SAN DIEGO (KGTV) -- San Diego Harbor Police have cited a charter company for violating the county's health order. A sergeant for Harbor PD confirmed with 10News that Flagship Cruises and Events was cited for being in violation. The county health order states that recreational boating is allowed provided all occupants of a boat are from the same household.10News cameras were rolling as people walked onto the Flagship Cruises and Events dock and onto the company's Spirit of San Diego, capturing the boat's departure and arrival back into the bay. It is unclear if those boarding were all members of one family. 10News reached out to the company and a spokesperson sent us a picture of the county health order saying "We are stating we are part of section 14E, not C. That section states in part, "other public or private outdoor recreational facilities (other than community pools per State order), including recreational equipment (such as bicycle, boat, kayak, equestrian and surfboard) rentals may be open for limited use."Flagship's website states, "We are Open" and has several sections outlining how they are operating during the pandemic. One section states that masks are required for passengers and everyone must respect six-feet social distancing guidelines. The website also states that all employees will be in masks, gloves and screen upon arrival. Also adding that the company is limiting the number of passengers per cruise to allow for maximum distancing and that they've invested in new machinery to sanitize all chairs between cruises. Harbor Police says the citation for violating the county health order has a maximum fine of a thousand dollars and up to a year in jail. 1702

SAN DIEGO (KGTV) – Record-breaking Santa Ana winds are impacting communities throughout the county. Shutoffs forced closures in seven districts including Alpine, Dehesa, Lakeside, Poway, and Cajon Valley.In Mira Mesa, winds toppled a tent that one restaurant had set up for outdoor dining. The owner of Golden Island Dim Sum and Asian Cuisine was left cleaning up the mangled mess Thursday morning in hopes of welcoming customers back later that day.In Julian, employees at the Villa Chardonnay Horses with Wings sent out a plea for help after their power was shut off.They have about 350 animals on their property including horses and dogs. Without a generator, they say they can’t give their animals any water.“We need electricity to pump the wells,” said Cindy Montgomery. “I've got a generator in the back of this car right now but it's a small one that will suffice for now, but we need an industrial size generator.”Montgomery says they have a solar-powered unit as a backup but it isn’t working.“There are no generators anywhere,” said colleague Billie Feldman. “We need an industrial size generator. Any help that we can get please let us know please contact us as soon as possible.”SDG&E says these are some of the strongest winds they’ve seen since they began installing their network of weather stations nearly a decade ago. SAN DIEGO (KGTV) -- San Diego County businesses have until Saturday morning to make sure they are up to par with the state’s COVID-19 purple tier guidelines, but El Cajon’s mayor said businesses in his city won’t be punished for not abiding by the rules.Mayor Bill Wells said he’s fielding a flood of phone calls and emails from El Cajon businesses since the county moved into the purple tier earlier this week.“People are coming up to me saying, ‘We’re not going to close, if we close, we’re never going to reopen.’ And, ‘We don’t want to have issues with the county or state, but we need to feed our family, pay our mortgages,’ and I understand,” Wells said.Since the pandemic began, the El Cajon City Police Department has already been told to categorize COVID-19 related enforcement calls as a low priority. Wells said that approach will not change this weekend.“If somebody called and said there was a nail salon or hair cutting place open, we’re not going to go shut them down. We reserve the right to do some enforcement,” said Wells. “If you don’t like the fact that there’s a business open, don’t go in there. That’s fine, you don’t have to go in there. Don’t give into the temptation to control someone’s behavior and if you do, do it in a civil nice way.”Though he said he understands the concern about the increase in COVID-19 cases, Wells said he believes the attempt to control the spread of the coronavirus shouldn’t be handled like this.He said, “We’ve had a disease as long as people have been alive, and disease runs its course. SAN DIEGO (KGTV) - San Diego frontline workers are getting their first dose of the Pfizer vaccine and hope with the approval of Moderna's vaccine we will achieve herd immunity soon and get back to normal.Tri-City Medical Center Emergency Room Dr. Jeff Shellenberger said he was grateful he was notified he could get his shot Sunday."It was really quick, I think I waited like two minutes," he said.Timing is critical for the Pfizer vaccine, which needs to be stored between -112°F to -76°, according to the Center for Disease Control and Prevention. Once thawed, undiluted vials may be stored at room temperature for no more than 2 hours, according to the Food and Drug Administration.Dr. Shellenberger said he felt a huge sense of relief wash over him after getting the shot."There's going to be a force field around me in a few weeks to months it's going to be amazing!" he joked. "It's really great because when I go to work I don't have to worry about any of my coworkers getting sick. Just the other day I had a patient of mine and he was a coworker and so it's always kind of scary to see that, but it's great to get to see friends and family again and not have to worry."He said it takes about 5 weeks and two shots to reach full immunity.The CDC's advisory committee voted Sunday 13-1 frontline essential workers and adults ages 75 and older should be the priority in the next round of COVID-19 vaccine distribution.Frontline essential workers include first responders, educators, food, agriculture, manufacturing, postal service, grocery and corrections workers.About 30,000,000 Americans fall into that category.They suggested the next phase, 1C, prioritizes adults ages 65 - 75, people with pre-existing conditions, and other essential workers.Initial vaccine doses already are going to residents in long-term care facilities and health care workers."Nice to report our Western States Scientific Safety Review Committee reviewed the Moderna trial and unanimously supported it's safety and efficacy," Governor Gavin Newsom said in a video he tweeted Sunday, excited to have two vaccines in their arsenal to fight the pandemic.Dr. Shellenberger just hopes everyone comes together in 2021."I think in this past year we've had a whole lot of division. SAN DIEGO (KGTV) -- San Diego County officials are warning that the county could move into a lower, more restrictive COVID-19 tier, but explained if it does happens the shift wouldn't happen overnight. In just one week, San Diego County's COVID-19 case rate per 100,000 residents is up from 5.8 to 6.9. The positivity rate is also up from 3.4% to 4.2%.These two metrics determine whether or not the county moves up or down on the state's new colored tier system. The positivity rate is low enough to move the county from the red to a less restrictive, orange tier. The case per thousand rate is moving the county closer to going from red to purple, the tier with the most restrictions. County officials explain moving up or down from a tier would only happen if there were two consecutive weeks of data in one specific tier. The increased positive cases among students at San Diego State University could have an impact on the state's increasing numbers. As of Wednesday night, there are 440 confirmed cases of COVID-19 and four probable cases. Just last week, the campus only had 20 cases. On Wednesday the county also talked about a discrepancy with testing data, saying the state is not getting the county's correct testing numbers. Dr. Wilma Wooten couldn't say how many tests aren't being recorded properly but says the county is working with the state to resolve the issue in the next two weeks. Case counts will now be updated by the state every Tuesday and the county says they will provide those numbers the following day on Wednesdays each week. 1563
