SAN DIEGO (KGTV) -- San Diego County and other cities are trying to give businesses and places of worship more options that would allow them to expand into nearby parks, and while some are taking the help, others are finding alternative ways to stay open.Last weekend, in Encinitas, a massive church gathering was organized, with photos of the event posted on social media.At the gathering at Cardiff State Beach, crowds of people were seen singing, praying, and cheering. Most people weren’t wearing masks and not many people were practicing social distancing.RELATED: Concerns over mass crowds gathered for religious gathering at beachThe event was organized by Worship Leader Sean Feucht, but the State Parks Department said the event did not have a permit.That gathering is the type of mass-attendee event that county officials and other local leaders are working to avoid.Earlier this week, county officials warned three local churches after it was reported they were still holding services indoors – a violation of the state’s guidelines for places of worship.In response to the weekend beach gathering, City of Encinitas officials sent ABC 10News a statement saying they are offering temporary commercial use permits for religious services, fitness classes, or other similar types of activities in outdoor recreational areas.RELATED: Health officials warn local churches about holding indoor servicesSeveral weeks ago, Poway leaders launched their own initiative to allow for outdoor operations. Mayor Steve Vaus said they’ve already gotten businesses that are using the park space for fitness classes. He’s also talked to several places of worship and they are working on plans to sign up for park space.Vaus explained the process: “You call our community services department. Of course, social distancing will have to be followed and masks will be required. And they’ll set aside a space for you. And with proper insurance coverage you can use that space for your activities.”County Supervisor Dianne Jacob is looking to expand this option at the county level. SAN DIEGO (KGTV) -- San Diego City Attorney Mara W. Elliott has heard complaints from neighbors and has filed a civil enforcement action to shut down a short-term vacation rental property in La Jolla that has been dubbed a "COVID party mansion."The complaint alleges that defendants are maintaining a public nuisance and engaging in unfair competition, including false advertising at the La Jolla Farms rental property located at 9660 Black Gold Rd. According to city officials, the rental property continues to operate in violation of state and county COVID-19 public health orders.According to a press release, Elliott is seeking civil penalties and a permanent injunction against property owners Mousa Hussain Mushkor and Zahra Ali Kasim, property manager Nital Meshkoor, and Steven S. Barbarich, who leased the property from Mushkor and subleased it as a short-term rental.City officials said the oceanfront mansion has been the subject of at least 30 calls to the San Diego Police Department. Officers have spent more than 173 hours at the property to investigate nuisance activity. Most of the incidents involved raucous parties, some of which had up to 300 attendees.Elliott said about a dozen of the party complaints came during the COVID-19 pandemic, while public health orders prohibited large gatherings.According to the press release, concerns about the property were brought to the City Attorney’s Office by San Diego police and by neighbors who reported that the situation was "becoming more pronounced as the COVID-19 pandemic progressed." “Shutting down dangerous party houses protects the public health by preventing COVID super-spreader events and other illegal behavior,” Elliott said. “It’s unfortunate that San Diego does not have short term rental regulations in place. Relief for this neighborhood would have come much sooner. Instead we must rely on time-intensive prosecutions at significant taxpayer expense.”According to the press release, gunfire was reported to police during a party in May of 2019. Officers arrived and found a large party in progress. Partygoers questioned by police admitted gunshots were fired during a fight that had occurred earlier. Police found shell casings outside the property and a neighbor found an additional casing the next day and turned it over to police. The City Attorney's Office assembled evidence from investigations by SDPD, the Code Enforcement Division of the City’s Development Services Department, the County Health & Human Services Department, and the City Fire Marshal. SAN DIEGO (KGTV) — Residents of several inland North County communities tell 10News they are fed up with the numerous delays which have led to a series of road improvement projects to take more than two years to complete.The most impactful is the widening of Rancho Bernardo Road between I-15 and Bernardo Center Drive.Work on that stretch began in February of 2017 and was projected to take six to seven months. It's almost a year past that point. Residents say rush hour traffic in the area is traffic, and say that the narrower lanes caused by the road work are a safety hazard.RELATED: Couple warns of loose temporary road markers along Highway 79One woman said she almost hit a person, another said she witnessed an accident, and a man says his car clipped temporary fencing along the project twice.The project is being managed by a private developer who agreed to do the road work as part of the approval for their new housing project five miles away in Black Mountain Ranch.10News confirmed with the City of San Diego and the office of Councilmember Mark Kersey that the developer has missed multiple deadlines. SAN DIEGO (KGTV) - Ralphs grocery stores are extending their hours to help seniors and provide greater flexibility for the general public, according to Director of Corporate Affairs John Votava.All stores will open at 6 a.m. - 7:30 a.m. for shoppers 60 years and older. "They're the most vulnerable population out there today, so we want to make sure they have time to come into our stores and shop uninhibited," Votava said.Locations will remain open to the public until at least 10 p.m., some will stay open later.Ralphs is also offering free pharmacy delivery for most locations and free pickup service for most grocery orders. Families took advantage of the pickup service Sunday at the Ralphs in Mission Valley. "I think it's going to make people feel comfortable shopping in a different way. If you can order online or call it in for sure," Tim Earp said through a mask.Votava said they're working on other safety features to protect customers and their employees. Plexiglass will be installed next week at checkout counters, and decals are already on the floor to encourage social distancing at checkout.Votava also said employees are allowed to wear masks and gloves while they work.He does have one request for anyone in the store, "if you see a senior who is shopping throughout the day, please let them cut to the front of the line so they can get in and out of the store safely."Votava said this is the new normal for now, and the store hours will reflect that indefinitely. SAN DIEGO (KGTV) -- Residents downtown are fighting against adding more low-income housing. They say it's only making the homeless problem worse. Merle Jones moved to this East Village high rise for the views and the lush lifestyle."It's categorized as a luxury apartment complex, and there's nothing really luxury about it at all right now," said Jones. Homeless people frequent the streets and sidewalks outside the property. "There was a knife fight that broke out and that was in the afternoon," said Jones. "My girlfriend she's not even comfortable walking outside alone so its an issue."In an effort to fight the deadly Hepatitis A outbreak,  more shelters and housing solutions are popping up downtown. One of them is a 16-story high rise for low-income families on 14th and Commercial Streets. "I don’t believe that's a good idea," said Jones. "I think they need to clean up the area because when you have that type of housing, it attracts attention from other areas."The high rise is one of five Father Joe's projects to add about 2,500 affordable housing units. One-third of them would be downtown. More than 500 people signed an online petition to move more housing solutions to other parts of the county. "I think it would be a nice distribution of the concentration of it so that way it's not just one area and one area's problem," said Jones. For now, he's stuck paying high rent for a view he's not happy with.  "I pay quite a bit, so I expect a certain level of lifestyle when I'm living here," said Jones. "When my lease is up, I do plan on moving towards the other end of downtown that’s a little safer and a lot cleaner."The building is set to open January 2021.  1830
