BEIJING, June 10 (Xinhua) -- China's foreign exchange regulator said Thursday it will strengthen monitoring of cross-border capital flows to reduce risk.The regulator will keep a close watch on the economic and financial situation home and abroad this year, the State Administration of Foreign Exchange (SAFE) said in its annual report on management of foreign exchange posted on its website.It will also enhance its monitoring of abnormal cross-border capital flows by cracking down on illegal private banks and internet-based speculation in foreign exchange.The SAFE will maintain a prudent approach to managing foreign currency reserves and will continue to improve its diversification strategy.China's balance of payments continue to expand, albeit slowly, despite the impact of the global financial crisis.At the end of 2009, China's foreign exchange reserves hit 2.4 trillion U.S. dollars, a 453 billion U.S. dollar increase from the end of 2008.China had gold reserves of 1,054 tonnes at the end of last year, the fifth largest in the world.Although gold has commodity and monetary properties, the global gold market is relatively small and illiquid, the report noted, adding that because of its volatile price and high cost of holding and trading, gold has limited utility in asset allocation.

CHENGDU, July 17 (Xinhua) -- At least 13 people were killed and 23 others remained missing after the worst rainstorm of this year lashed Sichuan Province Thursday night, the provincial flood control authorities said Saturday.The victims were killed by mountain torrents, landslides, house collapses or other rain-triggered disasters, according to Sichuan's flood control and drought relief headquarters.The rain forced the Shuangliu International Airport in Chengdu, capital of Sichuan, to close Friday, affecting more than 100 flights and at least 10,000 passengers.The rain stopped in Chengdu Saturday and the airport was working around the clock to handle a record 640 flight landings and takeoffs.Many Chinese regions have reported casualties and losses caused by the rain.Hubei Province has seen 59 people dead and four missing by Saturday since heavy rains began to hit many regions on July 3, which incurred 8.92 billion yuan in economic losses.Shaanxi Province has reported four deaths since Thursday when downpours began to hit 13 counties and forced the evacuation of 260 people.The Three Gorges Dam on the Yangtze River, China's longest, raised water discharge speed again Saturday to save dam space for another round of rainfall coming in two or three days.The Three Gorges navigation administration said Saturday that it will close the ship lock if the floods gush in at a speed of up to 45,000 cubic meters per second.At least 146 people had been confirmed dead and 40 are missing in continuous rainstorms and consequent floods, reportedly worst in years in some regions, according to the Civil Affairs Ministry.

  

BEIJING, June 29 (Xinhua) -- The quake zone of Yushu in northwest China has received donations valued at over 8.5 billion yuan (about 1.25 billion U.S. dollars) as of Monday, with about 90 percent being in cash and the remaining in relief materials, said the civil affairs ministry.The ministry said in a statement that it received 2.407 billion yuan while the Qinghai provincial government of the quake zone received nearly 2 billion yuan in donations, with the Red Cross Society of China and the China Charity Federation each raising about 2 billion yuan.About ten percent of the total donations had been allocated to quake relief work along with reconstruction and restoration, the statement said.Yushu was hit by a 7.1-magnitude quake on April 14, with more than 2,200 people being killed and thousands of homes flattened.Vice Premier Hui Liangyu said on June 20 that the government would soon implement a reconstruction plan for the area, which sets a goal to accomplish major reconstruction tasks within three years.

  

BEIJING, July 4 (Xinhua) -- Authorities in different fields, as well as local governments around China, have been engaged in implementing the central authorities' strategic plans for the far western Xinjiang Uygur Autonomous Region to achieve what authorities have described as leapfrog development and lasting stability.The following are some key facts about China's efforts over the past month since the central work conference on Xinjiang's development concluded on May 19:-- In late May, the Ministry of Culture decided to launch several projects to strengthen the cultural heritage protection and cultural market supervision and boost the culture industry in Xinjiang. A working staff walks at the Xinjiang Islamic Scripture College in Urumqi, capital of northwest China's Xinjiang Uygur Autonomous Region, June 26, 2010. High school graduated students aged 18 to 25 across Xinjiang will be enrolled in the college, giving lectures in both Ugyur language and Arabic. Graduates of the college will receive a religious bachelor's degree and serve in mosques and Islamic associations across the region.-- Also in late May, the Ministry of Transport issued a statement jointly with Xinjiang's regional government pledging to spend more money-- which will cover 50 percent of the construction costs-- for road building in Xinjiang.-- On June 1 the regulation on reform of resource taxes in Xinjiang, which was jointly issued by the Ministry of Finance and the State Administration of Taxation, took effect, marking Xinjiang as the first region in China to begin such reform.The regulation provides a shift to taxing crude oil and natural gas by price, rather than volume. The reform aims to raise local revenue for the resource-rich Xinjiang.-- From June 9 to June 12, officials of central governmental departments, including the Ministry of Science and Technology, the Ministry of Commerce and the National Development and Reform Commission, as well as officials of the China Development Bank, visited Xinjiang to inspect the development of local industries.
