The government of the Democratic Republic of Congo declared an outbreak of Ebola hemorrhagic fever, a rare and deadly disease, on Tuesday, the World Health Organization reported. The declaration came after laboratory results confirmed two cases of the disease in the province of Bikoro."Our top priority is to get to Bikoro to work alongside the Government of the Democratic Republic of the Congo and partners to reduce the loss of life and suffering related to this new Ebola virus disease outbreak," said Dr Peter Salama, WHO Deputy Director-General, Emergency Preparedness and Response. "Working with partners and responding early and in a coordinated way will be vital to containing this deadly disease."This is Congo's ninth outbreak of Ebola virus disease since the discovery of the virus in the country in 1976. In the past five weeks, there have been 21 suspected cases of viral hemorrhagic fever, including 17 deaths.Ebola virus disease, which most commonly affects people and nonhuman primates (monkeys, gorillas and chimpanzees), is caused by one of five Ebola viruses.The WHO said it is working closely with the government to rapidly scale up its operations and mobilize health partners, including Medicin sans Frontieres (Doctors Without Borders), using the model of a successful response to a similar Ebola outbreak in 2017.  1352

The officer who fired the gunshots in a deadly swatting prank will not be charged as a Wichita, Kansas prosecutor ruled that the officer "acted reasonably," the Wichita Eagle reported on Thursday.Andrew Finch was killed on Dec. 28 after a prankster called the Wichita Police claiming that Finch was holding the caller hostage, and that multiple others had been shot. When police entered the home, they did not know at the time that the call was a prank. District Attorney Marc Bennett said Thursday that officers believed that Finch was reaching for a gun at the time of the shooting. Officers claimed that Finch was reaching for his waistband, and did not follow instructions to keep his hands up. "This shooting should not have happened," Bennett told the Wichita Eagle. "The officer's decision was made in the context of the false call."Finch was shot roughly 10 seconds after he opened the door. An autopsy confirmed that Finch was wounded by multiple bullet fragments, the Eagle reported. "The family's devastated and the family is disappointed by the decision of the district attorney today," Finch's family attorney told the Eagle. President Barack Obama attempted to fill the seat, but Republicans in the Senate blocked the appointment.Senate Minority Leader Chuck Schumer reminded Senate Majority Leader Mitch McConnell on Friday of that fact.“The American people should have a voice in the selection of their next Supreme Court Justice. Therefore, this vacancy should not be filled until we have a new president,” Schumer tweeted, which were the exact words used by McConnell in 2016.On Friday, McConnell confirmed that a potential nominee would get a vote in the Senate, but there are questions on whether a potential nominee would have enough support to be confirmed. "President Trump’s nominee will receive a vote on the floor of the United States Senate," McConnell said. McConnell said this situation is different because Republicans control the White House. "Americans reelected our majority in 2016 and expanded it in 2018 because we pledged to work with President Trump and support his agenda, particularly his outstanding appointments to the federal judiciary. Once again, we will keep our promise," McConnell said.Just last week, Trump released a list of potential Supreme Court nominees. That list can be seen here.Joe Biden agreed with Schumer. "The voters should pick a President, and that President should select a successor to Justice Ginsburg," Biden said. "This was the position that the Republican Senate took in 2016, when there were nearly nine months before the election. That is the position the United States Senate must take now, when the election is less than two months away. We are talking about the Constitution and the Supreme Court. That institution should not be subject to politics."HOW A SUPREME COURT JUSTICE IS CONFIRMED- The president nominates a replacement to be vetted by the Supreme Court.- After vetting the nominee, the Senate may take a vote to accept the nomination. The vote nomination must have 51 votes in order to pass. If there is a tie, the vice president can vote to break a tie.- There are 53 Republicans in the US Senate. The holiday season is here and small businesses, particularly restaurants, need all the help they can get.Many have had to close their doors a second time as coronavirus cases soar and more states implement more stringent shutdown measures.“We’ve got to do what we’ve got to do,” said Alejandro Landa, a server at his family’s diner in Denver.Last week, Landa’s family had to decrease its indoor dining capacity from 50 percent to zero as the state implemented its “code red” COVID-19 lockdown, which only allows for limited outdoor dining, while also allowing to-go and delivery orders.He says the family learned that tips on any take out orders are a big help. Most servers rely on them for most of their income.“This is all we have right now,” said Landa. “It’s a family restaurant. It’s just my mom, my two sisters, and my grandma at home. It’s all we have, and we really need to keep it up because there’s no other place to go.”Other restaurants suggest checking to see if gift cards are available. Purchasing one can give the establishment a quick influx of cash, while offering the guest a dining experience once things return to normal once more.“When our GM said we won’t be able to do dine-in for close to the rest of the year, we’re like that’s crazy talk, this is going to get better,” said Sierra Taruini, an assistant manager at an Italian Eatery. “It hasn’t gotten better. I’m a little biased but I think our food would make for a great gift.”Tarquini is one of four people on staff at diFranco’s. Typically, the bistro employs 8-10 people, but the initial and subsequent lockdowns have forced them to cut staff to barely stay profitable.Tarquini says food delivery services such as Uber Eats and Door Dash can give them additional revenue, but she suggests ordering the food from the restaurant’s website directly. Oftentimes, those carrier services charge the restaurants a small fee per order. Tarquini says by calling the restaurant directly, they can save a few additional dollars, and more menu options may be available.“The phone doesn’t stop and that has really helped me,” said Ron Robinson, owner of Gaetano’s, an upscale Italian restaurant.Robinson says he never tried takeout before COVID because his dishes are made fresh and transporting them with the same quality can be difficult. Ever since he adjusted as a way to stay in business, however, he says people have shown massive support as they order directly from him for date nights and other occasions.“I had a guy the other night come in and get eight martinis to go,” said Robinson. “You know, they buy bottles of wine to go, so every little bit helps.”Robinson says if a restaurant offers alcohol, ordering a craft cocktail to go is beneficial.
