SAN FRANCISCO (AP) -- California is poised to hit a fearsome milestone: 4 million acres burned this year by wildfires that have killed 30 people and incinerated hundreds of homes in what is already the worst fire season on record.Flames have scorched an area larger than Connecticut.Meanwhile, fire crews at a blaze in the northern wine country are on high alert as forecasters warn of red flag conditions of extreme fire danger into Saturday morning.Winds up to 30 mph could drive flames faster through Napa and Sonoma counties, where the Glass Fire is threatening scenic and rural communities. 603

SAN DIEGO (KGTV) Chicano artists and activists gathered to voice their concerns about two more murals getting torn down during construction on a local school, one week after the first mural was destroyed.The San Diego Unified School District is working on upgrading Memorial Preparatory school in Logan Heights. Part of the upgrade involves tearing down buildings and walls, and on some of those walls are decades-old murals painted by local Chicano artists. The murals all celebrate the history and culture of the local area.Wednesday, Sept. 30, the artists gathered with a group outside the school and asked to save the murals. Moments later, the first mural was destroyed. A spokesperson for the district said that building could not be saved because it had asbestos.The advocates expressed concern over that statement, saying if the asbestos was really that bad, the construction workers should not have let it collapse the way it did, allowing dust to spread into neighboring homes.RELATED: Barrio Logan artists upset about destruction of historic muralOne week later and the artists gathered again in front of the school, this time saying there are two more murals inside the school they want to save. They said to their knowledge, the buildings these murals are painted on are staying up and these areas do not have asbestos, but certain parts are being torn down, including where the murals are. They’re asking the district to save these murals, offering to supply the funding and labor needed to move the artwork.“What we’re saying is we have the resources we have the will and we have the passion to go forward with the removal. So it’s not that it can’t be done, it’s that we’re not being allowed our rights to preserve them for the entire community,” a representative from the group said.KGTV spoke to a representative from the district Sept. 30, who said they did not want to take the murals down but had to for safety reasons due to the asbestos. They also mentioned the construction will benefit the students in the long run. The district could not be reached again the following week, so KGTV was unable to ask why the other two murals cannot be saved. 2176

SAN DIEGO, Calif (KGTV) - A series of problems at a handful of California gas refineries have caused prices to surge over the last month.According to the Automobile Club of Southern California, the average cost of gas in California is .955 per gallon. That's more than a dollar more than the national average of .811. Alabama has the lowest gas prices in the country at .499 per gallon.Because of strict environmental regulations, most of the gas in California has to be made in state. So when local refineries go off-line, it directly impacts prices.AAA says at least 6 of the 12 gas producing plants in the state have had problems in the last month, leading to shut-downs.On March 15, a fire shut down the Wilmington Phillips 66 refinery.Ten days later, the Valero refinery in the Bay Area shut down when a scrubber malfunctioned, sending black smoke into the air.Flaring issues caused outages at two plans in Southern California, the Chevron plant in El Segundo and the Valero in Wilmington.Meanwhile, PBF Energy in Torrance had routine maintenance scheduled, which decreased production."We don't have pipelines that can pipe relatively cheap gasoline to use from other states," says Marie Montgomery with the Automobile Club of Southern California. "We have to rely on shipping of gasoline when our refineries have problems."According to the California Energy Commission, refineries in Washington and the US Gulf Coast can produce gas for California, as can refineries in Eastern Canada, Finland, Germany, the US Virgin Islands, the Middle East and Asia. But it takes time for those shipments to arrive.In the first week of April, the state didn't receive a single drop of imported gasoline.As we wait, local refineries have dipped into their reserves to meet demand, taking two million barrels out of reserves."The imported gas is going to be coming here, there's no doubt about that," says Montgomery. "We've got the highest prices in the country by far right now. San Diego (KGTV)- Family members of a man shot and killed by police in El Cerrito are demanding answers. Witnesses told police they saw the man swinging a shovel at officers before shots were fired. The family says the man had a mental illness. The aunt who called police Saturday night tells 10News she called 911 so officers could help get her nephew to a mental health facility. “We all call police for help,” says Grace Carolino. She says she’s still in disbelief that her cousin was shot and killed over the weekend. “It’s really bothering our family what happened because he’s not a threat.”Police said when they arrived at the home on Adelaide Avenue the man resisted arrest. Officers used a taser on the man. Witnesses say the man was swinging a shovel at police. Then another officer fired shots. “I can not imagine how the police officer used deadly force,” says brother Anthony Carolino. According to the District Attorney’s office, between 1993 and 2017, 79 percent of officer-involved shootings had some evidence of drug use or mental health concerns. Just last week, Governor Newsom signed a new law requiring officers to use every non-lethal option. But the Carolino family says that wasn’t the case over the weekend. “We have the taser; we have the pepper spray, we have the canine unit, we have a police negotiation team. Those things are not here.”The family says they are hoping this doesn’t happen to another family. 10News reached out to the San Diego Police Department to ask if they were aware of the man’s mental illness, the time frame of when the taser and gun were fired and how long officers were there before the shooting. SAN DIEGO, Calif. (KGTV) -- Homeless people in San Diego woke up Tuesday morning to find San Diego Police officers going street by street, offering resources.  Police officers lined the streets of the East Village. They were going street by street approaching the homeless in their tents. At one point there were at least eight patrol cars on one block.  SDPD says their efforts are a part of their ongoing outreach to let the homeless know about the resources available to them in hopes of ending the cycle of homelessness.  Most of the homeless received warnings about their property blocking the street or other violations. A few were detained for previous violations. One person was arrested for an outstanding felony warrant. Two people were transported to county mental health. Officers were also letting people know about the new bathrooms installed by the city in hopes of stopping the spread of Hepatitis A.  965
