SAN DIEGO (KGTV) - San Diego police are looking for a man accused of committing a lewd act in the Morena neighborhood.The incident happened on Aug. 12, shortly before 4:30 p.m. A home security camera caught the man stopping on the sidewalk and engaging in the lewd act as he crept near a woman that was gardening outside her home.Police say the woman had her back turned to the man, and she never knew he was there."He was within maybe four or five feet at the time," the woman's husband, Jeremy Pritchett, said. "That's frightening about the situation, someone can creep up to you within 4 feet, and you have no idea."A car drove by, and Pritchett said it scared the man away. Pritchett was home at the time but didn't know what had happened until a few minutes after the man took off. He found out after looking through his security camera footage.San Diego police officers say they have identified the man in the video, and they are going to issue a warrant for his arrest. SAN DIEGO (KGTV) - San Diego photographers are taking advantage of the serene and luminous glow of the surf this week.Eerie neon blue waves have been seen against San Diego's shore this week, creating some rare photo opportunities for locals. The phenomenon is created when a red tide, which is algae bloom filled with phytoplankton called "dinoflagellates," rolls off waves onto or near the shoreline.The organisms react with a bioluminescent chemical reaction when jostled as a way to warn predators, to lure prey, or communicate within their species. The blue glow can be created by a simple step in the water or crash of a wave.IN SAN DIEGO...The current red tide is being caused by massive numbers of dinoflagellates including "Ceratium falcatiforme" and "Lingulodinium polyedra," according to the Scripps Institution of Oceanography at UC San Diego.Researchers do not know how long this current red tide will last or "the full spatial range of the bloom." SAN DIEGO (KGTV) -- San Diego County is letting voters know that they have options when it comes to dropping off their mail ballots.The county says voters can send in their mail ballots, drop them off at the Registrar of Voters in Kearny Mesa or drop them off at any of the 41 additional sites throughout the county.According to the county, the faster the ballots are returned, the quicker they can be prepared for counting on election night.The 41 drop-off locations are not early voting locations, but for mail ballots only, the county says.Click on the map below for a full list of drop-off location: “More than 1 million San Diego County voters use mail ballots, and that number continues to rise,” said Registrar Michael Vu. “The early drop-off sites are convenient for the voter, they help with the timely return of mail ballots and decrease the high volume of voters dropping off mail ballots at polling places on Election Day.”   960

SAN DIEGO (KGTV) -- San Diego Police have identified the victim and suspect involved in a deadly downtown stabbing on July 1.According to police, 43-year-old Canthon E. Tripplett was stabbed on the 400 block of Fifth Avenue around 2:30 a.m.When they arrived, officers found a companion of the man providing first aid. The man was taken to the hospital where he later died, police say.RELATED: Man stabbed to death in downtown San DiegoAfter investigating the stabbing, police learned that Tripplett was injured during a fight with two men on the sidewalk. SAN DIEGO (KGTV) - Ranked seventh in the state, an Oceanside High School wrestler makes daily sacrifices to be an elite athlete. But in a recent tournament, Shane Hansen put sportsmanship above being number one. After four matches, Hansen made it to the finals in the La Costa Canyon tournament. However, the final match was getting away from him. "It was the third period, the last period, I was down 12-3, I believe, we went out of bounds, and he ended up dislocating his shoulder," said Hansen. RELATED: Community helps man devoted to keeping park cleanHansen's opponent was not able to recover in the injury time allotted and was therefore forced to default match, meaning Hansen took first place. "I felt pretty bad because obviously, he was winning that match, and it wasn't my match to win."Hansen tried to forfeit himself from the match but was not allowed. "When he came up to me and was like, I want to trade my medal, I want to trade my medal, I was just kind of taken aback that in the moment, so quickly, he was wanting to do that," said Hansen's coach, Dustin Long. During the award ceremony, Hansen gave his gold medal to his opponent in exchange for the silver medal. Hansen held up two fingers representing second place in the podium photo, a symbolic gesture to his injured opponent.
