(KGTV)— South Bay beaches are closed again, after millions of gallons of contaminated sewage water spilled from Tijuana, BC into Imperial Beach communities.It may look beautiful from afar, but up close, Giovanny Ceja says the waves were a little off Thursday afternoon. “We usually go to other beaches, and they look really clear, but that one was dirty and brown,” Ceja said. Ceja and his little sister spent the day at Imperial Beach, near the south end of Seacoast Drive, boogie boarding and building sand castles. To get there, he walked right past many warning signs. Large yellow signs read: “KEEP OUT. SEWAGE CONTAMINATED WATER.”“It’s a completely unacceptable,” Imperial Beach City Councilwoman Paloma Aguirre says.According to the International Boundary Water Commission, a Tijuana water collector ruptured Wednesday night. That spilled 3.5 million gallons of sewage water into the Tijuana River, which gushed into South Imperial Beach. “It’s incredibly frustrating because this is the summer. This is our time to have open beaches in Imperial Beach,” Aguirre said. “It’s because of the incredible negligence that the state of Baja California authorities have shown and the lack of accountability and leadership from our federal agencies.”So far this year, there have been 50 beach closure days in Imperial Beach. Aguirre says as polluted water gushes into IB, quality of life gushes out. “At the end of the day Imperial Beach is at the end of the pipe,” Aguirre said. “We are the ones that are paying with economic losses, with illnesses to our kids, to our families, and to our environment.”As for little Giovanny, who did not notice the warning signs, now he is getting worried. “When I was boogie boarding the water wet in my mouth,” Ceja said. “I’ll shower. Hurricane Willa has made landfall near Isla Del Bosque, Sinaloa, on the western coast of Mexico, approximately 50 miles south of Mazatlán.The storm will quickly weaken over the next 24 hours as it makes its way across the Sierra Madre range and becomes a rainmaker for northern Mexico and Texas on Wednesday.When Willa made landfall Tuesday evening, it had top winds of 120 MPH. The Category 3 storm, while still a major hurricane, has weakened since peaking as a Category 5 hurricane on Monday. Willa has been a danger for forecasters as well. An aircraft with the Air Force Reserve's Hurricane Hunters was forced to turn around Monday over concerns for its onboard equipment after a lightning bolt from one of Willa's outer rain bands blasted it, according to the National Hurricane Center.In a tweet Monday, Mexican President Enrique Pe?a Nieto said he has asked the National System of Civil Protection to take all steps necessary to protect those in the hurricane's path as well as those affected by Tropical Storm Vicente, a weaker system tracking south of Willa that's also primed to make landfall Tuesday. Vicente likely will be a tropical depression by the time it comes ashore, the hurricane center said.Airlines have started moving out of Willa's path. Southwest Airlines has canceled all flights at the international airport in Puerto Vallarta, a resort city in Jalisco state. In a security policy that has been implemented in many stadiums and arenas around the country, large bags will soon be banned inside Cinemark's movie theaters, the company has announced. The ban will go into effect on Thursday at all of its theaters. Cinemark is the parent company of chains such as Rave Motion Pictures, Century Theatres, CineArts and Tinseltown. Bags larger than 12 inches by 12 inches by 6 inches will not be permitted. Exceptions may be made for medical equipment and diaper bags. Cinemark said there will not be anywhere to check bags. The chain also said that the company reserves the right to inspect all bags entering its theaters. A Century Theatre, which is owned by Cinemark, was the scene of a mass shooting in July 2012, when 12 were killed and 58 were wounded by a gunman. Survivors and families of the victims sued Cinemark claiming the company did not take adequate safety and security precaution. House Majority Leader Kevin McCarthy's office in California was vandalized and equipment was stolen Monday evening, the Republican congressman said.In a post on his Instagram account, McCarthy published pictures of the two men he claims "threw a boulder" through the window of his Bakersfield office and a picture of the resulting damage."Does anyone know these two guys?
