DEL MAR — The coronavirus eliminated the 2020 San Diego County fair, and racing season went on with no fans. Now, the state-owned fairgrounds has laid off more than half of its staff and has asked Sacramento for million in bailout money."They need a new vision for the future and they need it desperately to solve their financial problems," said Del Mar Councilman Dwight Worden.Worden said affordable housing is an ideal solution. The city wants to team up with the fairgrounds to build upwards of 51 affordable homes on the property. On Monday, the council could approve a formal memo to submit to the fairgrounds on its vision. As it stands, Del Mar has no affordable housing and as such faces steep state penalties - including fines, lawsuits, and even loss of development control."In a place like Del Mar, where the ground costs a million dollars an inch, anything where we have to buy land is immediately not affordable," Worden said. The idea to put housing has been talked about for years. Most recently, in June, a Los Angeles-based developer proposed to put modular homes on the property to temporarily shelter the homeless during the outbreak, but pulled the project after community opposition."That was a hornet's nest," Worden said. "We've been telling them 'look, let's work on this long term affordable housing, where we get credit and we know how to help you do that successfully.'"Worden said this would be different, because it would give people such as fairgrounds workers, emergency medical technicians, teachers, and restaurant servers to permanently live close to where they work.Worden says the city has picked out five locations on the fairgrounds, mostly around the perimeter. The cost is still not clear, but Del Mar may ask Solana Beach the city of San Diego to participate, and see if they can get partial credit for their housing requirements.Del Mar must built 163 new housing units by 2029. Of those, 113 must be income restricted. The fairgrounds did not immediately respond to a request for comment. 2040

DEL MAR, Calif. (KGTV) — While concerts are on hiatus during the pandemic, the Del Mar Fairgrounds will host several "concerts in your car" this fall.Acts including Dirty Heads, DJ Snoopadelic (aka Snoop Dogg), Slightly Stoopid, The Beach Boys, and more will take the stage at Del Mar between Sept. 25 and Nov. 1. Many of the concerts start at per car for the furthest section from the stage. Large video screens have been added to each side of the stage.Passengers must not exceed the number of seats and seat belts in a vehicle, according to the concert series' producer. Vehicles will then tune into the audio via their radio, sit back, and enjoy.Tickets must be purchased ahead of time and are online only.Movie screenings are also scheduled between Sept. 22 and 30 for a flat rate of per car, featuring Trolls, Grease, Jurassic Park, The Big Lebowski, and Dirty Dancing. 1124

Data and images gathered by Harvard University research indicate that several hospitals in Wuhan Province, China, which was the early epicenter of the coronavirus, began seeing an increase in traffic as early as last August. The Harvard researchers stressed that the data cannot be conclusively linked to the spread of coronavirus. But the study’s authors said that the research supports its hypothesis that the virus originated before being identified last December. The researchers used satellite images from hospitals in addition to search engine data to back its study. The images showed an increase in hospital traffic while search engines showed an uptick in inquiries of coronavirus-related symptoms. The research noted that there are seasonal changes in online searches for “cough,” there was also a subsequent jump in searches for “diarrhea,” which the researchers said is a more coronavirus-specific search term. The authors said both search query terms show a large increase approximately 3 weeks preceding the large spike of confirmed COVID-19 cases.“Our retrospective analysis cannot verify if increased hospital and search engine volume is related to the SARS-CoV-2 virus,” the authors wrote. SARS-CoV-2 is the strain of the novel coronavirus. "While alternative explanations such as the 2019 Military World Games in Wuhan may explain some increases in parking lot traffic, this event opened on October 18, 2019, weeks after the initial rise in Baidu search engine traffic.“Still, further research is needed to validate the emergence of SARS-CoV-2. This study adds to a growing body of work on the value of digital sources as an early indicator of a disease outbreak in the context of limited integrated electronic surveillance data.”To read the full study, click here. 1788

Despite social media reports from Bank of America customers that their online banking balances inaccurately have a balance of DETROIT (AP) — The United Auto Workers union announced that its roughly 49,000 members at General Motors plants in the U.S. will go on strike Sunday night because contract negotiations with the automaker had broken down. The decision came after about 200 plant-level union leaders voted unanimously in favor of a walkout during a meeting Sunday morning in Detroit."We stood up for General Motors when they needed us most. Now we are standing together in unity and solidarity for our members," union Vice President Terry Dittes said in a statement. It's still possible that bargainers could return to the table and hammer out an agreement, but union spokesman Brian Rothenberg said at a news conference that it would be unlikely. He said it would be hard to believe that the bargainers could resolve so many issues before 11:59 p.m.The announcement came hours after the union let its contract with GM expire Saturday night. In a statement, GM said it offered improved wages, benefits and additional U.S. jobs."It is disappointing that the UAW leadership has chosen to strike at midnight tonight. We have negotiated in good faith and with a sense of urgency. Our goal remains to build a strong future for our employees and our business," the company said.On Saturday, UAW Vice President Terry Dittes said in a letter to GM members that after months of bargaining, both the union and GM were far apart on issues such as wages, health care, temporary employees, job security and profit-sharing. The letter to members and another one to GM were aimed at turning up the pressure on GM negotiators."While we are fighting for better wages, affordable quality health care, and job security, GM refuses to put hard working Americans ahead of their record profits," Dittes, the union's chief bargainer with GM, said in a statement Saturday night.A strike by 49,200 union workers would bring to a halt GM's U.S. production, and would likely stop the company from making vehicles in Canada and Mexico as well. That would mean fewer vehicles for consumers to choose from on dealer lots, and it would make it impossible to build specially ordered cars and trucks. The strike would be the union's first since a two-day work stoppage at GM in 2007.On Friday, union leaders extended contracts with Ford and Fiat Chrysler indefinitely, but the pact with General Motors was still set to expire Saturday night. The union picked GM, which is more profitable than Ford and Fiat Chrysler, as the target company, meaning it's the focus of bargaining and would be the first company to face a walkout. Picket line schedules already have been posted near the entrance to one local UAW office in Detroit.Talks between the union and GM were tense from the start, largely because GM plans to close four U.S. factories. The union has promised to fight the closures. Here are the main areas of disagreement:— GM is making big money, billion last year alone, and workers want a bigger slice. The union wants annual pay raises to guard against an economic downturn, but the company wants to pay lump sums tied to earnings. Automakers don't want higher fixed costs.— The union also wants new products for the four factories GM wants to close. The factory plans have irked some workers, although most of those who were laid off will get jobs at other GM factories. GM currently has too much U.S. factory capacity.— The companies want to close the labor cost gap with workers at plants run by foreign automakers. GM's gap is the largest at per hour, followed by Ford at and Fiat Chrysler at , according to figures from the Center for Automotive Research. GM pays per hour in wages and benefits compared with at the foreign-owned factories.— Union members have great health insurance plans but workers pay about 4% of the cost. Employees of large firms nationwide pay about 34%, according to the Kaiser Family Foundation. The companies would like to cut costs. 3944, the bank says the accounts should still have the appropriate funds. On Wednesday afternoon, many Bank of America customers took to social media saying that their online accounts had been emptied when viewing their "account summary." But according to Bank of America's Help team, customers should see appropriate funds available when they click into individual accounts."Some clients may currently see an inaccurate account balance when viewing their account summary in online banking/mobile," Bank of America said. "Clients should click the individual account view for their correct balance. Client accounts have not been impacted."It's currently unclear what caused the incorrect reading on the "account summary" page, and when the error will be fixed. 890
