(AP) - Authorities have ordered evacuations for about 7,500 people as a wildfire burns on a hilltop north of Los Angeles. The fire on South Mountain near Santa Paula erupted Thursday evening and quickly grew to over 6 square miles, or 4,000 acres. Ventura County fire officials say it's threatening the unincorporated community of Somis, which has about 3,000 residents. Evacuations have been called for a few nearby streets in the hilly area, where gusts are fanning the flames even as the winds ease in other areas of Southern California. Gusts fueled several wildfires in the Los Angeles area in recent days that burned homes and forced mass evacuations. (AP) — The U.S. communications regulator on Tuesday proposed a 5 million fine, its largest ever, against two health insurance telemarketers for spamming people with 1 billion robocalls using fake phone numbers. The Federal Communications Commission said John Spiller and Jakob Mears made the calls through two businesses that purported to sell products from major insurers but actually worked on behalf of other companies. State attorneys general of Arkansas, Indiana, Michigan, Missouri, North Carolina, Ohio, and Texas also sued the two men and their companies, Rising Eagle and JSquared Telecom, in federal court in Texas, where both men live, for violating the federal law governing telemarketing, the Telephone Consumer Protection Act.According to the FCC, the robocalls offered plans from insurers like Aetna and UnitedHealth with an automated message. But if consumers pressed a button for more information, they were forwarded to a call center that sold plans that weren't connected to the insurers.Consumers weren't the only ones annoyed by the calls. The companies advertised in the fake calls also received angry calls and were the target of lawsuits from consumers. 1188

 A longtime program focused on feeding the homeless at Mary Star of the Sea Church in La Jolla has been cancelled because of concerns about Hepatitis A. The founder of "So Others May Eat", Tresha Souza, tells 10 News the pastor of the church informed her at the end of October that she would no longer be able to serve people at their facility, citing concerns about the recent Hep A outbreak. The Catholic Diocese issued the following statement: “We’re sorry for any misunderstandings that have arisen regarding the ‘So Others May Eat’ dinners that used to take place at Mary Star of the Sea.  A major renovation forced us to close our parish hall for the past several months and we have had to redirect where and how we do our part to serve the less fortunate in our parish.   We have not and will never turn our backs on the poor.  As a parish, we will respond to the needs of our community; we will overcome the challenges posed by the Hepatitis outbreak and we will continue to provide assistance to the homeless people and families who need our help and our prayers.”  1122

Blondy said.Experts say part of the reason for the sudden disappearing act is actually good news: a stronger economy. "There’s more jobs for people so they have more options, they have more choices," Blondy said. However, the toll the trend takes on those who get ghosted is more than just the equivalent of an emotional rollercoaster. "A lot of these candidates we get really excited about, so to have them not show up can be disappointing and also expensive," Blondy said. "We start with the group interview, we have them come back to do a work assessment. the HR person spends time creating a schedule, the onboarding…we’ve already spent a couple of hundred dollars before they even walk in the door their first day." 1166
