SAN DIEGO (KGTV) — Navy Region Southwest has a brand new, state of the art headquarters on land that was recently a barren lot, and they didn’t have to pay for it.The 15-acre plot sits on Pacific Highway near the USS Midway and has been owned by the Navy for about a hundred years. Navy Region Southwest Executive Director Joe Stuyvesant said it was once a hub for ships.“Ships would come in and refuel, replenish, resupply so it was mostly supply warehousing and things that were here,” he said.RELATED: Massive biotech hub planned for San Diego's waterfrontEventually, ships stopped coming to the area and instead stopped at other nearby bases. The warehouses that were built remained, and the Navy turned those into office buildings. Now, just one warehouse stands. This is the old building for Navy offices and will soon be torn down now that the new headquarters opened in October.Stuyvesant estimated the cost of their new building at around 5,000,000, explaining the deal they made so the Navy did not have to pay for the facility.“In return for leasing that land to the developer, they would build the Navy a new headquarters building,” he said.Manchester Financial Group signed a lease on the land in 2006, agreeing to fund the 17-story, 373,000-square-foot building. The inside of the building features historic Navy photos, offices, conference space, a gym for employees, and the oceanfront view. A restaurant for the public will also be added to the first floor.Construction on the new Navy facility started in 2018 and ended in 2020. Now, the last remaining warehouse that once housed the Navy offices is set to be torn down.“It really as underutilized and frankly not an attractive parcel to be really on the front doorstep of San Diego,” said Stuyvesant.Earlier in 2020, Manchester sold part of the lot to IQHQ, which is currently building a science hub. Manchester still holds part of the property and plans to build a hotel and plaza on that space.Stuyvesant said this deal is a win-win because the Navy got a new facility that they would not otherwise be able to fund, and the city will benefit from a nicer view and the taxes that come from the property.“The money that we have for facilities really needs to be focused on building piers, building electrical infrastructure, building hangars for the aircrafts, repairing runways,” said Stuyvesant. 2377

SAN DIEGO (KGTV) – On Friday, the president of San Diego's Christian Youth Theater (CYT) held a press conference addressing this week's claims by several former students that they experienced sexual misconduct or sexual abuse by former teachers.CYT President Janie Russell Cox said the San Diego branch will remain dark until further notice as they investigate these abuse claims. “We are fully committed to the safety of every single child and we are grieving for every single individual whom we love and we care so deeply for. We apologize. [We] love you,” Cox added.The El Cajon-based program was founded 40 years ago and is for students ranging from 4 years old to 18 years old. CYT claims to be the largest youth theater group in the country with branches nationwide.Artist Brian Justin Crum, who went on to become a finalist on America's Got Talent, told ABC10 News on Friday that when he was 13 years old, his former CYT teacher invited him to a gay pride event. “I remember him questioning my sexuality and saying basically, like, you should come to this thing and see what you think and see how you feel when you're there and we can go together. I'll take you,” Crum said. “It was creepy. It felt inappropriate.”Crum said he was not assaulted but boundaries were crossed. “There was definitely a culture there where the teachers and the students were too close,” he added.On Tuesday, attorney Jessica Pride told ABC10 News that she's representing a former student who claims to have been sexually abused and several other former students have been contacting the law firm. “I think over the next couple of weeks as things unfold, you're going to see that this was just rampant at CYT and that they didn't do anything to protect these children,” said Pride.When asked Friday about whether staff ignored complaints from former students against former teachers, Cox replied, “I can't answer that. I don't have enough knowledge to know what decisions were made at that time and that's part of our investigation to find out.”Cox told reporters that CYT is starting a diversity committee and looking at doing restructuring to diminish favoritism, nepotism, and discrimination. SAN DIEGO (KGTV) - Most school districts in San Diego County are still figuring out how to reopen classrooms in the fall. On Wednesday, the Office of Education released new guidance on how districts and charter schools can do that safely. They put out comprehensive guidance that includes recommendations to alter many aspects of everyday life for parents, students, and teachers. It includes symptom screening, altering classroom layouts to support physical distancing. They also recommend frequently cleaning common areas, wearing face coverings, and restricting visitor access. "Recommendations about not using water fountains because of the multiple touches there, or about spacing desks as far apart as practicable so that you can have distancing," said Watson, Chief of Staff with the Office of Education. On Tuesday, the San Diego Unified District approved their reopening plan. It would allow parents to decide whether or not to send their kids back to campus or continue online learning at home. The Grossmont Union High School District says they're currently conducting input sessions with focus groups. They tell ABC 10News they hope to have a plan in place for board approval by early to mid-July. The Poway Unified School District says they'll have a plan by June 25. Their superintendent released survey results with parents, showing 59% of families want students to return to campus full-time. Meanwhile, 41% say they would prefer a blended or virtual learning option to continue. The Sweetwater Union High School District is hosting a virtual town hall on June 18 where parents can give input on what changes they hope to see. For 42 districts and more than 100 charter schools in San Diego County, the next school year will look very different. "Have a way of keeping records so that if someone ends up testing positive you can do the contact tracing to be able to go back and figure out with whom they've had contact," said Watson. "We really wanted to plan for every eventually, every possibility so that schools can be prepared."The Office of Education also recommends all schools keep the option of distance learning for families who prefer it. 2630

SAN DIEGO (KGTV) - One man was injured in a stabbing in Spring Valley Sunday evening, according to the San Diego Sheriff's Department.Deputies said that a man between the ages of 40 and 50 was transported to the hospital after another man stabbed him, and he is expected to survive.The call to the residence near Dale Avenue and S. Bonita St. came in shortly after 6 p.m. Sunday.Deputies said that a weapon was found, and they are currently investigating.This is a developing story. 10News will update as information becomes available.  559

SAN DIEGO (KGTV) — Police are searching for the man they say shot at two people in a Clairemont strip mall before fleeing in an SUV Wednesday morning.Police say a heavy-set Hispanic man shot at two men in the 5600 block of Balboa Ave. at about 9:30 a.m. The two men were standing near or were inside a red Ford Mustang, San Diego Police added.One of the victim fled the area on foot, while the other victim, a 21-year-old man, drove himself to a nearby urgent car facility. He was treated for a gunshot wound to the upper leg.The suspect was a passenger in a white GMC SUV that was being driven by a woman, SDPD said.
