BEIJING, Dec. 6 (Xinhua) -- Chinese credit rating firm Dagong Global Credit Rating assessed the sovereign credit rating of Ireland at BBB in its third sovereign or regional credit rating report released Monday.Dagong's credit rating of Ireland is lower than that given by Moody's, Standard and Poor's and Fitch."Dagong made its assessment based on factors such as Ireland's increasing debt level, the administrative capability of its government, economic and financial strength," Dagong Global said.Dagong Global's announcement follows the proposed 85-billion-euro bailout of debt-hit Ireland by the European Union and the International Monetary Fund.Dagong's report also rated four other nations - Finland, Uruguay, Kenya and Sudan.In terms of domestic currency-denominated debt, Finland received the firm's top AAA rating, but with a negative outlook.Uruguay was rated BB-plus while Kenya received a B rating.Sudan was rated C, the nation's first sovereign credit rating.Dagong Global uses a three-level assessment system, with each level containing three sub-levels. For example, AAA, AA and A.The rating agency published sovereign credit ratings in two earlier reports. One on July 11 rated 50 countries. The second on October 20 rated nine countries and regions.Founded in 1994, Dagong Global is a pioneer in the rating of industry, region and sovereign debt. It is also a leading credit rating firm for corporate bonds, financial bonds and structured debt.

SUZHOU, Jiangsu, Dec. 11 (Xinhua) -- China's Ministry of Public Security (MPS) has announced that the special campaign to crackdown on prostitution has been effective, with cases of prostitution and obscene performances in entertainment venues in October dropping 18.4 percent on a month-on month basis.The campaign in the latter half of the year attached increased importance to the investigation and punishment of the organizers of prostitution.The campaign also targeted business operators and the "protective umbrellas" - sometimes local government officials - that allow prostitution to happen, according to a document released at a ministry work conference in Suzhou Saturday.More effort must be made to educate and rehabilitate women involved in the prostitution and obscene performance cases, the document said.According to the document, the MPS sent 27 groups of inspectors to 651 entertainment business venues in four municipalities and 20 provinces during the campaign. At some 381 of the venues, cases of prostitution or obscene performance were discovered.In July, the ministry sent 10 inspection groups to eight cities in Jilin, Shanghai, Guangdong, Hainan, Sichuan and Shaanxi, to raid 10 entertainment venues, resulting in the arrest of 370 suspects.In the following three months, the ministry and local police solved 54 major cases, the document said.

BEIJING, Dec. 10 (Xinhuanet) -- Provincial level officials and ministers will be held more fiscally responsible under an expanded auditing system, the country's top auditor said on Thursday."The regulation will be significant in supervising officials' power use and corruption prevention," Liu Jiayi, head of the National Audit Office, was quoted as saying in an interview posted on the office's website.Under the regulation, released by the general offices of the Communist Party of China (CPC) Central Committee and the State Council, leaders of public institutions and State-owned enterprises will also be audited.China introduced the first such regulation in 1999, but it only included measures to audit financial records of county-level and below Party and government officials.The audit target was extended to provincial governors and ministers in 2000 on a trial basis and to heads of provincial government departments in 2005.Chinese auditors have uncovered more than 68.4 billion yuan (.2 billion) in illegal use of funds during nationwide audits of some 410,000 Party and government officials and bosses of State-owned enterprises since 1998, according to Liu.During the audit of provincial governors and ministers, their implementation of economic policies, handling of income and expenses, key fund management and project construction will be examined."They have power and control many resources, and how they fulfill their economic accountability will impact local economic and social development," he said.More importantly, the audit can be carried out frequently, so illegal activities can be cleared up before they spread, he said.Liu also said the audit will be made during an official's tenure to solve any problems that exist.Results of the audit will be recorded in an official's file and it will be an important factor in performance assessments, promotions or removal, and rewards or punishments.The audit group will consist of officials from local discipline inspection commissions and sectors including audit, supervision, organization, human resources and State asset supervision and management."It's a big step in cracking down on corruption. BERLIN, Dec. 21 (Xinhua) -- 2010 is an important year for the development of Sino-German relations. That's as the two countries have made big achievements on politics, economy, culture and society, sending their bilateral relations to a "new historical point."German Chancellor Angela Merkel visited China in July and met Premier Wen Jiabao and President Hu Jintao. During her visit, China and Germany issued the second communique in two countries' history, which was considered a historical event by both sides.The Sino-German relations have entered a new phase, Merkel said. The development of relations between the two countries, she said, are formed on a "completely new basis."Wen said Merkel's visit and the communique have "historical significance" that will help map out the blueprint of bilateral ties and make it stand on "a new historical starting point."The communique contains 28 points, in which both sides pledged to maintain regular contact between their leaders and the mechanism of annual meetings of the premier and chancellor.Both countries stressed to take care of each other's core interests, to enhance their mutual understanding and political trust, and to strengthen dialogues on strategy, law and human rights. They also expressed interest in improving cooperation in the United Nations, international financial institutions and other multilateral organizations.In addition to Merkel's visit, the two countries' leaders met each other during many world events in 2010 to strengthen their mutual trust. In April, Hu met Merkel at the the nuclear summit in Washington. One month later former German President Horst Koehler paid a state visit to China.During Wen visit to Europe in October, the premier changed his route and met Merkel in Berlin. Both sides reconfirmed the communique issued in July. Wen also was invited to co-chair the first round of the Sino-German government consultations in 2011, making Germany the first EU country to hold high-level intergovernmental consultations with China."China and Germany have maintained a strategic partnership and a close bilateral tie, even at the highest political level," the German foreign ministry said.Tight political relations are built on strong and complementary economic connections between China and Germany, the largest trading partner for each other in their respective regions.Sino-German trade has accounted for nearly one third of the trade between China and Europe.
