SAN DIEGO (KGTV) -- San Diego Gas and Electric has released a list and map of areas that may be affected by planned power outages amid Santa Ana winds. The National Weather Service has issued a Red Flag Warning from noon Thursday through 6 p.m. Friday for the inland valleys and mountains. East to northeast winds are expected to reach 20 to 30 miles per hour with gusts as high as 50 miles per hour and isolated gusts as high as 60 miles per hour. To make matters worse, humidity is expected to range between 5 and 10 percent with poor overnight recovery. SAN DIEGO (KGTV) -- San Diego County Fire is offering some residents key safe boxes that allow first responders to gain access to homes in emergency situations, County News Center reports.The boxes, called KnoxBoxes, are installed on or near the front door and can only be opened by local firefighters responding to life-threatening emergencies, the county says.County Supervisor Dianne Jacob says the program fulfills an urgent need.“For older folks with chronic health conditions or in need of help with basic activities, KnoxBoxes can be a lifesaver,” said Jacob. “These devices can also provide some peace of mind in a region where wildfire is a year-round threat.”County Fire received a federal grant to help purchase 200 boxes. The county plans to loan the boxes to residents in rural communities.So far, the county says it has received 70 applications. SAN DIEGO (KGTV) - San Diego City Council Tuesday night unanimously passed the location of a high-pressure underground pipeline to move sewage from San Diego's Morena treatment plant to a facility in Miramar. The City Council proposed constructing the pipe under a hilly route beneath some of the busiest intersections in Clairemont and University City.City Councilmember David Alvarez issued the following statement after the vote: 455

SAN DIEGO (KGTV) — San Diego Mayor Kevin Faulconer has identified a park-and-ride lot in Scripps Ranch as a perfect place for new affordable housing, but neighboring businesses worry the plan will drive away their customers."You solve one problem and create ten new ones. There’s seven businesses that are going to suffer," said Yannis Pihas, owner of Yanni's Bar & Grill.Pihas says his customers, as well as visitors to the two hotels in the center, frequently use the park-and-ride because there is limited parking otherwise. While he's attempted to speak with city leaders about his concerns, so far he says he has not been given any indication that the housing project will include parking that the businesses can use.ABC 10News reached out to the city. A spokesperson says the project is still in the early process of planning and that details on potential parking have yet to be worked out. The spokesperson also said the public can always bring concerns to the area's planning board and that there will be more opportunities for public input once the plan is prepared.In a statement, Mayor Faulconer said, "There is a great need in our community for housing that gives folks a real chance to have a place of their own, but also the support system they need to stay housed. This public-private partnership will help transform these vacant City-owned properties into opportunities that will change the lives of so many of our fellow San Diegans for the better."The plan is expected to be finalized and brought to the City Council for a vote in 2021. 1566

SAN DIEGO (KGTV) - Republican Assemblyman Randy Voepel is being called a valor thief, but his accusers have not produced hard evidence to back up their claims. Navy veteran and Republican state assembly candidate Larry Wilske addressed the media on Monday in front of downtown's USS Midway. He and others say the former mayor of Santee, Voepel, misrepresented his military service record. "This is serious business. It's a slap in the face to veterans," says Wilske. Wilske was joined by private investigator and retired Master Chief Petty Officer Terence Hoey, who has been looking into Voepel's military records.  "He's not a purple heart recipient, although he's repeatedly stated that he is and his chief of staff has doubled down on his claim," says Hoey. They're also alleging that Voepel falsely claimed he had combat experience in Vietnam. However, military discharge documents sent to us by Voepel's staff show that he served on the USS Buchanan and was awarded a ribbon for combat action, and was awarded other honors related to his service in Vietnam. The Wilske supporters believe the discharge documents have been forged. “This document has been altered, thus rendering the form essentially void,” says Hoey. Voepel’s staff denies that Voepel ever claimed to have been awarded a purple heart and 10News couldn’t find proof of the claim, anywhere. Additionally, a military service record provided by Hoey does not include a purple heart award in his list of decorations. Wilske and his supporters say there are multiple credible witness testimonies and video evidence that’ll reveal the whole truth, but they have yet to be fully produced. Wilske and Hoey deny that their allegations of stolen valor are tied to political mudslinging. “The one thing we can't square here is that round peg with Voepel and his wild and comedic claims,” adds Hoey. There was one alleged witness at Monday’s press conference. He said he’s a veteran who met Voepel at a recent political event and claims Voepel lied to his face about his service history. Voepel’s staff is unsure as to whether the two have ever even met.  Voepel denied our request for an interview. He denies all allegations of stolen valor. 2273
