"It also marks the 31st anniversary of China as a beneficiary of the UN development assistance system."Promoting South-South Cooperation and "help each other among the developing countries" is the centerpiece of development cooperation, he said. "As the developing countries are at similar levels of development and facing similar economic and social development problems, they can better appreciate the development needs of each other.""China supports the 'Beyond Aid' initiative proposed in the UN secretary-general's report and emphasizes the need for enhanced policy coherence, host country ownership and capacity building over cash assistance," he said."With the concept of 'blood generation over blood transfusion', China believes that it is better to help host countries build long-term sustainability than to resort to short- term interventions and be overly dependent on foreign aid," he said. "An integrated and holistic approach should therefore be adopted by incorporating trade, investment, technology transfer, capacity building and other elements into the development policies. ""Developing countries should also take the initiative into their own hands in order to identify the policies and solutions most responsive to their own needs," he said."China has tried similar approaches and learned some useful lessons," he said."First, providing non-politically conditioned assistance to developing countries," he said.

BEIJING, Aug.1 (Xinhua) -- China's General Administration of Press and Publication (GAPP) has voiced its support for journalists' rights of supervision after police in an east China county wrongly issued an arrest warrant for a journalist."News organizations have the right to know, interview, cover, criticize and monitor events regarding national and public interests. Journalistic activities by news organizations and their reporters are protected by law," read a statement posted on the GAPP's website.The statement came after police of Suichang County in Zhejiang Province canceled a warrant for Qiu Ziming, a reporter of the Economic Observer News, who was accused of defamation by a publicly-listed company.Qiu had previously been wanted by the police of Suichang after Zhejiang Kan Specialty Material Co., Ltd. (Kan) accused him of defaming the company with fabricated stories.However, police of Lishui City, which administers Suichang, ordered the county's public security bureau to cancel the warrant for Qiu after a review found the warrant failed to meet statutory requirements.Police officials said earlier Friday that the investigation into allegations of defamation against Qiu and his newspaper would continue.

BEIJING, Aug.6 (Xinhua)-- China's Ministry of Finance announced Friday it will float a batch of 273-day book-entry treasury bonds worth 10 billion yuan (1.48 billion U.S. dollars) next week.A statement on the ministry's website said the bonds will be sold at 98.62 yuan per bill, with an annual yield of 1.88 percent.The bill will be sold to the public from Aug. 9 to 11, and become tradable in the exchange markets since Aug. 13, according to the statement.The interest is to be calculated on August 9.This is the 10th batch of its kind launched by the ministry this year.

PARIS, July 8 (Xinhua) -- Legislative bodies of China and France launched their regular parliamentary exchange mechanism on Thursday, vowing to further push forward the Sino-French comprehensive strategic partnership.Wu Bangguo, chairman of the Standing Committee of Chinese National People's Congress (NPC), and Bernard Accoyer, speaker of the French National Assembly, jointly declared the beginning of the first meeting of Sino-French Parliamentary Cooperation Committee.Wu said the launch of the high-level meeting between the two legislative bodies signals the Sino-French parliamentary exchanges were promoted to a new stage.Accoyer said the regular parliamentary exchange mechanism could serve as an important platform for both nations to exchange views on mutual concerns and promote bilateral cooperation in politics, technology, new energy and environmental protection.Ahead of the meeting, Wu and Accoyer held talks on bilateral ties and parliamentary cooperation.Accoyer said France attached great importance to Wu's visit as Wu is the first Chinese top legislator that visited France in 13 years.France regards China as a strategic partner, expecting to expand all-round strategic cooperation with China, boost coordination on international issues, through joint efforts against global financial crisis, climate change and other challenges, he said.Wu said his ongoing visit to France is aimed to build a closer relation between the Chinese NPC and the French National Assembly. BEIJING, July 9 (Xinhua) -- Chinese spent less in June amid surging commodities prices and floods in many of the country's southern provinces, according to the latest reading of an index that gauges consumer confidence on Friday.The Bankcard Consumer Confidence Index (BCCI), compiled by the Xinhua News Agency and the national bank card association China UnionPay, slid to 86.30 in June, down 0.09 points from May.Compared with the same period last year, the June BCCI figure was 0.24 points higher. The index hit a record high of 86.89 in March.The reading in June indicated Chinese bank card spending was affected by surging commodities prices and the floods in southern China.Consumers also turned more conservative in spending due to sluggish performances of domestic stock markets and property markets in June.China's month-on-month economic growth rate is likely to have slowed in June given signs that electricity demand declined remarkably that month and the Purchasing Managers' Index (PMI) for China's manufacturing sector dipped 1.8 percentage points for two months in a run to 52.1 percent in June.Xinhua and UnionPay jointly started compiling the BCCI index in April 2009 based on bank card transaction data and analysis of structural changes in urban consumption.
