday, the southern East China Sea might also produce waves of 4 to 6 meters high and waves in the Taiwan Strait might rise to 3 to 4 meters.Guangdong, Fujian and Zhejiang provinces along the mainland's southeast coast would also be affected by the typhoon, the statement said.The statement warned all fishing boats in the region to take necessary precautions.The fishing season began in the East China Sea in mid-September and a large number of vessels are in the area.Additionally, Typhoon Fanapi could continue moving west after landing on Taiwan and strike Fujian and Guangdong, the statement said.Also on Friday, the Ministry of Civil Affairs launched an early-warning for disaster relief responses aimed at the typhoon's possible damages to the southeastern coastal areas.The ministry and the National Committee for Disaster Reduction instructed local governments to carefully keep track of the typhoon's movement and the changes in weather, and strengthen prevention measures for geological disasters and flooding in urban areas.Local governments were also urged to evacuate residents in high-risk areas while providing for their basic living necessities.

BEIJING, Nov. 3 (Xinhua) -- Senior Communist Party of China (CPC) official Zhou Yongkang on Tuesday concluded a visit to India that helped promote development of mutual trust and bilateral cooperation between the two Asian nations.Zhou, member of the Standing Committee of the Political Bureau of the CPC Central Committee and also secretary of the Commission for Political and Legal Affairs of the CPC Central Committee, met Monday with Indian Prime Minister Manmohan Singh in New Delhi, India's capital.During the meeting, Zhou said strengthening political mutual trust with India was the key to deeper cooperation with the country and that the leaders of the two countries should often exchange views in great depth and with great frankness on major issues of mutual concern.Zhou said China and India had a combined population of 2.5 billion and there existed a great space for developing cooperation in the economy and trade, and people-to-people and cultural exchanges.He said both China and India faced the heavy task of developing their own economy, improving people's living standards and safeguarding social stability.Zhou said, while China was making its 12th five-year plan for socioeconomic development in the 2011-2015 period and India making its 11th five-year plan, China wished to increase political trust with India, expand cooperation of mutual benefit, and deepen the strategic cooperative partnership with India.Prime Minister Singh said the friendly relations between India and China played an extremely important role in promoting peace, stability and development in Asia and even in the whole world.Zhou also met on Monday with ruling Indian National Congress party President Sonia Gandhi and party General Secretary Rahul Gandhi.During the meeting, Zhou said the development of China and India provided opportunities rather than posed challenges to each other.Both China and India believed the world was big enough to accommodate the common development of China and India, Zhou said, adding the Chinese side was happy for every achievement that India made in its development.As for the China-India trade, which is expected to reach 60 billion U.S. dollars this year, Zhou said there was still great potential for the two big emerging powers to tap.He hoped both sides could deepen the strategic cooperative partnership further, strengthen practical cooperation in various fields, and increase personnel exchanges at different levels.Sonia Gandhi said India had always paid great attention to China's development and welcomed the improvement in the living standard of the Chinese people.She said India's and China's development had speeded up the recovery of the world economy in the face of the international financial crisis and she hoped both sides could strengthen coordination and cooperation further and tackle various global issues in a better way and maintain the favorable momentum of development.Zhou also met with Indian Minister of External Affairs S. M. Krishna,the president of the Bharatiya Janata Party (Indian People's Party) Nitin Gadkari and leaders of three left-wing parties on Monday.During a seminar on China-India ties on Monday, Zhou asked for joint efforts to promote China-India relations."It is an inevitable trend of history to consolidate and develop the peace and friendship between China and India," Zhou said."We should extract nutrition and wisdom from history to persist in maintaining peace, friendship and mutually beneficial cooperation, and to be good neighbors, good friends and good partners forever," he said.He made a five-point proposal on the further development of China-India relations, including promoting political mutual trust, expanding cooperation in economics and trade, boosting friendly exchanges, strengthening international cooperation, and promoting friendly consultation.Before wrapping up his three-day visit, Zhou on Tuesday visited India's IT bellwether Infosys Technologies in Bangalore, known as the Silicon Valley of India.

