Measure E also includes promises for new housing, retail, an entertainment complex, and San Diego River park."That's what people care about," Stone told 10News in an interview the day before the election. "They want to know they're getting fair value, that something's going to happen, and that we're going to live up to the commitments we're making. And we are."Should Measure G win, the city would sell the land to the CSU system with plans for a new west campus for San Diego State University. The centerpiece to this plan is also a stadium, in this case, for the Aztecs football team. SDSU West also includes housing, retail, and a river park, along with new research and classroom space and a science center."San Diegans want their kids and their grandkids to be able to have a great education at San Diego State University. And they know that SDSU needs to expand in order for that to happen," said Yes on G spokesperson Laura Fink.Fink points to Measure G's unique coalition of supporters. "It is very rare that you see the League of Women Voters, the Sierra Club, and the conservative Lincoln Club on the same side as the Democratic Party and elected officials on both sides of the aisle."Either measure needs to top 50% of the vote to pass. If both clear 50%, the measure with the most votes will win. If neither measure gets more than 50%, neither will be enacted. 1847

They've launched Operation Dry Water to help cut down on the number of arrests for people boating under the influence of drugs or alcohol."We want everybody to have a great time and do it in a safe manner," says Lt. Commander Ellen Motoi, the Chief of Enforcement for the San Diego Sector of the Coast Guard."We're going to have a lot more boats out there from the local side, as well as Harbor Police. They'll be promoting safety and looking for boaters under the influence," says Motoi.Alcohol is the leading cause of boating accidents, according to the Coast Guard. They look for erratic speed, dangerous course headings and boats coming too close to other vessels as warning signs that someone may be drunk while operating a boat.Operation Dry Water is a nationwide program. In 2018, they made 494 BUI arrests and issued 7,305 other citations.Like driving, the legal limit for alcohol while operating a boat is .08. Anyone arrested for BUI could face jail time, a loss of their license/credentials and a hefty fine.Aside from BUI, Motoi says the emphasis of Operation Dry Water focuses on safety."It's not worth it," says Motoi. "We encourage everyone to think twice before you get on a boat."Motoi says the most common mistake people make is not to wear a life jacket. The Coast Guard says 80% of all drownings happen because people aren't wearing one.The Coast Guard also wants boaters to know they shouldn't shoot off flares or fireworks from their boats. SAN DIEGO (KGTV) -- Voters across San Diego County could end up with the final say over massive housing developments proposed for the backcountry.That's if voters themselves approve an initiative headed to the March 2020 ballot. The measure, called S.O.S., for Safeguard our San Diego Countryside, would trigger a public countywide vote anytime the County Board of Supervisors moves to increase density in the general plan to make way for more housing. "When you put cities where there are no roads, where there isn't fire service, there aren't schools, the cost of the infrastructure is going to be borne by the general taxpayer," said Mark Jackson, with the Yes on S.O.S. campaign. But a group of developers, economists and union are sounding the alarm about the initiative, which they say would make the region's housing crisis even worse. A county report found that the public vote would add a year of delay to projects and increase the cost by as much as .3 million. Meanwhile, housing prices would rise as supply remains tight. "Many new officers have young families, and those families are hit the hardest by anti-growth and anti-housing measures like S.O.S.," said Jack Schaeffer, president of the San Diego Police Officers Association. Both sides agree San Diego County needs more housing. However, the proponents of the measure note the general plan already calls for 60,000 new homes for all income levels. Those opposed counter that those would largely be expensive, built on multi-acre lots. They add that this initiative could impact development proposals with as little as six housing units. The initiative made its way to the March ballot after the "yes" campaign got 107,000 signatures. That's the same election in which voters will decide the fate of the massive Newland Sierra development in Escondido, a 2,000-home master plan the county approved in 2018. A voter-led initiative achieved enough signatures to send it to the ballot, and overturn that change to the general plan. 2008
