SAN DIEGO (KGTV) -- Police are asking that additional victims come forward in a San Diego sexual assault case. According to police, Seth Roberts, 18, was arrested on December 5 for multiple sexual assaults around San Diego County that happened between early October and late November. Based on the circumstances of the cases, the San Diego Police Department Sex Crimes Unit is looking for additional victims or anyone with information. According to police, Roberts reportedly identified himself to young women and befriended them by telling them he’s from out-of-state before sexually assaulting them. According to public records, Roberts was previously arrested in Oklahoma for harboring a runaway child felon. Records also show that in April of 2018, a permanent protective order was issued against Roberts in Oklahoma. The order was filed on behalf of a 16-year-old who says Roberts inappropriately touched her even after she asked him to stop. The protective order goes on to say the victim's mother wanted criminal charges filed, but none are listed. He is currently being held on ,250,000 bail. SAN DIEGO (KGTV) - On Wednesday, the San Diego Police Department issued a press release in which the Chief reaffirmed his commitment to unbiased policing, months before the anticipated release of a new report about officers stopping people in the field. It comes amid community concern over a different report that suggests that minorities are stopped at higher rates.Over FaceTime on Wednesday, 10News spoke with Chris Burbank, a retired police chief from Utah who is now working with the Center for Policing Equity. It’s a nonprofit that looks at data surrounding police interactions with the community. “We try and reduce the disparity that exists in law enforcement today, throughout the country,” he adds.In September, his team partnered with SDPD to start analyzing the department’s stop data for a new report that should be released in about six months. Wednesday’s press release states in part, “Police Chief David Nisleit [reaffirms] his commitment to reviewing internal operations and making any necessary changes based on the report's findings."Last week, a separate ACLU-commissioned report was released that caused some community concern. According to the ACLU, records from SDPD and the San Diego County Sheriff's Department show a pattern of discriminatory policing against black people and people with disabilities. SDPD has not issued a formal comment on the ACLU-commissioned report. Last week, the San Diego County Sheriff’s Department sent 10News the following statement. “The San Diego Sheriff's Department is committed to providing the highest level of public safety in all the neighborhoods we serve. We expect all of our stops, detentions, arrests, and searches to be constitutional and within Sheriff's policy. We regularly meet with community groups which allow us to address concerns and continue to build trust with the citizens of San Diego County. We have just been made aware of a report evaluating policing in San Diego. It would be premature to speak about the findings prior to reading and evaluating the methodology used to reach the conclusions presented in the report. However, at a glance some of the statistics in the report do not correlate with our numbers. For example, the report seems to overstate the rate at which Blacks and Hispanics are stopped within Sheriff's jurisdictions. The numbers in the ACLU report do not appear to be consistent with our data. Once we have had ample time to review the report, we will provide a more comprehensive response.”10News reached out to the Sheriff’s Department again on Wednesday for any new comment. SAN DIEGO (KGTV) - Passengers in a deadly bus crash near Fallbrook on I-15 Saturday suffered broken bones, cuts and scrapes, according to California Highway Patrol.A 23-year-old woman from Mexico, a 73-year-old woman from Pasadena, and a 67-year-old woman from Riverside lost their lives in the crash.In a press release CHP stated 8 of the 20 passengers were from Mexico, one was from Temecula and the others were from Southern California. Their ages range from 5-years-old to 75-years-old.READ RELATED: At least three dead, 18 injured in bus rollover on Interstate 15The 5-year-old boy who was airlifted to the University of Riverside Health Services Medical Center has life threatening head injuries. He was from Mexico.Four passengers are being cared for at Inland Valley Medical Center. Seven are being treated at Temecula Valley Medical Center. Five are at the Palomar Medical Center.CHP issued a correction, saying there were 21 people total on the bus, instead of 22 as they reported Saturday. The error came from double counting the driver.CHP said the National Transportation and Safety Board is arriving Monday to investigate the crash.The bus crashed off the side of South Bound I-15 around 10:25 a.m. Saturday while rain was falling south of Fallbrook. 1272

SAN DIEGO (KGTV) -- Police Wednesday identified the Border Patrol agents and suspect they say knocked an agent off his ATV before being shot.Agents Micah Owens and Brandon Brandt reportedly shot the suspect, Francisco Javier Gutierrez-Alvarado, during the incident.Alvarado was taken to the hospital with non-life threatening injuries and no agents were seriously injured, police say.RELATED: Man shot by Border Patrol after knocking agent off ATV with rock, authorities sayDuring an initial investigation, authorities learned that a Border Patrol agent was on patrol on an ATV in the area of Spooner’s Mesa when he was hit with a rock and knocked off the vehicle by Alvarado.The suspect rode away on the ATV and was chased by several other agents before losing control and crashing into a fence.During the chase, both agents reportedly shot at Alvarado, striking him at least once. Alvarado is being charged with assaulting a federal officer. The San Diego Police Department is handling the investigation. 1019

SAN DIEGO (KGTV) - On Monday, San Diego City Attorney Mara Elliott announced that the courts officially ordered the closure of a notorious independent living facility home off Ewing Street in the College Area, following a lawsuit brought by the City last November.“The circumstances were egregious,” Elliott told ABC 10News on Monday. She said the facility is no longer allowed to operate anywhere in San Diego County.“It was filthy. There were bed bugs. There were roaches. The air quality was not good,” she added. Officers had reportedly been called out nearly 300 times for issues like disturbing the peace and suicide threats.Now, the facility’s manager, operator and owners are ordered to pay a collective 7,000 in fines and restitution for victims.Eric Ching represents the homeowners who claim they had no idea the property was being used as an independent living facility. “They’re in Hong Kong. They’re elderly…they own this property [and] have a property manager that was supposed to manage this property. They were unaware of this problem until last year,” he told ABC 10News.Generally, independent living facilities provide the most vulnerable people with a last chance for housing before becoming homeless. This house had ten people living inside using disability checks to pay rent of up to ,000 a month.Elliott said the closure was part of a bigger crackdown. “It is one of our biggest objectives at the City Attorney's Office. We feel like we're the office that can stand up for the little guy…the most vulnerable [person] who otherwise would have nobody else to call,” she added.Elliott said that the facility’s operator, Mark Rogers, is charged with elder abuse and threats in a separate criminal case, which is still unresolved in the courts.ABC 10 News reached out to the attorneys for the other parties involved and are waiting for replies. 1875
