SAN DIEGO (KGTV) — A measure that would increase property tax bills to pay for thousands of affordable housing units has moved closer to the November ballot.On Tuesday, the San Diego City Council voted 6-3 to support what's called a resolution of necessity about the measure. It directed city staff to prepare language for the council to approve for the November ballot.The San Diego Housing Federation, which brought the measure forward, says it would pave the way for an estimated 7,500 affordable housing units. Of those, 5,000 would be for the homeless and those at risk of becoming homeless, while another 2,500 would be for low-wage working families. "Our hearts say we need to do this and frankly it is cheaper to put people in housing than it is to flood them with emergency services."The proposal would raise property taxes on average 19 cents per ,000 of assessed value, taking a gradual approach over about seven years. Once it is fully in place, an owner of a median priced home of 0,000 would pay an average of about 0 per year. The measure would require a two-thirds majority vote. He’s a mentor for inner-city golfers, a sport often seen as a past-time for the 1 percent. “I played golf across the street from my house from where we lived, on the school ground. It was five of, three of us, that used one golf club,” said Brown. From those humble beginnings in South Carolina, Brown forged a career in professional golf that eventually led him to San Diego. In 1973, he started helping disadvantaged kids learn the game. "What golf teaches to the kids that we've raised through the San Diego inner City Junior Golf Foundation is honor, dignity respect, etiquette, and truly wanting to do something better with their lives.” Brown estimates he has worked with thousands of kids over the years. SAN DIEGO (KGTV) -- A local organization is raising money for a good Samaritan that died in February in Pine Valley. Sunday, the It's All About the Kids Foundation hosted the "Be Like Bob" art show to raise money for a scholarship in Bob Bruno's honor. Bruno died in February when he stopped to help a driver on the I-8 in Pine Valley. While helping, there was another accident and to avoid being hit, Bruno jumped over the side of the guardrail, falling into the canyon below. "I think he would be really honored to know that we were memorializing him this way," said Gwendolyn Sneed, Bruno's long-time partner. SAN DIEGO (KGTV) - A Mesa College professor has pulled thousands of World War II-era letters out of the archives at San Diego State University and written a new book highlighting the Aztecs' contributions to the war effort."No Forgotten Fronts" tells the story of Dr. Loren Post, a professor at SDSU during the war. He asked students to write him letters so he could keep in touch. He then took their letters and created "The Aztec News Letter" so students and families could keep in touch with each other during the war."The letters are very compelling," said Lisa Shapiro, who wrote the book. "They're inspirational and emotional."As a professor at Mesa College, Shapiro wanted a way to understand what some of her Veteran students had gone through. She heard about the letters and started reading them."Once I started, I couldn't stop," she said. "Little by little, what happens is you start to find the stories."Shapiro decided to turn those stories into a book, so more people could learn about the contributions SDSU students made during the war."That was the promise that Dr. Post made," she said. "No one would ever be forgotten."Shapiro said the newsletters that Dr. Post wrote became must-reads around campus. Over time they evolved from simple type-written pages to full-fledged publications."He didn't sugar-coat things," said Shapiro, noting that the newsletters had information about who had died, went missing or been injured. But they also had good news from campus to keep the soldiers connected to their home."By taking their words and sending them back out and showing them they weren't forgotten, this one professor made such an incredible difference in the lives of his students."Shapiro also noted that, through the letters, you get an excellent history of the entire war."You have eyewitness accounts of battles, this is what it feels like to jump out of an airplane. And you have these very touching, moving letters where people talk about grief."The book, "No Forgotten Fronts," is published by the Naval Institute Press and is available online and in stores around San Diego. SAN DIEGO (KGTV) — A man under arrest was hospitalized Sunday night after San Diego Police said he slipped out of his handcuffs and got a hold of an officer's gun, leading to an officer-involved shooting at the department's downtown headquarters.According to police, a 25-year-old Hispanic man was arrested shortly after 6:20 p.m. after an incident at a downtown San Diego hotel. A hotel security guard reported the man was “acting strange” and threatening others.Officers took the man to SDPD headquarters on 1401 Broadway, but just after 8 p.m. police said the man somehow freed himself from his handcuffs while inside the patrol SUV, and then broke a divider that separates the prisoner seat area from the cargo area.Police said it was in the cargo area were the man located an officer’s backpack that contained a backup handgun.Officers went to check on the arrestee after hearing noise and saw that he was still in the vehicle but armed with a gun. Officers drew their weapons but backed up from the car.Police said, “Officers gave the male commands to drop the weapon, but he refused to do so. The male fired at least one round from the handgun.”The officers felt threatened at that point, prompting them to fire at least one round, hitting the man at least once in the torso.According to police, “The male reached out the car window, opened the door and exited the patrol vehicle. He was still armed with the handgun and would not comply with officers’ directions. The male tried to open both the rear cargo compartment and the driver’s door of the patrol vehicle, despite officers’ orders to stop. Because he still posed a threat, a Police Service Dog was deployed on the male. The canine bit the male and officers were able to approach and subdue him. The male was still armed with the handgun at the time of his arrest.”After officers provided aid to the man at the scene, he was taken to the hospital with non-life threatening injuries, according to police.SDPD’s Homicide Unit is investigating the officer-involved shooting.Police stated the following information in a news release:“The names of the officers involved in this incident are not being released at this time, but they have been with the department for 8 years, 6 years and 10 months, respectively.The investigation and review process for an officer-involved shooting is extremely thorough. When the Homicide Unit completes their investigation, it will be reviewed by the San Diego County District Attorney’s Office to determine if the officers bear any criminal liability for their actions. The Internal Affairs Unit will conduct an investigation to determine if there were any policy violations, and the Shooting Review Board will evaluate the tactics used by the officers. The Community Review Board on Police Practices will conduct a review of the incident and provide any appropriate recommendations. The Federal Bureau of Investigations and the United States Attorney’s Office will also be monitoring the investigation.”The San Diego NAACP released the following statement regarding the shooting: 3085
