SAN YSIDRO, Calif. (KGTV) - It’s been two days since 29 year old Frank Stricker drove his truck into a crowd of street vendors near the border in Mexico. Court records from Utah show Stricker should have never been behind the wheel in the first place because he has a suspended license. The court records show Stricker has been arrested six times since 2008 in Utah and has 47 criminal charges, all mostly drug related. RELATED: 'We were fleeing for our lives.' Police say he also had drug paraphernalia in the vehicle when they pulled him over. Mexican authorities tell 10News Stricker is facing charges of attempted homicide and property damages. They expect him to be arraigned Thursday in Mexican court. In the crash Monday afternoon, Stricker hit 17 vehicles, 12 vendor carts and injured three people. (KGTV) - Portions of Santa Barbara County were given mandatory evacuation orders, ahead of an approaching storm and possible mudslides.As of 12 p.m. Thursday, individuals near the Thomas, Sherpa and Whittier fire burn areas in Goleta, Santa Barbara, Montecito, Summerland, and Carpinteria were ordered to evacuate before 6 p.m.A flash flood watch has been issued for areas of Santa Barbara County affected by the Thomas, Whittier, and Sherpa fires starting at 9 p.m. and lasting until 9 a.m. Friday.The storm is expected to hit the Southern California region with moderate to heavy rainfall Thursday. Rains may generate mud and debris flows."The potential for debris flows being triggered is low to moderate. Waterway flows may be rapid and blockage and overtopping in waterways is expected. Roads may be flooded and impassable," a city release said. "People close to and immediately downstream of choke points may be endangered. It is important that community members understand the seriousness of the situation and follow the direction of authorities."TRAFFIC...Highway 101 will be used to facilitate the evacuations. (KGTV) - Months after the massive Equifax data breach, a North County couple got some heart-dropping news from the Internal Revenue Service (IRS).    Jennifer, who asked 10News not to identify her full name, says her accountant was just about to e-file her taxes when she got the letter from the IRS."It said we needed to verify that we filed, and if we had not filed, we had to call them immediately to tell them we hadn't filed," said Jennifer.RELATED: Equifax finds additional 2.4 million impacted by 2017 breachIn short, someone had already filed in her name, raising the suspicions of IRS employees.    "You feel violated. It's scary," said Jennifer.Jennifer spent an hour on the phone with IRS caseworkers, who told her the red flags were immediate."The numbers for the deductions were off, but also the final number on the refund, which must have been way off," said Jennifer.RELATED: San Diego City Attorney announces lawsuit against Experian over massive data breachThe fraudulent tax filing comes almost seven months after the wide-ranging breach at the credit reporting company Equifax."We immediately and proactively froze our credit and then got letters saying both me and my husband had both been compromised," said Jennifer.While they have credit monitoring and froze their credit, that doesn't protect them from fraud, which is a form of identity theft.
