SAN DIEGO (KGTV) - More than five percent of San Diego homeowners owe more on their mortgages than their homes are even worth, according to a new Zillow report.A total of 23,290 homes in the region are in negative equity, meaning a home's value is lower than the balances on the mortgage. About 1,906 of those homeowners owe at least twice as much as their homes are currently worth, the report says.San Diego's amount of underwater homes compares elsewhere in the state to 19,479 homes in Sacramento, 20,179 homes in San Francisco, and 46,147 in Riverside.MAKING IT IN SAN DIEGO:  604

SAN DIEGO (KGTV) - On Friday, San Diego Police Chief David Nisleit held a press conference to address the controversy surrounding the recent “awards for arrests” program email. It was the chief’s first press conference on a department matter since taking the seat two weeks ago. He announced that a formal investigation had been launched to figure out how the program details were sent out to officers without getting prior approval from supervisors. 10News broke the story earlier this week, after a San Diego police officer approached Team 10 to share information about a program email he found “unethical”. The email was sent last Friday from a sergeant to more than 90 officers in SDPD’s Southern Division. It outlined a new voluntary program offering points to officers who make more drug arrests and give out more drug citations. The highest point-earners would have the opportunity to work in specialized units for up to a month. “Let me make this very clear. San Diego Police Department doesn't have a quota system,” said Nisleit on Friday. “I can tell you right now [that] this program was never authorized, nor was it ever implemented and nor did anybody ever receive any rewards for making arrest,” he added, along with, “This program was never intended to target anyone from a specific group, race or socio-economic class.” However, the timeline would suggest that the program was briefly implemented. The email was released last Friday morning. The chief says he stopped the program last Saturday. An official retraction email was sent Monday afternoon.  Chief Nisleit told reporters he reviewed the number of arrests in the Southern Division and they have not spiked, suggesting officers were not participating in any incentive program. The original email sent by the sergeant reads in part, “there are similar programs going on in other divisions.” The chief told reporters he has no knowledge of any other point system program taking place anywhere else in the department. Any disciplinary action for the email and program are contingent upon the results of the investigation. 2156

SAN DIEGO (KGTV) - Newly unsealed court documents reveal how investigators were able to identify the suspected Church's Chicken shooter.Albert Lee Blake, 49, was arrested weeks after the shooting erupted inside of the Otay Mesa West restaurant. Blake is accused of shooting three employees and killing Maribel Ibanez. The shooting happened after an argument stemming from Blake allegedly trying to use a fake 0 dollar bill to purchase food. A number of witnesses gave similar descriptions of the man seen shooting inside of the Church's Chicken. Witnesses reported the man coming back into the restaurant after the argument, standing in line, then shooting at employees. They also said he calmly walked away after and got into a blue sedan.RELATED COVERAGE: Court documents reveal details in Church's Chicken murder investigationAccording to search warrant affidavits, surveillance footage from the area revealed the car used by the alleged shooter. Police ran the license plate through their database and found a match. The same vehicle was connected to a stop in September and the driver then was Albert Blake. Blake was captured in Memphis, Tenn., and brought back to San Diego where he was formally charged.The documents don't reveal how he was tracked down to Tennessee.He was charged with one count of murder and two counts of attempted murder. SAN DIEGO (KGTV) -- Police are searching for a suspect who reportedly stole a cello worth 0,000 from a Mission Valley hotel room.According to police, the incident happened on August 8 between 8 and 10 p.m. at the Town and Country hotel on the 500 block of Hotel Circle North.Police say the suspect forced their way into the hotel room, which was unoccupied at the time, and stole several items, including the rare, custom-made cello.The cello was made by Mario Miralles and has a label that reads “Mario Miralles 2010 Alta Dena California”. The cello is valued at 0,000.Anyone with information is asked to call Crime Stoppers at 888-580-8477. Crime Stoppers is offering up to a ,000 reward for information leading to an arrest. 743
