SAN DIEGO (CNS) - Parole was granted Wednesday for the man who killed a 20-year-old college student and pizza deliveryman in 1995 when he was a 14-year-old gang member.Tony Hicks, now 37, was the first youth in California to be tried as an adult under a law adopted in 1995 that allowed juveniles as young as 14 to be tried as adults for murder. He pleaded guilty to first-degree murder in the death of Tariq Khamisa and was sentenced to 25 years to life in prison. He has served 23 years behind bars.Wednesday's decision, made by the state parole board, now goes to the governor's office for possible approval.Gov. Jerry Brown recently signed Senate Bill 1391, which eliminates the ability to try a defendant under the age of 16 as an adult for any violent crime. Those convicted under the new law will be held in locked juvenile facilities instead of adult prisons."If this law (SB 1391) had been in effect in 1995, Tony (Hicks) would have been prosecuted in Juvenile Court and paroled many years ago,'' said Azim Khamisa, the victim's father. ``The other two individuals involved in the crime were sentenced in Juvenile Court. Tony made a mistake. He has atoned for it in many ways. He has paid his debt to society. It is time for him to be it in many ways. He has paid his debt to society. It is time for him to be released."Tasreen Khamisa also supports the release of her brother's killer. She said that when he was 16, an immature Hicks was incarcerated with some of the most hardened adult offenders in the state at Folsom Prison.According to spokeswoman Tanya Sierra, the San Diego County District Attorney's Office has not written a letter opposing Hicks' parole, nor has it submitted a letter in favor of his release. District Attorney Summer Stephan has the option of taking a position at the hearing, which she is scheduled to attend, along with Deputy District Attorney Richard Sachs, Sierra said.In the wake of his son's murder, Azim Khamisa reached out to Hicks' grandfather in the spirit of forgiveness and founded the Tariq Khamisa Foundation, which ``is dedicated to teaching and inspiring forgiveness, hope and peace in youth and setting them on a path towards opportunity,'' according to the San Diego nonprofit's mission statement.``We plan to bring Tony on to the staff at TKF where he can share his powerful message about the consequences of violence and the benefits of restorative justice with thousands of youth,'' Tasreen Khamisa said. ``The bottom line is that our kids need Tony. He will have a powerful voice in helping stop youth violence.''In preparation for his second chance at freedom, Hicks has earned his GED and college credits toward an associate's degree, according to the foundation. SAN DIEGO (CNS) - The San Diego City Council voted unanimously Monday to expand city-imposed curfews on five local parks in North Park, City Heights and near Balboa Park. The vote will establish a midnight-to-6 a.m. curfew at Cedar Ridge Mini Park, Montclair Neighborhood Park, North Park Community Park and North Park Mini Park and a 9 p.m. to 5 a.m. curfew at City Heights Square Mini Park. The council added curfews to the five parks after residents expressed concerns about people breaking the law after-hours on park grounds. The city does not currently have a blanket park curfew, which would make it illegal to be in a park after a certain time, but many of the city's parks generally close at or some time after sunset. Multiple City Council members expressed concern that the curfews could unfairly target homeless residents. North Park, City Heights and areas adjacent to Balboa Park currently have a significant portion of the city's homeless population. "This is about trying to address legitimate public safety concerns," said City Councilman Chris Ward, who represents the district encompassing all five parks. "A huge focus of mine is to make sure that this is not inappropriately used to criminalize homelessness." With the vote, the five parks will join Children's Park, Gaslamp Square Park, Pantoja Park, the Children's Museum Park, Fault Line Park, Cortez Hill Park and the Spruce Street Pedestrian Bridge as public spaces with overnight curfews. 1473

SAN DIEGO (CNS) -- The San Diego City Council unanimously approved the creation Tuesday of an emergency rental assistance program tied to the ongoing coronavirus pandemic, which will utilize .1 million in federal COVID-19 funds to support thousands of low-income residents experiencing financial hardships.The COVID-19 Emergency Rental Assistance Program will provide up to ,000 per household, assisting around 3,500 households total, according to the San Diego Housing Commission.Applications will be available through the housing commission's website no later than July 20."Our rental assistance program cleared another hurdle today, and in a matter of weeks over million will be directly available to thousands of renters struggling to navigate the financial challenges of the COVID pandemic," said City Councilman Chris Ward, who proposed the program's creation.Ward initially sought to allocate .9 million of the city's 8.5 million federal CARES Act funding for the program, but that amount was pared down following disagreement from other council members."The current .1 million is a start to what I hope is continued relief for residents, especially since this program gives us a mechanism to add funds as they become available," Ward said.To be eligible for the program, households:-- must be located within the city of San Diego-- have a household income at or below 60% of the San Diego Area Median Income-- must not be receiving any rental subsidies-- must not be a tenant of a property owned or managed by the housing commission-- must not have savings to meet their financial needs-- must have eligible immigration status-- must have experienced hardships directly related to COVID-19Priority will be given to families with children and households with people age 62 and older. Itandehui Jiménez, who lives in Linda Vista, said the time has been particularly hard on her children. She is a month and a half late on her ,800 rent. "Right now there's no happy moments, because we can't go out," she said. "We're looking for jobs, stressed, looking to do something to get money for the rent."However, disbursement of funds will otherwise be chosen via a random selection process, according to the housing commission."This program will provide some of the stability these families -- and their landlords-- need as San Diego gradually emerges from this health crisis. The San Diego Housing Commission is pleased to partner with the City of San Diego to implement this program, which builds upon our successful track record of providing housing assistance to families in need," SDHC President and CEO Richard C. All league, local and state health and wellness protocols were being followed, the league reported.USL Championship also postponed Wednesday's Republic FC-Orange County SC game scheduled for Sacramento after the league was notified of a positive COVID-19 test result from a "previous opponent."Republic FC lost to LA Galaxy II, 1-0, last Saturday.USL Championship announced on Thursday that 11 "covered persons" with LA Galaxy II had tested positive in testing conducted Tuesday.USL health and safety protocols require all covered persons to undergo weekly testing. SAN DIEGO (CNS) - Pac-Man is the newest inductee into the Comic-Con Museum's Character Hall of Fame, the San Diego-based museum announced Thursday.Pac-Man "is being honored as the original digital game mascot for his enduring impact he has had on the video game industry and the role of storytelling in games," according to the museum, which is scheduled to partially open in Balboa Park in mid-2021.The iconic, hungry yellow circle will be the second character in the museum's hall of fame. Batman was inducted in the hall of fame's inaugural year in 2019.This year marks the 40th anniversary of Pac-Man, which is the highest- grossing video game ever made, according to the museum. As of 2016, the game had generated more than billion in revenue."We thought Pac-Man would be the perfect addition to the Museum Character Hall of Fame because he inspires a sense of nostalgia in many of us and even though he is turning 40, he is still highly relevant in pop culture today," said Eddie Ibrahim, senior director of programming for the Comic-Con Museum.
