SAN DIEGO (KGTV) -- The City of San Diego is moving forward with a plan to underground utilities in eight neighborhoods throughout the city. In a meeting Monday, San Diego’s City Council voted to establish underground utility districts. The district's would include the neighborhoods of Otay Mesa-Nestor, San Ysidro, Clairemont Mesa, Encanto, Southeastern/ Skyline-Paradise Hills, College Area, Navajo, and Mid-City: Eastern Area. So far, the City of San Diego has moved roughly 400 miles of utilities underground. RELATED: SDG&E moves 20 miles of power lines undergroundAlthough Monday's meeting marked the first step in the process, the city says construction won’t begin for several more years. In total, the project is estimated to cost more than .2 million, including .5 million for the electrical utility work and .7 for related work, including administration, streetlight replacement, street resurfacing and related work. Recently, the city increased staff to accommodate more undergrounding districts and increase customer service. The funds come from a surcharge customers pay through SDG&E and an electric tariff known as Rule 20A. The map below shows all the undergrounding projects in the City of San Diego. SAN DIEGO (KGTV) - Students spent Friday gathering their belongings and saying goodbye to their peers at the Art Institute of San Diego.The school's operator, the for-profit Argosy University, shut down the campus after court documents alleged it misused millions of dollars in federal funds. The move left many students angry and wondering what's next. "I feel so empty," said Marjan Razavi, about six months from graduating and ,000 in debt. "I lose my job and my education at the same time."The Institute's closure is the latest for-profit run school to abruptly shut down in San Diego. In 2018, Brightwood College closed its doors. In 2016, the giant I.T.T. Technical Institute shuttered. Derek Abbey runs the Veterans Center at San Diego State University, a population he says the for-profits target because of their education benefits. Abbey said the schools often make grand job promises, but charge higher tuition than public universities (a federal study showed double), but spend a lot of that money on advertising. "They're getting out in front of the populations that they expect are going to come to their school, and often times those are under represented populations that don't know the higher education systems," Abbey said. Abbey teaches the alternative options like attending community college and transferring to a public university - many now offering the convenience of online classes. About twenty colleges participated in a transfer fair at the art institute building Friday. Students also can request loan forgiveness, however that would involve canceling some, or all, of the credits they've earned so far. SAN DIEGO (KGTV) -- The next time you hop in your car and drive through North Park, you could encounter one of 18 new traffic circles aimed to slow down drivers and promote caution and awareness. The executive director of SANGAG, Hasan Ikhrata, spoke Wednesday about the status of 18 intersection makeovers that include roundabouts similar one off Landis and Utah."It's obvious cars and bikes don't mix well together, especially if there's speeding involved so to overcome these we try our best to do things like this, but also make sure where we can, separate bikes from traffic so residents can bike without fear of being hit by a car," Ikhrata said.So far, million has been dropped for the Georgia Meade & Landis Bikeway project, funded by TransNet. Construction for the new additions are halfway done and although some neighbors aren't so keen about the new roadways, "people who want to go fast do go fast still, they still race. They have enough room to almost go straight through the circle." Others like 11-year North Park resident, Andrea, Linan, already feel more at ease, "traffic on this street especially, people go fast. I do cycling and you just have to be really careful about not getting hit so I don't mind roundabouts."SANDAG said since stay at home orders, the amount of people riding bikes went up 12%. SANDAG's executive director said despite conflicting arguments regarding the amount spent on the Bikeway project, "we have the data to support investing more in the Bikeway program, and I hope San Diego will have a connected network that's safe for our residents."The project has been in the works since 2013. SANDAG said the process included community meetings, public workshops and hearings so neighbors can chime in. 1760

  

SAN DIEGO (KGTV) - The California Attorney General’s office sent a warning to HiCaliber Horse Rescue in Valley Center, days after a Team 10 investigation into the group’s practices.The rescue is delinquent with the Registry of Charitable Trusts for failing, in part, to submit its 2016 taxes, according to the Attorney General’s office.HiCaliber told Team 10 investigator Jennifer Kastner it was honest mistake that’s being addressed.RELATED: Questions of fraud and abuse at prominent horse rescueThe group told 10News it received an extension on its 2016 taxes because of a personal emergency.The rescue recently came under fire for euthanasia and questionable fundraising practices. 692