  

XIAMEN, Sept. 7 (Xinhua) -- The Second World Investment Forum (WIF), seeking to offer insights on the balance between investment and sustainable development, opened Tuesday in Xiamen, in southeast China's Fujian Province.With the theme "Investment for Sustainable Development," the forum is organized by the United Nations Conference on Trade and Development (UNCTAD) and has attracted more than 1,500 overseas investors, policymakers and international organization representatives."International investment is high on the agenda of global policy-making," United Nations Secretary-General Ban Ki-Moon said in a video message to the forum.Despite the recovery of worldwide capital flows since the downturn in 2009, Ban said, the recovery remained fragile and the consequences of climate change were "increasingly clear.""We must work together to advance responsible investment and corporate sustainability," said Ban.He urged governments and businesses to make investments that better stimulated economic activity while promoting energy efficiency and green technology.He stressed the critical role of private investment in the spread of environment friendly practices and in reaching the UN's Millennium Development Goals (MDGs).Established in 2000, the MDGs are eight development goals to be achieved by 2015. Agreed to by UN member states, the goals include time-bound targets for reducing extreme poverty and child mortality rates, fighting disease epidemics, promoting gender equality, education and environmental sustainability.The forum participants include World Trade Organization Director-General Pascal Lamy and senior officials from many countries.The high-profile list "demonstrates the importance that international investment has gained as an engine of growth and development," UNCTAD Secretary-General Supachai Panitchpakdi said at the opening ceremony.The four-day forum would examine the challenges and opportunities for global investment in the post-crisis economy.He urged "a new generation of investment policies" to promote a transformation towards a low carbon economy.The forum also features presentations from countries showcasing climate change-related investment projects.Energy and drilling companies and engineering firms from Iceland will also attend the event to contribute their experience on the use of clean energy."The abundance of clean energy is the main reason why Iceland is... an attractive investment location for foreign companies," said Olafur Ragnar Grimsson, President of Iceland.Iceland had based all its electricity production and space heating on clean energy.However, Grimsson recalled that before the 1970s, more than 80 percent of energy in Iceland came from imported coal and oil."The climate crisis is primarily a call for a fundamental energy revolution, a comprehensive transformation from fossil fuel to green energy sources such as solar, wind, geothermal, hydro and biomass sources," he said.Chinese Vice President Xi Jinping delivered a keynote speech at the opening ceremony.The three-day forum will include conferences on the impact of investment on sustainable development; how stock exchanges can promote sustainable business practices; and the need for a recognized set of principles for borrowers and lenders that promotes sustainable debt and credit conditions.Also included is a ministerial round table that will address investment policy coherence in the post-crisis environment.

  

MOSCOW, Oct. 5 (Xinhua) -- Chinese State Councilor and Public Security Minister Meng Jianzhu exchanged views on security and law enforcement cooperation with his Russian counterpart Nikolai Patrushev Monday night, during a high-level international security conference in Russia's Sochi.Meng highly commended successful bilateral cooperation in fighting terrorism, transborder crime and drug trafficking.Meng said as an important part of the Sino-Russian strategic partnership of cooperation, the security coordination of the two countries have gained new, vital improvement, but still needs to be further strengthened."Given the emerging global threats to security and amid increasingly open menaces coming from nontraditional crimes, efforts to strengthen Chinese-Russian cooperation in maintaining law and order, and enhancing security is becoming more and more important," Meng said.He proposed that Russia and China continue deepening coordination and interaction, and duly implement their government's plans to fight terrorism, extremism and separatism.The mechanism of cooperation already created must be fully used and the level of Chinese-Russian cooperation in maintaining law, order and security must be incessantly raised, he said."While combating illicit migration, the two countries must create an even better environment for exchanges between citizens, and encourage Chinese-Russian trade, and economic and investment cooperation in every possible way," Meng stressed.He noted that joint efforts to maintain security are important within the framework of the Shanghai Cooperation Organization.Patrushev expressed his agreement with Meng's proposal and suggestion on bilateral security cooperation.He said Russia is willing to work together with China in security sphere, to deepen coordination and interaction both bilaterally and multilaterally, so as to face together the new challenges and menaces.Meng has attend the meeting on Oct. 5-6 in the Russian Black Sea resort of Sochi.
