A proposed act that would make it illegal in San Francisco to make a 911 call based on another person's race or ethnicity is one step closed to becoming law.The San Francisco Board of Supervisors unanimously passed the CAREN Act on its first read on Tuesday.Supervisor Shamann Walton proposed the Caution Against Racially Exploitative Non-Emergencies — or "CAREN" — Act in July. The name is a play on the online trend of labeling women caught making problematic or racist statements in viral videos as "Karens."The law would make it illegal to call 911 with the "specific intent to discriminate over someone's race, ethnicity, national origin, place of birth, sexual orientation, gender identity or religion," according to KPIX-TV in San Francisco.According to CNN, Tuesday's vote was passed unanimously by all city supervisors on the first read. The board will vote on the proposal again next week, and if passed, it will be sent to the desk of San Francisco Mayor London Breed, who could then sign it into law.A similar law is currently making its way through the California state legislature. AB 1550, which would outlaw discriminatory 911 calls throughout the whole state, has passed California State Assembly and is in committee in the state senate.Walton proposed the law in July after several viral videos sparked outrage about racially-based 911 calls across the country. In June, a man's recording of a white couple calling the police on him for chalking the words "Black Lives Matter" on his rented home went viral. The couple later issued an apology. In May, a white woman called police on a Black man who was birdwatching in Central Park after he asked that she put a leash on her dog. A Maryland woman says she failed a drug test the day she gave birth to her daughter and was reported to state social workers, all because she ate a poppy seed bagel for breakfast.WBAL-TV in Baltimore reports that Elizabeth Eden ate a poppy seed bagel for breakfast on the morning of April 4. She went into labor later that day and went to St. Joseph Medical Center in Towson to deliver her daughter.However, while she was in labor, a doctor told her she had tested positive for opiates.Poppy seeds come from the same plant which is used to make opium, heroin and other drugs, so it's common for drug tests to pick up on trace amounts of opiates.However, while the federal government measures a positive test at 2,000 nanograms a milliliter, St. Joseph Medical Center measures a positive test at 300 nanograms a milliliter. The hospital says the lower threshold for a positive test means they can treat more children born with drugs in their system — the Baltimore Sun reports that the number of babies born with drugs in their systems increased by 56.6 percent between 2006 and 2015.Eden says the hospital refused to release her daughter to her for five days following the false positive. She also says she was assigned a caseworker, who promptly dropped the case when learning of her breakfast on the morning of April 4.Eden isn't alone. In 2017, an Edgewood, Kentucky woman was assigned a social worker after she tested positive to opioids, saying she ate bagel chips with poppy seeds shortly before giving birth. A nonprofit group dedicated to finding missing persons says they've found items that "brought a lot of interest" during their search for missing Fort Hood soldier Vanessa Guillen.Guillen, a private first class soldier assigned to the 3rd Cavalry Regiment, was reported missing on April 22. She was last seen in the parking lot of her Regimental Engineer Squadron Headquarters on Fort Hood at 11:30 a.m.The Army is currently investigating whether Guillen was sexually harassed prior to her disappearance. On Tuesday, Guillen's family met with officials from Fort Hood and the Texas Criminal Investigation Command (CID) who said that they suspect foul play in her disappearance.A number of organizations have joined efforts to find Guillen, including Texas EquuSearch — a local nonprofit dedicated to finding missing persons.Tim Miller says this is the fifth time he and Texas Equusearch have traveled to search the area for Guillen."Areas that we've searched, we've cleared," said Miller. "If she would have been there, we would have found her."The search-and-rescue team has searched several areas in and around a 25 mile stretch between Fort Hood and the Leon River, looking for anything that could lead to Guillen."I'm not going to say we found evidence in the Leon River. I'm not going to say that. I am going to say we found some things that are being tested," Miller said. "So whether they have anything to do with the case, I don't know. There's certainly some things that brought a lot of interest."Wednesday's search brought them to an undisclosed location in Bell County."I can't say why we're here," Miller said. "We have a reason to be here. So we want to get these fliers out and maybe jog somebody's memory. Maybe that right call will come in. This is an area that's got to be saturated. A Michigan man is disgusted after an incident on a Delta Air Lines flight involving a service dog and the mess it left behind.The Bay City, Mich. man had just boarded the plane to Miami when he noticed feces all over the floor and his seat. When he alerted the crew, he said they did little to nothing to help.“Actual feces and it was all over me. I sat in it and it was on the seat, on the floor, the seat in front. And I was literally in it,” said Matthew Meehan, Delta customer.The Bay City resident said via FaceTime about the very smelly, disgusting encounter he had on a recent Delta flight from Atlanta to Miami.He said upon sitting in his seat, he and the passenger next to him quickly discovered they had sat in feces. They both ran to the front of the plane to clean off and were shocked by what the flight attendant handed them.“I have no idea why I wasn’t offered something from the biohazard kit to clean myself up with. Instead, I was handed two paper towels and one of those miniature bottles of Bombay Sapphire, a bottle of gin to clean myself with,” Meehan said.Meehan said that was just the beginning. After cleaning what he could of the feces from his hands and clothing, he said flight attendants continued to board the plane and told him there was nothing more they could do. He exited the plane to speak with a manager and said this was her response:“At the very beginning, she sighed, ‘what’s your problem?’ And it was just you know, I had to step back for a moment and say, alright, keep your composer. You do not want to be one of these people you see on the news getting kicked off a plane. Meanwhile, I’m covered in feces,” Meehan said.Meehan said he and fellow passengers were forced to lay a blanket over the mess and endure the smell for the entire two-hour flight.Delta Air Lines released the following statement:“On Nov. 1, an aircraft operating flight 1949 from Atlanta to Miami was boarded before cleaning was completed following an incident from a previous flight with an ill service animal. Delta apologizes to customers impacted by the incident and has reached out to make it right, offering a refund and additional compensation. The safety and health of our customers and employees is our top priority, and we are conducting a full investigation while following up with the right teams to prevent this from happening again. Upon landing in Miami, the aircraft was taken out of service to be deep cleaned and disinfected.”Meehan acknowledged he was offered a refund, but more importantly he hopes this incident forces Delta to look at its current policies.Meehan also said he has been contacted by dozens of lawyers since the incident, wanting to take on the case. 2709

A section of the second floor of a parking garage in Irving, Texas, collapsed on Tuesday. After an initial search, officials told local media outlets there appeared to be no injured victims.The section of the garage that fell was estimated at 40 feet by 40 feet, The Dallas Morning News reports. Twenty-one vehicles were involved in the collapse.The cause hasn't been determined. 397
