CHULA VISTA (KGTV) -- The Chula Vista Police Department is working to determine what caused a suspect to die more than 12-hours after he was taken into custody following a violent confrontation with officers.Jason Allen Watts, 29, of Spring Valley, was taken into custody Friday just before midnight after two people inside the 7-11 store at 403 Third Avenue reported him to appear under the influence of a substance and was refusing to leave. CVPD Capt. Phil Collum said Watts also called police to report that unknown persons were outside the store and were threatening to shoot him.Arriving officers encountered Watts inside the store but he ran behind the clerk’s counter and failed to comply with officer’s repeated orders, according to Collum."Officers spent time talking to Watts, trying to deescalate the situation to calm him and gain his compliance," Collum said. "As officers were talking to Watts, he punched a cash register on the counter and lifted it as though preparing to throw it at the officers."Collum said officers tried to take Watts into custody using less-lethal tools, including taser and pepper spray.Watts was eventually arrested but paramedics where called to the scene to evaluate him after he "continued to violently resist the officers," Collum said.The suspected was transported by ambulance to Paradise Valley Hospital for treatment where he was deemed suitable for incarceration by medical staff."While being booked into the San Diego County Central Detention Facility, further evaluations indicated Watts may need additional medical treatment," Collum said.Watts was subsequently transported by ambulance to UCSD Medical Center. "Once at UCSD, Watts began suffering medical complications and underwent treatment by medical staff," Collum said.  Watts was pronounced dead at 12:21 p.m. Saturday afternoon.The Chula Vista Police Department’s Crimes of Violence unit is investigating.  The cause of the death is unknown at this time. 2093

CHULA VISTA (KGTV) - Chula Vista police are searching for a possible arsonist after two brush fires burned part of Otay river bottom Friday afternoon. Fire crews responded around 2 in the afternoon to the area south of Main Street and east of Broadway. While crews were working to put out the fire, they received a call of a second fire in the same location. The second fire presented more difficulties because of its location. Batallion Chief David Albright tells 10News, "it was kind of down in the slough, in the river bottom, so we were able to bring in a helicopter and make some water drops". Multiple water drops were made and fire crews had both fires out within an hour. Chula Vista police are continuing their search for a possible arsonist. They believe there could be a connection to one of the homeless individuals living near the Otay River bottom. San Diego County sheriffs also sent up their helicopter to look for a suspect in the brush but were unsuccessful. 985

CHICAGO, Ill. – The shopping frenzy at the outset of the pandemic gave many Americans their first taste of what it’s like to not have access to basic necessities. But it’s a reality that communities of color have faced for decades.A chance errand to Chicago’s west side taught entrepreneur Liz Abunaw that access to groceries, fresh fruits and vegetables was a luxury.“I'm on a commercial corridor in a Black neighborhood and none of this stuff is readily available and it didn't sit right with me,” said Abunaw.The New York native and business school graduate decided to do something about it. She started a social enterprise to bring fresh produce to the neighborhood.“When I was thinking of a name for this business, I wanted something that was distinctly rooted in Black culture,” said Abunaw.Forty Acres Fresh Market is a reference to Special Field Orders No. 15. Issued by General William T. Sherman in 1865, it promised 40 acres of land and mules for freed slaves to settle land in South Carolina, Georgia and Florida. It was revoked months later by President Andrew Johnson.“It's a cruel irony that the descendants of this country's first farmers now live in neighborhoods where they can get nothing from the earth,” she said.While more than 23 million Americans live in so-called "food deserts," researchers say food inequity disproportionately affects communities of color.“What I see is this unequal food system in this country,” said Abunaw. “I started calling it by what it is. It's food apartheid.”Originally, Abunaw started with pop-up markets and a plan to go brick and mortar. But the pandemic shifted operations. Home deliveries have more than tripled.“One thing the pandemic did was it made everybody realize what it could be like to live with food insecurity even if you're more affluent,” said Abunaw.Each day, warehouse supervisor Tracy Smith goes through the online orders, selecting and hand packing fruits and vegetables for what they call a "mix-it-up bag."“I just went through the line and picked what I thought went together,” said Smith.A recipe card helps consumers decide how to cook the fresh produce.For now, Abunaw is focused on continuing to scale up as she chips away at food inequity, one neighborhood at a time.“The consumers here deserve goods and services that are of high quality. CHULA VISTA, Calif. (KGTV) — A growing turf war over a fee at the San Diego International Airport is threatening to delay the massive project to revitalize Chula Vista's bayfront about 15 miles south.The Port of San Diego is already clearing land to make way for a new resort and convention center. RIDA Development has already been selected to build both. The issue now is how to pay for the 1,600 space parking garage next door. The Port imposed a .50 cent fee on rental cars at the airport to help finance the million garage, which a spokeswoman says is authorized in The Port Act. RELATED: Chula Vista bayfront project: Soil transportation underway"This fee is a tried-and-true method for financing a parking facility that has worked great in San Diego already. It is a previously Board-adopted and legislatively-created funding that is explicitly authorized in Port Act Section 57.5," said Port Spokeswoman Tanya Castaneda.But the Airport Authority says it has the power to impose the fees at its facility. The Authority joined a lawsuit by Hertz and Enterprise challenging the fees - leading to concerns of delays."It would have been nice before this fee was levied for someone to reach out to us," said April Boling, the Airport Authority's chair.
