ESCONDIDO, Calif. (KGTV) — New undercover video appears to show signature gatherers pitching falsehoods to voters get them to sign petitions that would force the massive Newland Sierra development to a public vote.The County Board of Supervisors approved the project last month. It calls for more than 2,000 new homes on nearly 2,000 acres north of Deer Springs Road in Escondido. Opponents, backed by the exclusive Golden Door Spa, launched a signature drive to collect about 68,000 signatures from registered voters before Oct. 26. It would delay the project so the public can weigh in at the polls. On Friday, Newland released undercover video purportedly showing the signature gatherers making claims that the development would raise taxes, force people out of their homes, and encompass 430,000 acres. "What they're doing is basically putting in a bunch of homes, stores, casinos, hotels," one petitioner says in the video (the plan does not call for casinos or hotels).Steve Inscoe, who lives in Escondido, said signature gatherers told him that plans called for one million square feet of commercial space (it calls for 81,000), and that there was no plan to mitigate traffic (Newland Sierra says it will spend million on traffic improvements)."We are at a time when we need a whole lot of housing," said Inscoe, who supports the project.But the committee behind the petition says the real story is what's not in the video. Newland Sierra has deployed so-called truth teams that are allegedly the aggressors - an attorney for the committee says they even surround signature gatherers to block them from doing their jobs. It has led to confrontations, plus restraining orders and cease and desist letters from Vons/Albertsons. Rita Brandin, a vice president at Newland Sierra, said the signature gatherers are the ones who get confrontational."When a signature gatherer who is being paid says 'this project will raise taxes,' our truth teams can say 'that's inaccurate.' So because the signature gatherer is the one that signature by signature is making his paycheck, they get aggressive," she said.Newland Sierra sent the committee a cease and desist letter, reserving its right to litigate.In a response, Sean Welch, the attorney for the committee, warned Newland Sierra against any legal action. He noted that the signature gatherers are trained and that the First Amendment provides wide latitude for political expression. "It is beyond dispute that the Newland Sierra Project is extremely controversial, and that a large number of voters throughout San Diego County has long been opposed," Welch wrote. (KGTV) - Residents of a small mobile home park across the street from the proposed Newland Sierra development, Measure B on the March ballot, say they fear a "yes" vote to approve the project could do irreparable damage to their community.Deer Springs Oaks is made up of 32 mobile homes off Deer Springs Road, directly across the street from the Newland Sierra site. That plan, if voters approve, would allow for around 2,100 new homes, along with open space and infrastructure changes. Residents of Deer Springs Oaks, funded by the nearby Golden Door Spa, have been making the case to voters that Measure B will make a bad traffic situation worse and create a dangerous trap in a wildfire zone. But they also worry that the project could have a more direct impact on their homes. The building of Newland Sierra would require the widening of Deer Springs Road, as well as changes to the nearby interchange with I-15. While Newland Sierra developers say these will not affect the mobile home park, the residents say they are not getting any guarantees from Newland Sierra, the County, or CalTrans."We don't know what they're going to do, how they're going to do it," said resident Georgeann Higgins. "They're so arrogant as to not inform us. These are our homes." Lawyers representing many of the residents obtained plans for some of the alternatives being considered by CalTrans. At least two would cause major changes to Deer Springs Oaks, including the possibility of residents losing property and a road being moved to go through the center of the complex."They impact the park big time," said resident Tony Eason. "They would destroy the park."A spokesperson from Newland Sierra told 10News that the maps being used by the residents are outdated. He sent 10News at statement: “This is just another desperate attempt by the Golden Door Spa and its army of lawyers to try to confuse and scare voters. This alternative was one of more than a dozen road improvement alternatives that was studied. It was ultimately rejected by CalTrans and is no longer an option. The real truth is that Measure B will create affordably priced homes for working families with open space, parks and trails - a better choice than the current General Plan that permits a two million square foot mega-commercial development, mansions and parking lots." Ethan Melzer, a 22-year-old US Army private, has been indicted for allegedly plotting a “mass casualty” attack on his Army unit.In its announcement of the indictment, the Department of Justice said that Melzer was sending sensitive military information to members of a neo-Nazi group to help facilitate the attack.Melzer has been charged with conspiring and attempting to murder U.S. nationals, conspiring and attempting to murder military service members, providing and attempting to provide material support to terrorists, and conspiring to murder and maim in a foreign country.The DOJ said that the FBI thwarted the attack in May 2020 before arresting Melzer on June 10.The DOJ said that Melzer was a member of O9A, a group that officials say has participated in acts of violence.Melzer was informed of his unit’s deployment in April 2020. ENCINITAS, Calif. (KGTV) — The victims of Friday's deadly bluff collapse in Encinitas were identified Saturday, as officials reopened the beach but cautioned that the area remained active. Speaking to the press, Encinitas Lifeguard Captain Larry Giles said the site around the collapse will remain taped off from the public as crews continue to assess the stability of the rock."From what we've learned this morning ... the area's still active. [Geotechnical consultant] is concerned about the areas to the side of the current failure failing," Giles said. "The failure is not affecting the structures up top. Geotech is assuring us that is not a factor."RELATED: Three dead, two injured in north San Diego County bluff collapseA 30-foot by 25-foot slab of rock came crashing down onto Grandview Beach at about 3 p.m. Friday, killing one person and injuring four others.
